STPL 5282 (024) From: David H. Ready, City Manager Initiated by: Public Works and Engineering Department SUMMARY The Public Works and Engineering Department schedules an asphalt rubberized hot mix overlay (ARHM) of various City streets. Each year the City budgets funding to overlay a few streets with an ARHM overlay that are too deteriorated to receive the slurry seal treatment. The construction documents (Plans, Specifications and Estimate) are completed and, in accordance with 7.03.040 of the Procurement and Contracting Code the Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this project will allow staff to proceed with this public project, with an estimated cost of approximately $731,250. RECOMMENDATION: 1) Adopt Minute Order No. , "Approving the plans, specifications and working details for the STP Pavement Rehabilitation Project, City Project 05-13, Federal Aid Project No, STPL 5282 (024), and authorizing staff to advertise and solicit bids." STAFF ANALYSIS: The Public Works Department oversees the maintenance of the City's street system. Each year, the Department assembles a capital project to continue its asphalt rubber hot mix (ARHM) overlay program on various City streets as needed. Staff previously identified Golf Club Drive south of Avenue 34, and Avenue 34 as streets requiring an ARHM overlay. In 2005, over $19.5 Million in federal funding was made available to Riverside County for street maintenance and rehabilitation projects through Surface Transportation Program (STP). City Council Staff Report October 4, 2006 - Page 2 STP Pavement Rehabilitation Project (CP 05-13) coordinated the allocation of pre -determined federal funding to agencies within Riverside County. The City's share of this funding is $488,700. However, due to rising construction costs, staff requested RCTC approval for an additional 10% allocation of STP funds, which was approved. The total STP funding made available to the City for this project is $537,570. This federally funded ARHM overlay project is in addition to the local Measure A funded ARHM overlay project previously awarded by City Council, which includes other City streets. Provided rubberized asphalt prices do not exceed the engineer's estimate, we are scheduling overlay of approximately 330,000 square feet of City streets this year. The plans and specifications have been prepared by Department staff, are ready for Council approval and the subsequent advertisement for construction bids. Section 7.03.040 of the Procurement and Contracting Code requires that for public projects in excess of $100,000 Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The Engineer's Estimate for this project is $731,250. Approval of the recommended action -will allow staff to proceed with bidding of this project, with a tentative bid o �ng date of November 7, 2006, and an award date of November 15, 2006.
