SUBJECT: TEMPORARY SUSPENION OF TWO-HOUR TIME LIMITS ON INDIAN
CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO
RAMON ROAD UNTIL JUNE 30, 2007

SUMMARY
This is a Resolution temporarily suspending the two-hour time limits on Indian Canyon
Drive and Belardo Road from Alejo Road to Ramon Road until June 30, 2007.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, SUSPENDING THE TWO-HOUR TIME LIMITS
ON INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO
RAMON ROAD UNTIL JUNE 30, 2007."
STAFF ANALYSIS:
The suspension of the parking time limits in City owned lots had been in place for one
year. Main Street indicated the program had been successful and that there have been
no adverse effects in the Central Business District. On June 21, 2006 the City Council
adopted Resolution No. 21628 to continue the suspension of the enforcement of time
limits on parking automobiles in City owned parking lots until June 30, 2007.
At that meeting Main Street had also requested the City Council consider other
solutions to generate more parking spaces and suggested implementing a program to
ease parking concerns. Some of the suggestions have been implemented, such as
removing the "employee only" signs on the 3`d deck of the parking structure, opening
1119 spaces for general public use.
Main Street has also requested removing the two-hour parking restrictions on Indian
Canyon Drive and Belardo Road, from Alejo Road to Ramon Road. This action would

Suspend Two-Hour parking
allow longer parking for the public and employees. Main Street has observed that these
areas are underutilized due to the two-hour restriction.
Attached is a Resolution temporarily suspending the two-hour parking time limits on
Indian Canyon Drive and Belardo Road until June 30, 2007, which coincides with the
expiration date of the Resolution passed on June 21, 2006 suspending the parking
restrictions in City owned lots. (Note: The two-hour time restriction was originally
approved by City Council on October 7, 1998, Resolution #19373.)
FISCAL IMPACT: IFinance Director Review:
The Parking Violation Revenue Fund is based on all fines collected throughout the City.
Based on an eleven (11) month period — July 1, 2005 to May 30, 2006, parking violation
fines were down $42,000 compared to the same period in 2004/05.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, SUSPENDING TWO-
HOUR TIME LIMITS ON INDIAN CANYON DRIVE AND
BELARDO ROAD BETWEEN ALEJO ROAD AND RAMON
ROAD UNTIL JUNE 30, 2007
The City Council of the City of Palm Springs finds:
A. The City Council adopted Resolution No. 19373 on October 7, 1998 establishing
a downtown managed parking program which included the allowance for
employee parking with permits in 2-hour parking zones on Belardo Road and
Indian Canyon Drive;
B. The City Council adopted Resolution No. 21628 extending the suspension of the
enforcement of time limits in City owned lots until June 30, 2007;
C, The Main Street Merchants Association has reported no adverse effects from the
suspension of time limits in City owned lots;
D. Section 12.32.010 of the Municipal Code authorizes the establishment of time
limits in parking areas on certain streets, to be established by the City Council by
Resolution.
The City Council of the City of Palm Springs therefore resolves:
Section 1. The City Council suspends the imposition and enforcement of two-hour
time limits on Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road
until June 30, 2007.
Section 2. The suspension of two-hour time limits on Indian Canyon Drive and
Belardo Road from Alejo Road to Ramon Road shall be deemed fully reinstated,
imposed, and enforceable on July 1, 2007,
Section 3. Except as expressly provided in this resolution, all regulations governing
the driving, stopping, parking, or leaving standing of vehicles on City owned parking lots
shall remain in full force and effect.
