SUBJECT: APPROVE CONTRACT EXTENSION FOR DOWNTOWN PARKING
ENFORCEMENT

SUMMARY
On February 15, 2006 City Council approved an agreement for downtown parking services
with Standard Parking. The duration of this agreement was limited to 7 months to allow
staff and Council to receive input from downtown merchants on a permanent parking policy
prior to soliciting proposals and contracting for services on a more long term basis.
Although the existing suspension on time limits in public parking lots was scheduled to end
on June 30, 2006, at the request of the downtown merchants association, the City Council
agreed to extend the period of limited parking enforcement until September 30, 2006. The
proposed action would extend the existing contract with Standard Parking for an additional
9-month period to provide for continued parking enforcement and to facilitate the
development of a permanent policy on downtown parking.
RECOMMENDATION:
I Adopt Minute Order No. , approving, in a form acceptable to the City Attorney,
Amendment 1 to Agreement No. 5242 with Standard Parking for a 9-month
extension for downtown parking enforcement services in an additional amount not-
to-exceed $90,000.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
At the request of the MainStreet Merchants Association the City Council suspended the
time limits in all public parking lots. The current suspension has been in place since July

Standard Parking Contract Extension
2005. Enforcement efforts are currently limited to on-street time limits and handicapped
parking and loading area infractions.
Enforcement of parking regulations in the downtown area has been performed by Standard
Parking, formerly APCOA, since 1998. The contract under which Standard Parking has
operated the program was bundled with parking lot management and traffic control services
at the Palm Springs International Airport. The Airport parking lot management and
downtown parking enforcement programs were unbundled when City Council awarded a
contract to Ace Parking for the services at the Airport and to Standard Parking to continue
the downtown parking enforcement program through September 30, 2006. The short
duration of Standard's contract was designed to allow staff and Council to receive input
from downtown merchants prior to soliciting proposals for services on a more long term
basis.
Since a permanent policy for downtown parking has not been developed, it would be
difficult to solicit proposals for services at this time due to the level of uncertainty
surrounding the final enforcement program. Therefore, it is recommended that the City
Council extend Standard Parking's agreement for an additional 9 month period (expiring on
June 30, 2007) to facilitate continued parking enforcement while ! permanent policy is
determined.
FISCAL IMPACT: IFinance Director Review:
The estimated cost to provide parking enforcement services over the 9 month period is
$90,000. Sufficient funds are available for these services.

this Minute Order approving, in a form acceptable to the City Attorney,
Amendment 1 to Agreement No. 5242 with Standard Parking for a 9-month
extension for downtown parking enforcement services in an additional amount
not-to-exceed $90,000 was adopted by the City Council of the City of Palm
Springs, California, in a meeting thereof held on the 20th day of September, 2006.
