SUBJECT: COOPERATIVE PURCHASE OF A QUINT 105 FOOT AERIAL LADDER
TRUCK

SUMMARY
This action would approve a lease/purchase acquisition of a new fire apparatus,
allowing the Fire Department to move an older unit to reserve status and to surplus the
existing reserve unit which is no longer economical to operate.
RECOMMENDATION:
Adopt Minute Order No. , approving the purchase of a Quint 105 foot ladder truck
from Pierce Manufacturing, Inc., of Appleton, Wisconsin, in the amount of$860,836.30,
by participating in a cooperative purchase with the City of San Diego.
STAFF ANALYSIS:
The City's Fire Department operates a variety of different types of firefighting vehicles in
its fire suppression and firefighting operations, including ladder trucks, engines,
paramedic squad, water tender and light attack units.
The Fire Department operates two ladder trucks and has another ladder truck in reserve
status backing up these two vehicles. Three ladder trucks are required by the
Insurance Service Organization (ISO) for a city our size. One of the units is not optimal
for frontline service (heavy use), and the reserve unit, which is 17 years old, does not
have the ladder height required for our city, and is becoming expensive to maintain.
The need for fire apparatus replacement is not dependent solely on the age of the unit
or miles traveled. A vehicle's workload, its physical condition, operational reliability, and
compliance with NFPA safety standards are all considered when replacing a fire
apparatus. When new units are acquired, existing frontline vehicles are moved to

reserve status (lighter use), older reserve units are then declared surplus and sold or
donated.
The ladder truck recommended for purchase would be placed into service as a frontline
unit at Station 442 allowing the existing 85' platform ladder truck to be moved to reserve
status. When this truck is moved into reserve status, the reduced operating hours
minimize, if not eliminate, the unit's downtime, U.L. repair charges, and extend the life of
this truck.
The Procurement & Contracting Manager, pursuant to the requirements of Municipal
Code Section 7.09.010, found that the competitive process conducted by the City of
San Diego is adequate to protect the public interest and that the price of the ladder truck
is likely to be less through the proposed cooperative purchase than could be obtained
through the City's independent competitive process.

FISCAL IMPACT: IFinance Director Review.
The Fire Department submitted a proposal to the County Special Gaming Distribution
Committee in early 2006 for a replacement ladder truck. The justification was to provide
reliable fire and rescue service to the community, specifically the Spa Casino and
surrounding properties. The request was recommend to be funded by the Agua
Caliente Tribe over a three (3) year period, and approximately ''/a of the total cost has
been received. The City received $258,667.00 from the Agua Caliente Tribe through
the SDF for the purchase of the ladder truck in July 2006. The Agua Caliente Tribe has
indicated their willingness to pay 100% of the cost of this ladder truck over a three (3)
year time period. It is mandatory that the City issues a Purchase Requisition and
encumbers the funds ($258,667.00) by June 30, 2007, or the money must be returned
to the Special Distribution Fund.
There is some concern with the potential changes to the Tribe's Compact with the State
of California and, at this time, it is uncertain if the SDF will pay the other % cost.
However, all indications from the Tribe are that they will continue to honor the request
under a new Compact Agreement with the State of California through the "local
mitigation provisions". This is evidenced, in part, by the attached letter from the Tribe
regarding the SDF Fund` Moreover, the City is also pursuing additional revenue
opportunities for this truck and other additional fire equipment. However, as a backup
plan, the Director of Finance is currently working with Oshkosh Capital on a lease/
purchase payment option of five to seven years to cover the any remaining difference.
This would allow the City to spread any costs not covered by the Tribe, or other
sources, over a multi-year period thus having a lesser impact to the City's budget.

truck (quint) from Pierce Manufacturing, Inc. of Appleton, Wisconsin in the
amount of $860,836.30, including sales tax, by participating in a cooperative
purchase with the City of San Diego, was adpted by the City Council of the City
of Palm Springs, California, in a meeting thereof held on the 201h day of
September, 2006.
