AMENDMENT No. 1 TO AIRPORT PARKING LOT MANAGEMENT SERVICES AGREEMENT NO. 5215 WITH ACE PARKING MANAGEMENT, INC. FROM: David H. Ready, City Manager BY: Department of Aviation I SUMMARY The City Manager is requesting approval to amend the Ace Parking Management, Inc. agreement No. 5215 effective September 1, 2006 and valid until January 31, 2011 to add Taxi Starter Service as a reimbursable expense. RECOMMENDATION: i 1. Approve Minute Order No. , approving Amendment No. 1 to Airport Parking Lot Management Services Agreement No. 5216 with Ace Parking Management, Inc., effective October 1, 2006 and valid until January 31, 2011 to add Taxi Starter Service as a reimbursable expense from taxi fees for the remaining four years and five months of the Agreement. 2. Authorize the City Manager to execute all necessary documents. t STAFF ANALYSIS: The taxicab operation at Palm Springs International Airport has grown to the point that a Taxi Starter Service should be implemented at the Airport. Implementation of this program will provide the appropriate regulation to assure that the public receives the best service possible when using the taxis at the Airport. For example, the "taxi starter" will ensure taxis are available and provide fare and location information for our tourists and residents. Ace Parking Management, Inc. is currently under a five-year contract to provide parking and traffic control at the Airport and it is recommended to amend their existing contract to STEM NO.Z"R' City Council Staff Report (September 6, 2006 -- Page 2 (Ace Parking A#1) provide this service on a reimbursement basis. To adequately accommodate the traveling public, this service will be provided fourteen (14) hours per day from November 1 through April 30 and ten (10) hours per day May 1 through October 31. Further, airport staff will continuously monitor the program to ensure a satisfactory level of service. At its regularly scheduled meeting on July 5, 2006, the Airport Commission recommended City Council approve this amendment to the current Agreement with Ace Parking Management, Inc. FISCAL IMPACT. Finance Director Review: The estimated costs to provide Taxi Starter Service fourteen (14) hours per day from November 1 through April 30 and ten (10) hours per day May 1 through October 31 on an annual basis is estimated at $81,000 in 2007 and incrementally increases each year to $93,000 in 2010. This expense would be recovered by increasing the Airport Taxi Ground Access Fee — Standard Pick-Up, from $1.00 to $2.50 per trip. Estimated revenues are projected to be $82,000 in 2007 and $93,000 by 2010 (based on prior taxi revenue and expected trip increases). If it is determined by staff that the annual fees are not sufficient to sustain the program operating costs, then either a fee increase would be requested for approval by Council or staff will recommend modifying or eliminating the program (this contract amendment may be canceled with 30 days notice). In no event are program expenses to exceed revenues. The Taxi Starter costs will be authorized on a monthly basis throughout the remaining term of the agreement as a reimbursable expense. This policy provision will allow airport staff to maintain appropriate oversight of revenues and expenses. David H. Ready, City er Richard S. Walsh, A.A.E.
