A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, ESTABLISHING
FRIENDSHIP TIES WITH THE CITY OF QINGYUAN,
GUANGDONG PROVINCE, PEOPLE'S REPUBLIC OF
CHINA.
WHEREAS, economic, educational and cultural relationships between people of
other nations have fostered a more harmonious understanding among countries and
contribute to world peace through citizen -to -citizen diplomacy;
WHEREAS, retired Judge Arthur Block, on behalf of the City of Palm Springs,
recently traveled to the City of Qingyuan in the People's Republic of China to discuss
with various government, education and tourism officials the possibility of establishing
a lasting two-way relationship between the two cities;
WHEREAS, Judge Block has indicated that the City of Qingyuan is interested in
exploring friendship ties with Palm Springs;
WHEREAS, even though Palm Springs and Qingyuan are on opposite sides of the
world they share certain things in common including a focus on tourism, culture and
the environment;
WHEREAS, Qingyuan is the historical Provincial Capital of Guangdong Province and
can trace its beginnings back over 2,000 years;
WHEREAS, Qingyuan is a resort city known for its natural hot springs, archaeological
caves and majestic North River which winds through canyons and basins in the
northern part of Guangdong Province, ultimately emptying into the Pearl River Delta;
WHEREAS, tourists from near and far come to Qingyuan in the Spring and Summer
because of its many recreation opportunities including water sports, wind -surfing, jet
skiing, swimming, fishing, and hiking;
WHEREAS, Qingyuan is also home to China's national football training center which
is the largest in Asia with all sorts of sports facilities and a gymnasium;
WHEREAS, the City Council believes that establishing friendship ties with the City of
Qingyuan will create and help sustain a better understanding between our two
nations.
NOW THEREFORE BE IT RESOLVED, that the City Council does hereby formally
establish friendship ties with the City of Qingyuan to help foster an exchange of
information, ideas and skills in such areas as tourism, education, construction,
information technology, commercial and cultural development.

BE IT FURTHER RESOLVED that copies of this resolution shall be sent to The
Honorable Cing Liangzhiqing, Mayor of Qingyuan, in anticipation of a long and I
mutually beneficial relationship of international friendship.
ADOPTED this 5th day of October 2005.
