HomeMy WebLinkAbout3/21/2001 - STAFF REPORTS (22) DATE: March 21, 2001 TO: City Council FROM: Parks and Recreation Manager via Director, Department of Facilities PALM SPRINGS OPERA GUILD RECOMMENDATION: That City Council waive in-kind fees in an amount not to exceed $955 for the Palm Springs Opera Guild's "Opera in the Park 2001" and approve City sponsorship of that event in future years. SUMMARY: For its third annual event, the Palm Springs Opera Guild is requesting that rental fees for Sunrise Plaza and the Showmobile, banner fees, and City hard costs be waived for its "Opera in the Park 2001," which will be held on Sunday, April 22, between 2:30 p.m. and 5:30 p.m. These fees will not exceed $955. The guild is also asking the City to consider sponsorship of this annual event in future years. This would make it unnecessary for the guild to come back each year to City Council to make the fee waiver request. At its February 21 meeting, the Parks and Recreation Commission voted unanimously (6/0) to recommend that City Council waive in-kind fees in an amount not to exceed $955 for the 2001 event and approve City sponsorship of future "Opera in the Park" events. The guild is not requesting and the commission did not recommend that direct financial support be provided by the City. BACKGROUND: The Palm Springs Opera Guild has been providing cultural enhancement to the residents of the Coachella Valley for over 31 years. For many years, the Palm Springs Opera Guild has supported an outreach program by which the children of the community could be exposed to operas and operatic voices. The Palm Springs Opera Guild has presented two of the "Opera in the Park" events as free musical programs in Sunrise Plaza, with over 2,000 people attending last year's event. The fees for these events in 1999 and 2000 were waived. It is estimated that the City's hard costs will total $350 (transportation and labor for Showmobile setup and standby electrician). Rental of the park and Showmobile for the day would total $305. Hanging a banner across Palm Canyon Drive for three weeks would total $300. Money is available in the Community Promotion Fund, Special Activities Account, Number 112-2018-45500 for this one-time expenditure. oVA PALM SPRINGS OPERA GUILD DATE: March 21, 2001 PAGE: Two At its February 21 meeting, the Parks and Recreation Commission voted unanimously(6/0)to recommend that City Council waive in-kind fees in an amount not to exceed $955 for the 2001 event and approve City sponsorship of future "Opera in the Park" events.
