HomeMy WebLinkAbout3/21/2001 - STAFF REPORTS (21) DATE: March 21, 2001 TO: City Council FROM: Director, Department of Facilities PALM SPRINGS BIKE & HOT ROD WEEKEND RECOMMENDATION: That City Council consider adopting a resolution suspending certain regulatory ordinances to allow for the 2001 American Heat, Palm Springs Motorcycle & Hot Rod Weekend to occur October 12 through October 14. SUMMARY: In October 2000, Roadshows, Inc. (RSI) produced the Palm Springs Bike & Hot Rod Weekend along Palm Canyon Drive in the Central Business District.All costs incurred by the City for event production in 2000 were paid by the event promoter. RSI is again proposing to produce the event in Palm Springs during the weekend of October 12-14, 2001, and assume all event production costs as in the past. Additionally, RSI is proposing to help mitigate resident noise concerns associated with the event by means of more strict controls of motorcycle traffic in residential areas through improved community involvement, advertising, traffic signs, and message boards in conjunction with a higher number of police and security personnel monitoring the venue. BACKGROUND: On April 19, 2000, City Council approved Minute Order 6603 and adopted Resolution No. 19775 to allow RSI to produce the 2000 Palm Springs Bike & Hot Rod Weekend at its sole expense. The event occurred on Palm Canyon Drive as planned. It was determined by many business owners, attendees and event participants to be highly successful and a financial windfall to the City in that it generated in excess of $1 million in business and tax-related revenue. These financial statistics were presented to the City Council and the public during a Study Session post-event review on January 24, 2001. However, during the 2000 event, there were several complaints lodged by citizens and tourists regarding excessive noise as a result of motorcycle traffic in residential areas. Both staff and RSI took these issues seriously and have been working jointly over the past several months to mitigate the problem through communications with community and business leaders in the hope of developing a solution strategy for the future. These discussions have taken place in addition to addressing routine special event improvements with the Special Events Planning Team, as is the case with all events occurring in the city. PALM SPRINGS BIKE & HOT ROD WEEKEND DATE: March 21, 2001 PAGE: Two Attached is correspondence from RSI, which describes in some detail measures that are being proposed to assist in controlling motorcycle traffic in residential neighborhoods. This is proposed to be done through an aggressive pre-event promotional campaign with local hoteliers, business owners, residents, and attendees in addition to improved enforcement measures. This campaign will advise each group of what will and will not be tolerated during the upcoming event. When fully developed, the program is intended to "set the tone" with attendees. Additionally,the extensive use of signs(examples attached), security checkpoints, and highly visible law enforcement and private security personnel will be implemented at key residential entry points to discourage motorcycle traffic and reduce neighborhood noise impacts. All of these efforts, in addition to a more aggressive event promotional effort by RSI, are being targeted to improve upon previous events and make them more enjoyable, profitable and entertaining for the entire community. Roadshows appreciates your assistance and suggestions regarding the solution to some of these challenges. Roadshows, Inc., is prepared to do the following: 1. Publish notices in our newsletters regarding noise levels and "quiet zones" in Palm Springs and surrounding areas. Before October, Roadshows, Inc., will send three to four newsletters to 6,000+bikers, 38 Northern California Harley-Davidson Dealers, 22 Southern California Harley-Davidson Dealers, 3 Arizona Harley-Davison Dealers, and 2 Nevada Harley-Davidson Dealers. 2. Meet with representatives of the hotel industry,particularly the small hotels west of Palm Canyon Drive. Roadshows, Inc., has already met with one small hotel owner who is a spokesman for the smaller properties to discuss the matter. Roadshows, Inc., will continue to meet with him and others to find reasonable solutions to noise mitigation and, if the property owners are interested, to help promote their properties to potential customers. 3. Post signage (see attached) in various locations indicating quiet zone, no loud noise. Additionally, traffic message boards will be placed in key locations reinforcing the message. 4. Work with Marine Corps to have Marines participate as volunteers monitoring smaller intersections in the neighborhoods. 7. Provide a secured bike parking area, open 24 hours, for both registered and non-registered motorcycles. 8. Provide 24-hour access cell phone numbers for me and my key management staff during the event for hoteliers,merchants, and City officials to contact should they have any questions or need information. I have a dinner date. Frankly, I'm tired of spending my time and money crusading against harebrained projects dreamed up by developers and promoters who do not reside in Palm Springs, but only come here to "pluck and to plunder" promising a few dollars in sales tax and a little TOT. Palm Springs residents who spend more than they here find it necessary to leave town during this event. The Motorcycle and Hotrod weekend, in my view, is more disrupting than the Spring Breaks of the 1970s. I think all those revelers grew up, bought Harleys and returned here to torture residents with their noise. Suspending city ordinances to accommodate this noisy frolic is outrageous. Residents in the neighborhoods have invested billions of dollars in their homes. We should not be required to throw our right of quiet enjoyment to the four winds for a bunch of people who do not live here who contribute nothing to our social or cultural heritage. The Visitor's and Convention Bureau needs direction from the Council in attracting more tasteful forms of tourism. Please act responsibly in rejecting this event. Voe /�B e RESOLUTION NO. 20008 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES TO FACILITATE THE 2001 PALM SPRINGS BIKE & HOTROD WEEKEND. WHEREAS the City of Palm Springs designated the Palm Springs Bike & Hotrod Weekend as a City-sponsored event; and WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to maximize revenue production; and WHEREAS the City Council finds that certain regulatory ordinances, which are generally deemed desirable and necessary, may, nonetheless, impede the conduct of special events; and WHEREAS the City Council finds that in holding special events, the public interest and the benefits derived therefrom outweigh the temporary public inconvenience; and WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary suspension of regulatory ordinances, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, as follows: Section 1. A. That the Palm Springs Bike & Hotrod Weekend is a special event beneficial to the community and its visitor-oriented economy. B. That the dates of the 2001 Palm Springs Bike & Hotrod Weekend are from October 12 through October 14. C. That Roadshows, Inc. and BR Entertainment are the event promoters, along with their construction and concession personnel and staff. D. That the venue of the Palm Springs Bike&Hotrod Weekend is Palm Canyon Drive in the Central Business District. Section 2. That the following ordinances are hereby temporarily suspended for the special event designated in Section 1 above: Sign Ordinance, Zoning Ordinance, and Noise Ordinance. lg14 Resolution 20008 Page 2 Section 3.
