AUTHORIZING PURCHASE OF RADAR AND LASER SPEED MEASURING
DEVICES FOR THE PALM SPRINGS POLICE DEPARTMENT
RECOMMENDATION:
It is recommended that the City Council of the City of Palm Springs, California,
authorize the purchase of six (6) new handheld laser speed measuring devices
and four (4) moving radar devices from Kustom Signals, Inc., of Lenexa, KS, in the
amount of$29,240.10 for use by the Palm Springs Police Department in traffic
enforcement activities.
SUMMARY:
This is a recommendation for the police department to purchase laser and radar
speed measuring equipment to outfit the newly expanded Traffic division. This will
enable us to better enforce speed violations within the City of Palm Springs, with
the goal of reducing the number and severity of traffic collisions.
BACKGROUND:
In the year 1999, the Palm Springs Police Department investigated 898 traffic
collisions. Of those collisions, 367 involved injuries and there were six fatalities.
In the year 2000, the Palm Springs Police Department investigated 1117 traffic
collisions. Of those, 328 involved injuries, and there were 14 fatalities attributed to
traffic collisions. This represents a 133 percent increase from the year before.
The vast majority of the traffic collisions documented in the City of Palm Springs
list excessive speed as the primary or a contributing collision factor. It is a
recognized fact that excessive speed not only decreases the reaction time for
collision avoidance, but also is directly related to the severity of damage, injuries,
and the likelihood of fatalities.
In response to this problem, the Palm Springs Police Department has placed a
great deal of emphasis on traffic enforcement to save lives, reduce injuries, and
lessen the fiscal impact of traffic collisions. The Palm Springs Police Department's
Traffic Division has concentrated their efforts on speed enforcement. The majority
of the requests directed to the Traffic Division from the public involve complaints
about speeders in specific neighborhoods and especially around school zones.
The Palm Springs Police Department was able to acquire a radar trailer, which has
been useful as a deterrent and has allowed us to be noticeably responsive to the
residents' concerns. The most important tool in our arsenal for speed enforcement

has been Radar and Lidar (Light Detection And Ranging) speed measuring
devices.
While in motion, the traffic officers utilize moving-radar devices that are capable of
accurately measuring the speed of moving vehicles while the officers' motorcycles
are also in motion. Two of the recently expanded traffic unit's six motorcycles are
currently equipped with moving radar devices manufactured by Kustom Signals.
These devices have been very effective in traffic enforcement and part of this
recommendation is to equip the four remaining motorcycles with identical Kustom
Signals moving radar equipment.
When stationary, the motorcycle officers use a handheld speed-measuring device.
Without a doubt, the most accurate and reliable device available for this purpose is
the Lidar laser device. It is lightweight and ergonomic, cordless, has pinpoint
accuracy, and is recognized as accurate by all courts. Part of this
recommendation is to purchase six (6) handheld laser speed-measuring devices.
In addition, these handheld laser devices are capable of measuring distances
within a tenth of a foot. They are extremely useful for taking measurements at
collision scenes and crime scenes. The measurements are not only accurate, but
can be taken much faster and much more safely since it is no longer necessary for
the collision investigator to walk in the roadway to calculate distance.
Kustom Signals, Incorporated is the only company that manufactures cordless
Lidar laser devices with a patented Heads-Up Display, a feature designed to
provide 1:1 viewing, resulting in less operator fatigue.
The Procurement Manager has verified that Kustom Signals radar and Lidar
equipment is available only directly from the manufacturer, Kustom Signals, Inc. of
Lenexa, Kansas. Funding for the first $25,142.10 is available through a
technology grant, account number 3010-52013. Funding for the remainder
($4,098) is available through account number 3200-52009.
