RE-ROOFING OF FIRE STATION NO.1
RECOMMENDATION:
That the City Council approve Re-roofing of Fire Station No.1 for $22,180.00 by
Al Miller & Sons Roofing via Change Order No.1 to City Project No. 00-13, with
the total change order amount (netting deductions of $1,700.00 from previously
approved work) of $20,480.00, for a total revised contract amount of
$143,657.00.
SUMMARY:
Fire Station No.1 is badly in need of re-roofing. This project had been put on hold
due to the thoughts of building a new station. Staff asks that we proceed with the
re-roofing and that we contract with Al Miller & Sons Roofing who has started re-
roofing of other City Facilities.
BACKGROUND:
The 1999/00 budget included funds for re-roofing of various City Facilities. This
work, comprising City Project 00-13 was awarded after a formal bid process to AI
Miller& Sons Roofing, (Agreement 4311 approved via Minute Order No. 6749 on
November 15, 2000).
During the recent rains Fire Station No. 1 experienced numerous leaks
throughout, including the newly remodeled kitchen and portions of the ceiling in
the apparatus room fell. This debris could have damaged the newly acquired fire
apparatus. Luckily they were out of quarters.
This station had been recommended for re-roofing previously, but due to plans to
build a new fire station the project was put on hold. However, to avoid excessive
damage to the building, repairs are needed at this time. Although the Station is
listed as a Class I Historic Site, Planning Department staff has reviewed the
project and has also notified the Historic Site Preservation Board of the work.
These reviews have determined the work requested to be needed and
considered routine maintenance and repair and will not alter the appearance of
the structure.
The City will realize a reduction in energy consumption with this roof, as well as
the others, and based on the proposed California Energy Commission (CEC)
Grant there could be money available to offset material costs for this project.
Al Miller & Sons is currently re-roofing four of the City's facilities. Specifications
for the Police Gun Range Re-Roofing project required that the existing roofing
material be removed. After awarding the contract, the contractor notified the City
that an alternative method of attaching the new roof did not require the tear off
and was fully warrantable by the manufacturer. This will result in a $1,700.00
credit to the City and be applied to the Fire Station contract price of $22,180.00.

Based on the lump sum cost comparison of these roofs and that of Fire Station
No. 1, Staff recommends that it would be in the best interest of time and cost
savings to the City, that Council approve this award to Al Miller& Sons Roofing.
Funds are available in account no. 520-5641-43240, Facilities Maintenance Contract
Services.

C. REASONS FOR CHANGES:
Fire Station #1 is badly in need of re-roofing. The completion of this re-roofing work will prevent
future damage to the Fire Sation and result in a reduction of energy consumption.
Specifications for the Police DepartmentGun Range Re-roofing project required that the existing roofing
material be removed. After the award of the contract, the contractor notified the City that an
Alternative method of attaching the new roof did not require tear off. The Contractor advised the City
that the attachment method was fully warrantable by the manufacturer, and would result in a credit to
the City due to the roof not requiring tear off. The amount above reflects this credit.
A total of Ten (10) working days will be added to the contract for the completion of roofing work at
Fire Station #1.
A total of eight (8) working days will be added to the contract due to delays caused by unfavorable
Weather.
" Note: No additional mark ups will be added to any item on this Change Order. All cost per each
item are final.
