HomeMy WebLinkAbout21236 - RESOLUTIONS - 4/6/2005 RESOLUTION NO. 21236 ' OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE 2005 — 2010 CONSOLIDATED PLAN AND THE 2005 — 2006 ANNUAL ACTION PLAN; APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING BUDGET FOR FISCAL YEAR 2005 - 2006; AUTHORIZE THE SUBMITTAL OF THE PLANS AND BUDGET TO THE UNITED STATES DEPARTMENT OF HOUSING & URBAN DEVELOPMENT (HUD); AND AUTHORIZE THE CITY MANAGER TO ACCEPT AND EXECUTE THE FUNDING APPROVAL/AGREEMENT WITH HUD — GRANT #: B-05-MC-06-0561, IN THE AMOUNT OF $623,843, FOR THE FISCAL YEAR 2005 — 2006 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM, 315` PROGRAM YEAR. A05062 WHEREAS, as an entitlement community, the City is required to prepare and submit a five-year strategy and annual action plan for the use of the federal funds received, commonly referred to as the Consolidated Plan and Annual Action Plan; and WHEREAS, the City is eligible to receive an entitlement of $574,718 of Community Development Block Grant fluids as entitlement city under the U.S. Department of Housing&Urban Development regulations; and WHEREAS, in addition to its entitlement, the City estimates that program income will be $49,125, totaling $623,843 for the 2005 - 2006 fiscal year; and WHEREAS, the funds must be used for eligible activities which principally benefit low and moderate income people; and WHEREAS, pursuant to the requirements of citizen involvement, a public hearing was held to receive citizen input on the allocation of these funds; and WHEREAS, the projects have been assessed by the CDBG Citizens' Advisory Committee (CAC) and Staff based on the needs of low and moderate income neighborhoods to benefit the maximum number of people; and WHEREAS, the City Council held a public hearing on April 6, 2005 to receive public input on the allocation of these funds; and NOW, THEREFORE, be it resolved that the City Council of the City of Palm Springs, ' California, does hereby approve the following: SECTION 1. The 2005 — 2010 Consolidated Plan and 2005 — 2006 Annual Action Plan are approved. Staff is authorized to submit the Consolidated Plan and Action Plan to the United States Department of Housing & Urban Development which accurately reflects the CDBG budget and projects approved by the City Council. xesolunon2I/Jo Page 2 SECTION 2. The total Community Development Block Grants funds available for 2005— 2006, including Entitlement and projected Program Income, by authorized category of basic eligibility, are approved as follows: Public Facilities &Improvements/Others.................................$405,498.* Public Services.......................................... ** TOTAL PROGRAMMATIC FUNDS......................................$499,074. ADMIN(includes Citizen Participation&Fair Housing),.......$124,769.*** TOTAL CDBG 2005 —2006 ENTITLEMENT * Public Facilities & Improvements will also be partially funded with program income and the reprogramming of unexpended activity ' funds,both from prior years and current. ** Public Service is calculated at 15% of entitlement funding. *** Administration is calculated at 201/0 of entitlement funding. SECTION 3. The City Manager is authorized to accept and execute the Funding Approval/Agreement with HUD — Grant #: B-05-MC-06-0561, in the amount of$623,843, for the Fiscal Year 2005 —2006 CDBG Program, 31" Program Year. SECTION 4. Staff is authorized to retain the 2003-04 $42,000 within Housing Rehabilitation, an eligible CDBG activity, but instead of allocating for the Roofing Program those fiends shall be redirected to the Home Repair Program within that same year as unanimously recommended by Citizens' Advisory Committee. xesomuonziz.�o Page 3 ADOPTED this 61h day of April 2005.
