HomeMy WebLinkAbout3/7/2001 - STAFF REPORTS (3) DATE: March 7, 2001 TO: City Council FROM: Procurement Manager via Interim Director of Aviation APPROVE LIST OF PRE-QUALIFIED GENERAL CONTRACTORS TO PARTICIPATE IN STEP II OF CITY PROJECT NO. 2000-30 RESIDENTIAL SOUND INSULATION PROGRAM, PHASE III. RECOMMENDATION: It is recommended that City Council approve pre-qualified general contractors; CONTRACTOR COMPANY NAMES HERE,to bid in Step II of the Residential Sound Insulation Program,Phase III(RSIP-City Project 2000-30);and authorize staff to issue the Invitation For Bid- Step II Document to the pre-qualified General Contractors. SUMMARY: In Phase III RSIP, a Step I process for pre-qualifying contractors was conducted. Those contractors who met the requirements in this process are now eligible to participate in Step II- Invitation for Bid to provide construction services for sound insulation of 120 homes as identified in the Airport's FAA Part 150 Noise Compatibility Study. BACKGROUND: The purpose ofthe Palm Springs International Airport Residential Sound Insulation Program (RSIP)is to mitigate aircraft noise. The work,which is divided into phases and consists of insulating single family residential homes within the 65 CNEL (Community Noise Equivalency Level)noise insulation boundary. All homes identified for this Program are within the City of Palm Springs. On November 4, 1998, City Council adopted minute order No. 6267 approving a standard contract service agreement for RSIP Phase II consulting services for single family dwelling units with C. Kell-Smith & Associates (CKSA). Subsequently, minute order 6411 was approved on May 19, 1999 which granted the approval for consulting and project management services for Phase III RSIP which included 80 single family dwelling resits within the 65db (CNEL) noise insulation program boundary. To take advantage of additional FAA noise mitigation funding, on June 7, 2000, the City Council approved Amendment No.2 to Standard Contract Service Agreement No.A4023 for consulting and project management services for Palm Springs International Airport (PSP) Phase III - Residential Sound Insulation Program (RSIP) for 40 additional single family dwelling to bring Phase III construction to a total of 120 single family dwelling units. With FAA approval, staff selected a two step process for developing the contract for this work. Step I is a"Request for Qualifications and Information", detailing the qualifications of the Offerors for the general construction of Phase III. A Review Panel evaluated the Offerors qualifications and ability to perform the work. No pricing information was required nor was it submitted for Step I of this two step process. Only those Offerors submitting Step I proposals and found qualified by the City are eligible to submit bids in Step II. Step II bids will be evaluated on a standard competitive sealed bid basis. All Step II submittals will be reviewed and analyzed by City staff and project consultants for compliance with the Invitation for Proposal/Bid Specifications and acceptable engineering standards. Final award of the contract (if any) will be made by the Palm Springs City JA Approve List of Pre-Qualified General Contractors To Participate in Step II of City Project No. 2000-30 Residential Sound Insulation Program March 7, 2001 Page 2 Council based on the lowest responsive and responsible bid. Step I,Requestfor Statements of Qualifications and Information(City Project 2000-30)was advertised in the Desert Sun on January 24'and 315f with a closing date of February 26, 2001 at 5:00 P.M. local time. A total of proposals were received by the closing as follows: NAME OF COMPANIES HERE. The Qualification Review Panel reviewed the Statements of Qualifications and Information to determine the acceptability of responding Offerors to construct the sound insulation improvement to up to 120 single family dwelling units. The Qualification Review Panel evaluated the submittals based on the following criteria: Offerors experience on projects of similar or greater magnitude References Qualifications of Superintendent and project team Staff professional capabilities Offerors financial status Project development and management plan Summary of qualifications to carry out the project The Review Panel recommends that all General Contractors be pre-qualified to participate in Step II and authorize staff to publish and solicit the Invitation for Bids - Step II. Federal requirements do not allow any form of local preference to be utilized in the selection of the General Contractor for this project. However,competitive market conditions should favor valley subcontractors and suppliers over those from outside the area because of their proximity to the work site. The list of eligible General Contractors approved by the City Council will be advertised in the Desert Sun and sent to valley sub-contractors and suppliers who are on the City bid list. The FAA has appropriated$4,000,000 to Palm Springs International Airport for this sound insulation project. As with previous noise mitigation projects,Phase III RSIP is 90%funded by the FAA with the remaining 10% funded from Airport funds for an estimated project total of$4,400,000. 9 un:—Approved: y — Harold E. T&M CONSTRUCTION,AND F.H.PASCHEN/S.N.NIELSEN, INC., TO BID IN STEP II OF THE RESIDENTIAL SOUND INSULATION PROGRAM(RSIP-CITY PROJECT NO.2000-30), AND AUTHORIZING STAFF TO ISSUE THE INVITATION FOR BID - STEP II DOCUMENT TO THE PRE-QUALIFIED GENERAL CONTRACTORS WHEREAS, the pre-qualified general contractors are now eligible to participate in Step II — Invitation For Bid (IFB) to provide construction services for sound insulation of 120 homes as identified in the Airport's FAA Part 150 Noise Compatibility Study, and NOW THEREFORE BE IT RESOLVED by the City of Palm Springs, California, that those contractors who met the requirements in the Phase III RSIP Step I process for pre-qualifying contractors are now eligible to participate in Step II - Invitation For Bid to provide construction services for sound insulation of 120 homes as identified in the Airport's FAA Part 150 Noise Compatibility Study as follows: Section 1. Approving five (5) pre-qualified General Contractors; Commercial Diversified, Great West Contractors, Matrix Industries, Inc., T & M Construction, and F. H. Paschen/S. N. Nielsen, Inc., to participate in Step 11 of the Residential Sound Insulation Project(RSIP -City Project No. 2000-30); Section 2. Authorizing staff to issue the Information For Bid - Step II document to the pre- qualified General Contractors.
