DATE: March 7, 2001 TO: City Council FROM: Assistant City Manager- Special Projects AIRPORT'S TAXIWAY "W" REHABILITATION CONTRACT AWARD RECOMMENDATION: It is recommended that City Council award a contract for Taxiway"W" Rehabilitation, City Project 00-34, AIP 28 & 30, a federally funded project. SUMMARY: The last major airfield improvement shown in the Airport's Master Plan is the rehabilitation/reconstruction of Taxiway "W," the oldest remaining pavement on the airfield. Federal grants have been received for this project. Bids will be received on February 28'h, after the filing deadline for City Council reports; this report is a place- holder. BACKGROUND: The Airport's Taxiway"W" Rehabilitation Project, City Project 00-34, is 90%federally funded with the Airport providing the 10% match. This project bids on February 28'h after a 30-day bid period. The project will be very complicated construction as a major taxiway will be disrupted from one end to the other. To keep the disruption to a minimum, this project must begin in early April; therefore, this report is offered as a "place-holder"with additional bid tabulation information to be provided at the Council meeting. BY ORDER OF THE CITY OF PALM SPRINGS DATE• nuary 31,2001 CITY OF PALM SPRINGS BY Allen oot Interim Director of Aviation City of Palm Springs,CA State of California I-3 RESOLUTION NO. 20002 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, WAIVING A MINOR BID IRREGULARITY, FINDING THAT THE DISADVANTAGED BUSINESS ENTERPRISE SOLICITATION WAS A GOOD FAITH EFFORT,AWARDING CONTRACT SUBJECTTO FEDERAL AVIATION ADMINISTRATION CONCURRENCE FOR AIRPORT TAXIWAY "W" REHABILITATION PROJECT, CP 00-34, AIP-28, 30 & 33 TO E.L. YEAGER CONSTRUCTION COMPANY, INC. IN THE AMOUNT OF $5,049,966 AND ESTABLISHING CITY PROJECT ADMINISTRATOR AND ADMINISTRATION PARAMETERS. WHEREAS the last major airfield construction project depicted in the Airport's Master Plan and Environmental Assessment is the Rehabilitation/Reconstruction of Parallel Taxiway"W"; and WHEREAS the project had a pre-bid engineer's estimate of$6,162,425; and WHEREAS the project has been circulated for a period of thirty (30) days for bid with bids being received on February 28, 2001, from 3 firms with bids ranging from $5,049,966 to $6,442,030; and WHEREAS following careful review of the bids, the lowest, responsive, responsible bidder has been determined to be E.L.Yeager Construction Company, Inc. at$5,049,966 with a 1% Disadvantaged Business Enterprise commitment; and WHEREAS the low bidder failed to fill in the DBE participation commitment blank, and has clarified in writing that this was "unintentional" and that 1% should have been written in; and WHEREAS the low bidder has submitted a well documented Good Faith Effort for DBE participation, NOW THEREFORE BE IT RESOLVED as follows: 1. That the minor irregularity of the low bidder executing the DBE commitment form but overlooking the blank for the actual commitment is hereby waived; and 2. That the DBE solicitation effort submitted by E.L.Yeager Construction Company, Inc. is hereby found to be a Good Faith Effort; and 3. That Airport Taxiway"W" Rehabilitation Project, CP 00-34,AIP 28, 30 & 33, contract is hereby awarded, subject to Federal Aviation Administration concurrence, to E.L. Yeager Construction Company, Inc. in the amount of$5,049,966; and Res. 20002 March 7, 2001 Page Two 4. That the Assistant City Manager-Special Projects is hereby appointed as project administrator; and 5. That the project administrator is hereby authorized to approve Change Orders up to 2.5% of the total base bid amount of the contract subject to City Manager concurrence.
