Dear Ms. Smith,
Pursuant to our conversation of this date (24 July 2000), I am enclosing copies of information
"downloaded" from a website yesterday.
The information is extremely distressing to the residents of my neighborhood (a petition is being
circulated at this time) for the following reasons:
1. The listed properties are being rented as one would a motel.
2. Bed taxes are being paid as would any other motel.
3. If it advertises like a business and pays business taxes, how can that business be allowed to
function in a "strictly residential zone"?
4. Inasmuch as the properties are being rented to groups of people who arrive in several cars, local t
traffic has increased exponentially....and sometimes dangerously (There were twelve cars parked
in front of the Chia address and there will soon be another address added to a cul-de-sac which
feeds into Chia. That would literally double the traffic on this little street.)
4. We fear the loss of the sense of community and, more importantly, the sense of security. ;
5. We see the potential for property devaluation when prospective buyers are informed of the
existence of motels virtually next door to the offered home.
6. Though the pages enclosed here state that there are six, potentially seven, residences available,
the person answering the toll-free number told me that there were eleven.
7. The papers indicate that they are looking for still more properties to add to their existing list.
8. They advertise these 'villas" as being in the Old Movie Colony; the homes therein are NOT in-
expensive. We are, therefore, duly concerned about the negative impact this business will have
on our neighborhoods.

Dear Mayor Kleindienst,
Before buying what I thought to be my"dream house", I thought I had asked all the right questions about zoning and
future planning of both the owner(the late Mike Seller), the escrow officer(Mrs. Kleindienst)and the Zoning
Department itself. I had previously owned a condominium on Mel Avenue and had sought to purchase my own home
precisely because I objected to short term rentals which always proved disruptive at best and destructive on occasion. I
specifically asked whether this area was strictly zoned for residential use only and was told"Oh,yes;that is for
"single-family use' only". I bought the house and was extremely pleased. Until recently.
My neighbors who currently live in Seattle have apparently decided to turn their property at 877 Chia into an hotel,
renting it to an unlimited number of people cs for a reported$300/night. When I called to check on
this, I was informed that"friends of ours have a place on Opuntia in escrow which will also go for.$300/night". That .
would put me within 20 yards of motels in either direction of my home. This increases the traffic on two short and -
quiet streets almost two-fold(there have been as many as 12 cars at the one house). This is dangerous. And this is
decidedly not my definition of the word"residential% renting as one would an hotel room is in ANYone's vocabulary,_
"commercial". And those to whom the property is rented are distinctly NOT"residents"but"transients".
My repeated calls to the Department of Planning and Zoning were an exercise in frustration. A lengthy conversation
with Mr. Voss boded down to,simply, "there's nothing we can do about it; it is perfectly legal". This can NOT be so!!!
If it is, the language of the code needs to be rewritten so that the prospective buyer fully understands the nature of the
neighborhood into which(s)he is buying. Inasmuch as this is often a near-liferime commitment, the provision of that
information is critical. As written the words in our city's code do not in any sense of the English language adequately
convey Mr. Voss' interpretation of that code. I probably would NOT have purchased this house had I known someone
could run aplotel directly across from me. And now, I find, it will be TWO hotels. When will the third arrive? I no
longer feel as safe as I did when I first moved in and could recognize the comings and goings of known neighbors.
As stated above, I came here less than two years ago seeking some sense of community. That feeling is rapidly being
lost.
I have lived in this town for thirty years,feel that I have been a good citizen who has contributed to the betterment of
the city and its commitment to the future; but right now, I also feel that I ave been betrayed by a cold and uncaring
system which seems more comfortable with passing the buck or with falling back on that old standby°thaA the
way it has always been done and even if we did change the code,whatever(they)are doing now would be
Igrandfathered in' so what s the use?".There wasn't even the offer to look into it further or to see whether my fellow
neighbors had any other recourse; I was told simply that no matter who called to complain or with whatever
frequency, Elie answer would be the same. That attitude will eventually hurt us all. Can we not find some solution
which will preserve our sense of neighborhood,protect the children from the problems inherent with commercial
traffic and,yes,cynically,protect property values? A quick drive down Chia Road would readily demonstrate the
impressive amount of upgrading renovation which has taken place around here lately. Re-sale of these properties
should realize the city much-increased revenues from property taxes. Commercialization of this street will,I am
fairly certain, negate all of those wonderful gains.
It is obvious that you and your wife,who live quite nearby,are notably interested in the future of our community. I
am praying that you can find a means of addressing this lamentable situation in concrete terms. We have,
apparently, no one else to whom to turn.
