SUMMARY: The Fire Department needs to replace thirty old hand-held radios that have eitherfailed or can no longer be economically maintained. The new radios are the same as those most recently purchased by the Department and meet the compatibility requirements of statewide mutual aid agreements and the Riverside County emergency communications plan. BACKGROUND: For the past 5 years all fire suppression personnel in the Palm Springs Fire Department have been issued hand-held radios. Supplying each firefighter with their own radio has improved communications within the department during operational activities resulting in greater safety and better coordination of department resources. The Fire Department has been experiencing a service life of approximately 3 to 4 years for its hand-held radios. Radios are removed from service when they experience operational failures and become unreliable or when the cost to repair then becomes excessive. As older radios become due for replacement, the Department has been acquiring new radios that meet the compatibility requirements of both the statewide mutual aid agreements and the Riverside County emergency communications plan. The replaced units will be declared surplus and disposed in accordance with established City policies IFB No. 01-011 for Thirty Kenwood Radios was advertised in the Desert Sun on January 14, 2001 and concurrently mailed to three (3)vendors. Two bids were received, opened and read publicly by the Procurement Office at the bid opening time and date of2:00 P.M., January 31, 2001.
