LIMITED TIME PARKING -ANZA ROAD AND VIRGINIA ROAD
RECOMMENDATION:
That the City Council adopt a Resolution establishing the east side of Anza Road
between Del Sol and Radio Roads, and the east side of Virginia Road between
San Rafael Drive and Santa Catalina Road as No Parking zones between the
hours of 9:00 p.m. to 5:00 a.m.
SUMMARY:
This action will establish limited time parking zones on Anza and Virginia Roads
in accordance with Municipal Code Section 12.32.010. This is being done in
conjunction with the "Mobile City Hall" effort at the request of the area businesses
and Code Enforcement.
BACKGROUND:
In response to the City Manager's "Mobile City Hall" effort, Code Enforcement had
suggested that Anza and Virginia Roads be designated for No Parking due to
abandoned vehicles being parked on the east side of the two streets. These
areas are unimproved and the vehicles park on the dirt, both within the right-of-
way and on private property.
The vehicles include those that are non-oerational and others that are being
worked on. Some of the vehicles remain there for days and weeks at a time.
When the normal employee parking is added to these non-operational vehicles, a
traffic problem was created due to the width of these streets. Therefore, under
the authority of the Municipal Code, No Parking signs were placed in these areas.
However, Mike Sirelson, a property and business owner in the area, met with
Code Enforcement personnel, and requested that since normal daily employee
parking does not pose a hazard, that employees be allowed to continue to park
there. Posting the street for No Parking between the hours of 9:00 p.m. to 5:00
a.m. will allow for employee parking but not permit the other vehicles to remain.

The Municipal Code provides that limited time parking areas be established by
Council Resolution. Exhibit "A" attached to this report depicts the areas that are
being recommended for the limited time parking zones.

RESOLUTION NO. 19989
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,ESTABLISHING LIMITED TIME PARKING ON
ANZA ROAD AND VIRGINIA ROAD.

WHEREAS, many non-operational and abandoned vehicles have been parked on Anza and Virginia
Roads; and
WHEREAS, the parking of these vehicles for several days at a time pose a problem for traffic when
combined with employee parking; and
WHEREAS, the Municipal Code, Section 12.32.010 allows for limited time parking zones to be
established by Resolution; and
WHEREAS, the City Council has determined that on-street employee permit parking will not
adversely affect the parking on Anza and Virginia Roads.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, as follows:
1. That the east side of Anza Road between Del Sol Road and Radio Road be established as
a No Parking zone between 9:00 p.m. and 5:00 a.m.
2. That the east side of Virginia Road between San Rafael Drive and Santa Catalina Road be
established as a No parking zone between 9:00 p.m. and 5:00 a.m.
3. That these parking areas be established by signs and/or markings by the City's Traffic
Engineer in conformance with Section 22507 of the California Vehicle Code.
ADOPTED this 7th day of February 2001.
