APPROVE PURCHASE OF ENERGY-EFFICIENT LED TRAFFIC SIGNAL LAMPS
RECOMMENDATION:
It is recommended that City Council approve the cooperative purchase of 2900 energy-
efficient LED traffic signal lamps from Synchronex of Claremont, CA in the amount of
$342,959.94 to replace existing inefficient incandescent lamps.
SUMMARY:
This action by City Council permits the cooperative purchase of energy efficient LED traffic
signal lamps thatwill significantly reduce the amount of electricity required to operate traffic
signals.This retrofit program is California Energy Commission grant-and loan-funded and
it is anticipated that energy savings will more than offset the loan repayment.
BACKGROUND:
On December 20,2000,City Council passed Resolution 19963 approving an application for
a grant and loan from the California Energy Commission(CEC)to install LED traffic signal
lamps. The CEC approved a$192,000 grant on December27, 2000 and a$226,048loan
on January 13, 2001. On January 17, 2001, the City was given approval by the CEC to
begin incurring expenditures. The conditions of the grant state that all work must be
complete by June 1, 2001. Therefore, it is important to purchase the materials as early as
possible and follow immediately with a contract to install the energy saving lamps.
Staff recommends acquiring the needed LED lamps via participation in a bid conducted by
the City of El Cajon. In accordance with Municipal Code Section 3.12.270.6, the
Procurement Managerfinds thatthe competition conducted by the City of El Cajon(Bid No.
030-01,awarded by El Cajon Council Resolution#180-00)is adequate to protectthe public
interest and that the pricing is less than that likely to be obtained by the City through an
independent bid process.
Each incandescent lamp in the City's traffic signals use 135 watts compared to 7-12 watts
for an LED lamp. Based on previous energy charges of 6.50 KwHr, conversion of all
existing incandescent traffic signal lamps to LED is estimated to save $83,000 per year.
Sufficient funds for the purchase exist in the Street Improvements - LED Traffic Signal
Lamps Account, account no.261-4491-50187 which is reimbursable from grant and loan
proceeds.

I HEREBY CERTIFY that this Minute Order, approving the cooperative purchase of
energy-efficient LED streetlight fixtures from Synchronex of Claremont, CA, in the
amount of$342.94 to replace existing inefficient incandescent fixtures, was adopted by
the City Council of the City of Palm Springs, California, in a meeting thereof held on
the 7th day of February, 2001.
