HomeMy WebLinkAbout2/7/2001 - STAFF REPORTS (2) 9 DATE: February 7, 2001 TO: City Council FROM: Assistant Director of Aviation via Acting Director of Aviation AIRPORT ENGINEERING SERVICES CONTRACT SERVICES AGREEMENT NO. 3138 -AMENDMENT NO. 10 RECOMMENDATION: It is recommended that the City Council approve Amendment No. 10 for Airport Engineering Services under Contract Services Agreement No. 3138 with Washington Infrastructure Services, Inc. (formally Raytheon Engineers & Constructors / Isbill Associates, Inc.) for a final contract closeout payment in an amount not-to-exceed $219,810.00. SUMMARY: Amendment No. 10 to Agreement No. 3138 for additional airport engineering services is necessary for the final closeout payment for (3) three FAA Airport Improvement Program (AIP) grant projects, 90% funded by the FAA with 10% Airport match, with Washington Infrastructure Services, Inc. for an amount not to exceed $219,810.00 BACKGROUND: Airport Engineering Services with Washington Infrastructure Services, Inc. (originally Isbill Associates, Inc.) have been provided under agreement No. 3138 as approved by the City Council per Minute Order No. 5065, since September 2, 1992. Several FAAAIP Grant projects have had ongoing engineering services required since their inception. With increased federal requirements related to the Runway Extension and Improved SafetyArea construction, plus other project specific changes, increased engineering costs were incurred during the contract term for three (3) AIP Grant Projects. The regulatory requirements from the FAA, primarily during the main runway extension projects, forced several re-designs of the runway ends. They included additional Porous Friction Coating for 1500' of the north end of the runway and relocation of the displaced threshold on the south end of the runway in order to accommodate a 1000' stopway, which is the overrun area needed for an aircraft when they might need to abort a takeoff. The original estimate related to Amendment No. 10 was for $253,000. Airport staff met with representatives from Washington Infrastructure Services, Inc. on December 18, 2000 to finalize the amounts and verify all federal reports were submitted for each AIP project. Total cost for the additional airport engineering services as shown in Amendment No. 10 for the (3) specific AIP grant projects is in an amount not to exceed $219,810.00. If approved, final change orders reflecting these amounts will be sent to the FAA for reimbursement(90% FAA with 10%matching fund).
