AMENDING FORMAL RULES AND REGULATIONS FOR THE TAHQUITZ CREEK GOLF
RESORT AND AMENDING THE COMPREHENSIVE FEE SCHEDULE
RECOMMENDATION:
That the City Council adopt a resolution amending Formal Rules and
Regulations for the Tahquitz Creek Golf Resort and adopt a resolution
amending the Comprehensive Fee Schedule.
SUMMARY:
On October 5, 2000, several resident golfers made public presentations and
comments to the Parks and Recreation Commission and City Council regarding
their desire to liberalize the City's policy and rate structure for resident golfers
at Tahquitz Creek Golf Resort. Based upon these comments, commission
members, staff, and Arnold Palmer Golf Management representatives convened
with a select group of resident golfers over a period of about two months and
developed the recommended compromise policy and rate structure as attached.
Staff believes the proposed changes to be an equitable solution to issues
voiced before the City Council and is seeking approval for the revised policy
and rate structure. Staff also believes that there will most likely be a slight
increase in net revenues to both courses as a result of the modest increase in
fees as proposed.
BACKGROUND:
On November 5, 1997, City Council adopted Resolution 19146, which adopted
Formal Rules and Regulations for the Tahquitz Creek Golf Resort and included
changes to the Resident Discount Golf Policy.
On October 5, 2000, staff prepared a report to City Council, describing
proposed changes to the City's Resident Discount Golf Policy and Rate
Structure as requested by several resident golfers. This item was presented to
the Parks and Recreation Commission at its October 18 meeting and to City
Council the same evening during public comments. On both occasions,
residents requested that changes be made to the City's policy specific to
resident discount rates and tee time restrictions.
The Parks and Recreation Commission developed a subcommittee based upon
the comments by residents at its October 18 session. The subcommittee began
a series of meetings with the residents, City staff members, and Arnold Palmer
Golf Management Company (APGMC) representatives to evaluate the issues
submitted by the residents. The intended purpose of the meetings was to see
if the changes requested by the residents could be realized without negatively
impacting revenues to the City orAPGMC. This was to be done, in all likelihood,
by way of a compromise solution if all of the requested demands of the
residents could not be thoroughly met. I

Staff believes the intended goals have been achieved in that the proposed
changes address the majority of the residents' complaints with respect to rates
and tee times and that there will be no significant adverse impact to golf course
revenues due to these changes. Also, residents did not seek to alter the City's
policy and verification criteria for Resident Discount Cards.
The following describes, in relatively simple terms, the changes sought by the
resident committee. Also represented is the agreed-upon "compromise" rate
schedule compared to the current rate schedule and the seasonal rate
adjustments based upon a fixed fee schedule rather than the current
percentage discount schedule as agreed upon. Staff will be presenting these
changes to the Parks and Recreation Commission meeting on January 17 and
will advise City Council of its recommendation.
Changes originally proposed by the resident committee:
• Greens fees for both the Resort Course and Old (Legend) Course to be a
fixed rate rather than a percentage discount of the posted rack rate.
• Rates would be seasonally adjusted (four rate structures) dependent upon
time of year.
• Walking to be allowed only upon the Old (Legend) Course year-round at a
$5-per-round discount.
• Advance booking of tee times would be allowed up to seven days in
advance, including weekend play, year round.
• No restrictions on time of day for booking tee times (i.e., prime time vs. non-
prime time) for resident players.
Compromise proposal as agreed upon by subcommittee and resident
committee:
• Greens fees for both the Resort Course and Old (Legend) Course to be a
fixed rate rather than a percentage discount of the posted rack rate.
Residents would receive the lower rate of a promotional rate (i.e., twilight
rates) or the fixed resident rates throughout the year. This excludes
individual tournament and short-term group play agreements.
• Rates would be seasonally adjusted (three rate structures) dependent upon
time of year.

• Walking to be allowed only upon the Old (Legend) Course year-round with
no per-round discount. (Carts are provided at no extra change to all golfers
year round and are required for weekend play on the Old (Legend) Course
and for all play on the Resort Course.)
• Advance booking of tee times would be allowed up to three days in advance,
without restrictions and including weekend play,for October through May, up
to five days in advance for non-prime time play for October through May; and
up to seven days in advance, without restrictions, for June through
September.
• No restrictions on time of day for booking tee times for advance bookings.
Additionally, City staff and APGMC proposed the following:
• Resident rates will be subject to annual City Council review at the Council's
discretion.
• Residents will receive a 20% discount (excluding sale-priced items) for
merchandise in the pro shop year round.
• Simplification of Rate Structure.

RESOLUTION NO. 19978
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AMENDING RESOLUTION 19146 REGARDING FORMAL
RULES AND REGULATIONS FOR THE TAHQUITZ CREEK GOLF
RESORT.
WHEREAS, accurate Formal Rules and Regulations are necessary to operate the Tahquitz
Creek Golf Resort; and
WHEREAS, Resolution No. 19146, adopted by the City Council on November 5, 1997, need
to be amended to reflect changes to the Formal Rules and Regulations.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs that
the Formal Rules and Regulations for the Tahquitz Creek Golf Resort be amended as
follows:
Item 1.a. Resident Discount Cards may be purchased annually for a fee of $27 at the
Palm Springs Leisure Center, 401 S. Pavilion Way, anytime during normal
business hours.
Item 1.f. Advance booking of tee times by Resident Discount Cardholders will be allowed
up to three days in advance, without restrictions and including weekend play,
for October through May; up to five days in advance for non-prime time play for
Octoberthrough May; and up to seven days in advance, without restrictions,for
June through September. Prime time is considered to be Monday through
Thursday after 8:00 a.m. and all day on Friday through Sunday and holidays.
There will be no restrictions for Resident Discount Cardholders on the time of
day for booking tee times for advance bookings.
Add:
Item 1.i. Resident Discount Cardholders will receive a 20% discount (excluding sale-
priced items) for merchandise in the pro shop year round.

CALIFORNIA, AMENDING RESOLUTION 19757, TO AMEND
PALM SPRINGS MUNICIPAL GOLF COURSE GREEN FEES.
WHEREAS on March 1, 2000, the City Council adopted Resolution 19757; and
WHEREAS Resolution 19757 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to
amend Palm Springs Municipal Golf Course Green Fees,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that
Resolution 19757, as amended, establishing the Comprehensive Fee Schedule, is hereby
