HomeMy WebLinkAbout1/17/2001 - STAFF REPORTS (7) DATE: January 17, 2001 TO: City Council FROM: Director of Planning & Building TAHQUITZ VISITOR CENTER LAND CONVEYANCE, RECOMMENDATION: That the City Council authorize transfer of a portion of a 4.531 acre site located in Tahquitz Canyon to the Tribal Council. The purpose of the conveyance is to allow the Tribal Council to own and manage lands within Tahquitz Canyon as part of the Tahquitz Visitors Center. BACKGROUND: The City Council and Tribal Council have cooperatively worked together to establish the Tahquitz Visitors Center. In doing so, the City has assisted the Tribe by conveying lands, contributing funds, and preparing a preliminary project design. The original agreement between the Tribe, Riverside County Flood Control, State Parks, the City, and others included,a long list of commitments. To date, all items of this agreement have been met with the exception of construction of the Belardo Road bridge. The City and Tribe have agreed to cooperatively seek funding for the bridge. Additionally, the City and Tribe are cooperatively working on a trail linkage between the South and North Lykken Trails. The subject property is located at the mouth of Tahquitz Canyon and includes a portion of the canyon floor and steep cliff. Staff recommends that the City Council convey the northerly portion of the subject property and retain the southerly portion. The northerly portion includes hiking trails within the canyon and cultural resources. The southerly portion is outside the canyon and includes the trailhead for the South Lykken Trail. The majority of this trail is located on lands owned by the City and maintaining this property is consistent with the City's General Plan. If the City Council so desires, this action would direct the City Manager and Mayor to prepare and execute all documents necessary to carry out this land conveyance. CONVEYANCE OF A GRANT DEED TO THE AGUA CALIENTE BAND OF CAHUILLA INDIANS FOR LANDS LOCATED WITHIN TAHQUITZ CANYON. I HEREBY CERTIFY that this Minute Order, approving the Grant Deed regarding the conveyance of lands to the Agua Caliente Band of Cahuilla Indians in a forum acceptable to the City Attorney was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 17" day of January 2001.
