APPROVE PURCHASE OF FIVE(5) BLOOD PRESSURE MONITORS AND SUPPLIES
FOR THE FIRE DEPARTMENT
RECOMMENDATION:
It is recommended that City Council approve the purchase of five(5) OscillomateTm blood
pressure monitors and supplies from CAS Medical Systems, Inc in the amount of
$16,281.03 plus freight for use by the Palm Springs Fire Department on medical aid calls.
SUMMARY:
The Palm Springs Fire Department utilizes CAS Medical Systems-brand blood pressure
monitors on medical aid calls to protect the life and health of victims. The Fire Department
wishes to purchase additional CAS monitors in order to equip all front-line units with such
equipment. Funding is available from revenue derived from ambulance compliance
penalties and an Office of Traffic Safety (OTS) grant.
BACKGROUND:
The Palm Springs Fire Department utilizes CAS Medical Systems OscillomateTm blood
pressure monitors on medical aid calls to protect the life and health of victims. The
OscillomateTM is a portable medical monitor that accesses blood pressure, pulse, and the
blood-oxygen level of the patient. The monitoring process is non-invasive and can be utilized
by both the Emergency Medical Technician(EMT)and Paramedic(EMT-P)staff on the Fire
Department(all emergency responders). The monitor continuously updates the caregiver
as to the patient's status and provides a visual display,audible alarm, and recorded history
of the medical event. The CAS OscillomateTM is particularly beneficial in high noise
environments such as when extrication equipment(Jaws of Life),chainsaws,or other power
tools are in use.
The Fire Department currently has three CAS OscillomateTM monitors in service. Two were
acquired when the Paramedic Program started in July 2000 and one was acquired from a
grantfrom the Palm Springs Rotary Club this pastfall.Staff recommends that the additional
units be purchased from CAS in order to maintain uniformity in the equipment on hand
thereby reducing training requirements, minimizing supplies inventories and simplifying
maintenance procedures and expenses. The CAS OscillomateTM monitor is also used by
the Cathedral City Fire Department and it is desirable forthe two departments to standardize
equipment wherever feasible.
The recommendation is to purchase five (5) additional CAS OscillomateTM monitors and
associated supplies, providing a total of eight(8)monitors in the Fire Department. This will
provide a monitor on each of ourfront-line fire engines/trucks(5),one(1)on the Paramedic
Squad, one (1) for the Aircraft Rescue Fire Fighting personnel, and one (1) for special
events.
A portion of the purchase ($12,173) will be funded by revenue derived from the AMR
Ambulance compliance payment related to the countywide master ambulance contract. The
master ambulance contract directs that the compliance funds be used to enhance
emergency medical services. The penalty payment was $15,595 and was deposited to
account 1 21-3523-421 35(Safety Augmentation-Fire; EMS Enhancements). The balance
of the purchase(approximately$4,108)will be funded from account 001-3520-53008(Fire
Department Ad ministration;OTS Grant EMS). Our existing California Office of Traffic Safety
grant authorization permits reimbursement for 25% of the acquisition cost of medical
equipment. The approximate total acquisition cost for the five (5) new CAS Oscillomate
monitors is $16,281 plus freight.
The maintenance costs for the CAS OscillomateTM monitors is expected to be less
than $150 per unit per year.

I HEREBY CERTIFY THAT this Minute Order approving the purchase of five (5)
OscillomateTm blood pressure monitors and supplies from CAS Medical Systems, Inc in the
amount of$16,281.03 plus freight for use by the Palm Springs Fire Department on medical
aid calls, was adopted by the City Council of the City of Palm Springs, California, in a
meeting thereof on the 17th day of January, 2001.
