HomeMy WebLinkAbout1/17/2001 - STAFF REPORTS (4) DATE: January 17, 2001 TO: City Council FROM: Director, Department of Facilities PARKS LANDSCAPE MAINTENANCE CONTRACT RECOMMENDATION: That the City Council amend the Parks Landscape Maintenance Contract with TruGreen Landscape to include the cost of steam cleaning public sidewalks along Palm Canyon Drive between Alejo Road and Baristo Road and that portion of Tahquitz Canyon Way between Indian Canyon Drive and Belardo Road. SUMMARY: Periodically, the need arises to amend service contracts to incorporate services/tasks not addressed in the original contract service agreement as work demands change.At the January 3 City Council meeting, City Council approved a mid-year budget adjustment that allocated funds for improved maintenance, including enhanced steam cleaning of public sidewalks in the downtown area. The TruGreen Landscape Contract Service Agreement will be amended to include the additional work at a monthly cost increase of $3,400, for a total annual increase of$40,800. BACKGROUND: On May 17, 2000, City Council approved Minute Order 6620, awarding Bid 00- 06 for City parks landscape maintenance to TruGreen Landscape of Anaheim at unit prices, on file in the Office of the City Clerk, for a total sum of all unit prices at an annual amount of $480,165.64. At the time of award, steam cleaning duties were not included as part of the base contract. At the request of staff, TruGreen Landscape later submitted a proposal to perform monthly steam cleaning duties in the Central Business District from Alejo Road to Baristo Road on Palm Canyon Drive and a portion of Tahquitz Canyon Way, Indian Avenue, and Belardo Road. This proposal addressed the City's need to improve sidewalk cleanliness in the downtown area due, in part, to a higher level of pedestrian traffic and public participation at the weekly VillageFest event. Staff solicited quotes for this service from several firms earlier in the year. TruGreen Landscape quoted the most competitive rate forthese services atthat time primarily because TruGreen routinely provides this service for other jurisdictions, has the necessary manpower and equipment to perform the work, and has an existing agreement with the City; therefore, certain economies of scale are realized with TruGreen through this amendment. q A i PARKS LANDSCAPE MAINTENANCE CONTRACT DATE: January 17, 2001 PAGE: Two At the current time, City forces are performing the work on a quarterly basis with manpower from the Streets Division. To expand the duties of the current crews to include a monthly steam cleaning of sidewalks in the downtown area would not be cost effective and would significantly impact their normal and routine duties in the City's Streets Division. By including the steam cleaning service as an amendment to TruGreen Landscape's existing agreement, administration of the service requirements and monitoring of the contractor will be more efficient than establishing yet another contract with another service provider. Therefore, staff believes the amendment with TruGreen Landscape is the most cost effective solution for improved cleanliness of walkways in the downtown area. /9COTT MIKESELL, Director Department of Facilities APPROVE D:— ��✓� City Manager ATTACHMENTS: 1. AMENDMENT NO. 1 TO AGREEMENT NO. 4225 FOR PARKS MAINTENANCE SERVICES THIS FIRST AMENDMENT TO THE CONTRACT SERVICES AGREEMENT (herein "First Amendment"), made and entered into on the day of January, 2001, by the City of Palm Springs (herein "City"), a municipal corporation, and TruGreen Landscape, a California General Partnership, Anaheim, CA 92807(herein "Contractor"), amends that certain Contract Services Agreement dated July 24, 2000 (herein "Agreement") by and between the same parties. 1. Section 2.1, Contract Sum. The Contract Sum is increased from $480,165.64 per year to $520,965 64 per year through July 23, 2001. 2 Exhibit A, "Scope of Services," shall be amended in Section 2.01, "Parks," to add: K. Palm Canyon Drive between Alejo Road and Baristo Road and that portion of Tahquitz Canyon Way between Indian Canyon Drive and Belardo Road." 3. Section 44, "Specialty Tasks,"shall be amended to add: "Section 44.02. Contractor shall provide labor, equipment,tools and materials to remove gum and grime from the public sidewalks on the east and west sides of Palm Canyon Drive between Alejo Road and Baristo Road, including sidewalks in the area of the historical buildings, the stamped-brick meridian between buildings off of Palm Canyon Drive, and the sidewalk on Indian Canyon Drive between Andreas and Arenas streets. All work shall be scheduled before or after normal business hours in order to minimize the inconvenience to the store proprietors. Cleaning shall be accomplished by use of a pressure washer operating at 2800 to 3000 psi at a temperature between 195 to 200 degrees Fahrenheit A mild biodegradable detergent shall be applied through the pressure nozzle while cleaning and manually sprayed on heavily soiled areas as needed An MSD sheet shall be provided upon request. Care shall be taken to prevent soiling of store windows immediately adjacent to the sidewalk being cleaned. Windows soiled in the process of cleaning shall be wiped and reasonably cleaned. Contractor shall maintain and provide public liability/property damage insurance pertaining to and protecting against liability arising from the contracted activities."
