APPROVE PURCHASE OF GRANT FUNDED NEIGHBORHOOD ELECTRIC VEHICLE FLEET
RECOMMENDATION:
That City Council approve a purchase of seventeen initial NEV's from Quality Car, Inc. of Midway
City, Ca. at unit prices indicated totaling an estimated $166,301 and $68,810 of that estimated total
will be reimbursed from a California Energy Commission(CEC)Grant.The balance of costs($97,491
due and payable to Quality Car after July 1, 2001) will be reimbursed by the other grant partners
(approx. $51,613 for 9 NEV's) and the remaining City share will be(approx. $45,878 for 8 NEV's)for
the initial 17 vehicle electric car fleet. The City of Palm Springs is "lead agency" and it's Grant
Partners are: Palm Springs Unified School District,Agua Caliente Band of Cahuilla Indians,Chamber
of Commerce and Downtown Development Center. Project No. 2000-08
SUMMARY:
The proposed electric vehicle fleet is for the PALM SPRINGS NEIGHBORHOOD ELECTRIC
VEHICLE (NEV) SHORT-COMMUTE MUNICIPAL FLEET DEMONSTRATION PROGRAM,which
is being subsidized by an $85,000 grant from the California Energy Commission (CEC) to fund a
demonstration program for a fleet of upto 21 NEV's (10 or 12 for the City as lead agency, 5 for the
Palm Springs Unified School District, 2 for the Local Indian Tribe, and 1 each for the Chamber of
Commerce and Downtown Development Center). The NEV Demonstration Program was proposed
by the City to promote cleaner air in Palm Springs and Coachella Valley by replacing short commute
trips by gasoline or diesel fueled vehicles with "clean" electric vehicles. It is notable that Daimler-
Chrysler has purchased Global Electric Motors (GEM), located in Fargo, ND, and due to the Palm
Springs grant the company is seeking to locate a regional distribution center in Palm Springs to
distribute NEV's in California, Arizona and other states due to our strategic southwestern location.
BACKGROUND:
On October 15, 1999 City staff submitted a grant application to the California Energy Commission
proposing a Neighborhood Electric Vehicle Short-Commute Fleet Demonstration Program in Palm
Springs. As lead agency, Palm Springs proposed to joint venture with the Palm Springs Unified
School District,Agua Caliente Indian Tribe and others forthe purchase of up to 21 small NEV electric
cars and trucks . The City's application was for the maximum $85,000 grant availability to assist in
the purchase cost of a NEV vehicle fleet, based on an approximate 50% cost reduction towards the
estimated fleet cost of 21 NEV vehicles (about $4,048 grant assistance per vehicle).
The California Energy Commission received 12 grant applications state-wide and voted to award 4
Assembly Bill 1656 clean-air grants (2 in Northern California and 2 in Southern California)at the CEC
meeting on January 12, 2000 (43 NEV's Total):
• Palm Springs (Municipal) NEV Short-Commute Fleet Demonstration Program (21 NEV's)
• Anaheim Transportation Network (Low Income User) NEV Program (10 NEV's)
• (San Jose) East Campus Commercial Organization (Campus/Public) Program (5 NEV's)
• (Sebastopol) Zapworld.Com (Tourists and Hotels) NEV Program (7 NEV's)

On May 17, 2000 City Council adopted a Resolution implementing the $85,000 Grant Program.
The CEC is relying on expertise help from the South Coast Air Quality Management District and their
Mobile Source Air Pollution Reduction Review Committee(MSRC),who are familiarwith such clean
air demonstration projects. The MSRC funded the City's recent Electric Bicycle Demonstration
Program (first in the USA) and the purchase of the City's two Ford Electric Ranger Pickups. The
MSRC will assist the State CEC to monitor this new NEV Program and look for ways to expand the
concept of these demonstration projects to other state wide uses for those programs that proveair
quality efficient.
Currently Proposed Palm Sprinqs NEV Fleet: *(10 to 12 Electric Cars & Trucks) (Down from 15):
• Air ort (2 NEV's): Replace 2 Diahatsu Diesel Trucks with 2 Electric NEV Trucks
• Police (2 NEV's): Downtown CSO's & Merchant/Neighborhood Watch Programs
• Engineerinq/ Economic Dev.(1 NEV): 1 shared NEV for meetings and field trips
• Vehicle Maintenance (1 NEV): Mail runs, meetings, supply pickup runs
• Procurement/ Human Resources/ Public Info./ Risk Mgmt./ Rent Control : (1 NEV)
• Print Shop/ Information Services (1 NEV): Printing & Computer deliveries, Mail
• Library Center (1 NEV): Mail runs, supply runs, errands, meeting commutes
• Parks & Recreation (1 NEV): Mail runs, supply runs, errands, meetings
Currently Proposed Private NEV Fleet (Up to 6 Electric Cars & Trucks):
• Downtown Development Center (1 NEV): Commute to and from home and mtgs.
• Chamber of Commerce (1 NEV): Shared use (12 persons)- ribbon cuttings, mtgs.
• Aqua Caliente Band of Cahuilla Indians (2 NEV's): Short Commutes in downtown area
• (Optional) Airline Companies (2 NEV's): On-airfield shuttle or baggage use (City option)*
Currently Proposed Palm Sprinqs Unified School District Fleet: (Up to 5 Electric Cars & Trucks):
• Maintenance Division (1 NEV): Short-Bed Truck for parts and supply runs & meetings
• Security Division (4 NEV's): Provide High School campus security- Policing 4 Campuses
Some substitutions may be made to the current list (above) and possibly some units indicated may
be acquired by other outside businesses (i.e. Airline Companies) in order to obtain the highest and
best use to insure optimum gasoline vehicle replacement miles and clean-air efficiency.
On September 8, 2000 the Procurement Division issued Request-for-Proposals to 7 NEV
manufacturers and/or dealers requesting cost proposals for a variety of Neighborhood Electric
Vehicles. The CEC encouraged the City to have as wide a diversity as possible in the NEV fleet
to provide a better comparison during the 1-yr. demonstration period. The City specified that an
approved NEV must be certified by the California Air Resources Board (CARB)as a Zero Emission
Vehicle (ZEV) and the NEV must be issued a Department of Motor Vehicle (DMV) Vehicle
Identification Number (VIN) to be considered for the Palm Springs NEV Program.
On September 29, 2000 the Procurement Division received written proposals from 4 manufacturers
and dealers:
• Quality Car, Inc. (Midway City, Ca.) California dealer for Global Electric Motors (GEM)
• Horner Group LLC (Surprise, Arizona) Arizona dealer for Global Electric Motors (GEM)
• Western Golf Car (Desert Hot Springs) California manufacturer of Western Golf Cars
• Dynasty Motors (Vancouver, B.C.) Canadian manufacturer of a new fully enclosed NEV
(Note others who did not submit proposals: Ford Motor Co., Planet Electric and Corbin-Pacific).
During the past two months the Grants Manager and the Procurement Division reviewed the
proposals received from the 4 dealers and manufacturers listed above and determined that Global
Electric Motors(GEM)is the"only" manufacturer building electric NEV cars that can be legally driven
on California roadways, meeting Federal LSV and State ZEV and DMV regulations.

Western Golf Car, Dynasty Motors, Ford Motor Co, and Frazer-Nash have not yet received CARB
and DMV certification in California, but all 4 companies are all motivated to be in the Palm Springs
NEV Demonstration Program. All have asked to be considered as part of the four (4) remaining
NEV's that the City and Partners will be adding to complete the 21 vehicle fleet as preferred by the
California Energy Commission on April 30, 2001 deadline suggested by the CEC.
When determining the most responsive proposal from the two competing GEM dealers, the Grants
Manager and Procurement Manager determined that Quality Car, Inc. of Midway City, Ca. provided
the best proposal for the City and Grant Partners when evaluating purchase vs. lease options and
deferred payment proposals from the 2 dealers. In the final meeting held on this matteron December
11, 2000 with the Procurement Division, the following key elements were taken into consideration:
1. Quality Car, Inc. will defer the payments above the $68,810 grant participation for the initial 17
NEV's 6 months to July 1, 2001 so expenditures can be deferred to next fiscal year (2001/02) in
effort to help agencies. (This was especially helpful to the City and the School District due to mid-
year cash flow needs) Quality Car will not charge any interest on the deferment and will deliver the
cars immediately, and the City and School District/other Partners will have no out of pocket costs
this fiscal year. (17 NEV's X $4,047.62 CEC Initial Grant Reimbursement= $68,809.54)
2. Quality Car is discounting the cars at less than listed retail cost and shipping costs have been
reduced $500 per vehicle in an effort to reduce the municipal and partnership fleet costs.
3. Quality Car will adapt higher use NEV's to "Fast-Charge" capabilities to enable NEV's requiring
more than 30 miles per day capability to be recharged in 10 to 15 minutes (rather than 4 to 5
hours for normal 110 Volt charging). Fast Charging allows drivers to double the range of their
vehicles during a drivers coffee break, lunch break or mail runs to City Hall. (The $800 per NEV
cost to adapt Fast-Charge equipment will be absorbed by Quality Car and GEM).
4. Quality Car will provide four (4) different GEM Models at the following prices:
a. Two Passenger Car at $7,295 each
b. Four Passenger Car at $9,595 each
c. Short- Bed Truck at $8,195 each
d. Long- Bed Truck at $8,895 each
5. NEV Accessories are available (the most important are listed below):
a. Side curtains for 2-Passenger cars and both trucks: $350 a set (both sides)
b. Side curtains for 4-Passenger Cars: $550 a set (both sides)
c. Coated Aluminum Stake-Bed Rails: $275/set Short-Bed and $350/set for Long-Bed Trucks
All GEM NEV's have atop speed of 25 MPH, a range of 30 miles per charge, can be charged at any
standard 110 Volt electrical outlet and can legally be driven in California on any roadway posted 35
miles per hour or less.
Funds for 8 of the City's 10 NEV Vehicles, beyond the grant reimbursements, will come from the
Motor Vehicle Reserve (MVR) fund (except the 2 Airport Vehicles will be covered by the Airport
fund). This may include the one NEV for the Chamber of Commerce ($4,047.62 grant assistance),
however private assistance is being sought by the Chamber to cover the matching cost for it's NEV.
The Downtown Development Center will purchase it's NEV using the $4,047.62 grant; the 5 NEV's
purchased by the Palm Springs Unified School District will receive $20,238.10 grant assistance and
the Agua Caliente Indian Tribe will receive $8,095.23 grant assistance for it's 2 NEV's.

Additional Information:
The variety of NEV's available on the market are quite limited. Only a few companies in the US
currently have NEV's that meet the Federal DOT (FMVVSS 500) and State (AREO A-331-1) NEV
regulations (Including speed limitation to 25 mph and 30 mile range and certain safety features).
Bombardier Company and Global Electric Motors (GEM) were two of the most well known
manufacturers that met these specific regulations. However Bombardier (who pioneered the LSV
legislation) has stopped production of their vehicle, leaving GEM as the sole NEV already currently
certified for use in California. Other manufacturers , including Ford Motor Co., Western and others,
are now seeking NEV certification, especially since emphasis on NEV sales in California is going to
be increased significantly in 2001. California law makers recently approved new legislation which
requires that 10% of all vehicles sold in California commencing on January 1, 2003 must be "zero
emission vehicles" (ZEV's) and with approximately 500,000 cars being sold new annually in
California, the electric car market is going to explode, because electric power is the only zero
emission power currently able to meet that requirement.
On September 14, 2000 the Grants Manager made a field trip to Luke Air Force outside Phoenix,
Arizona and met Mr. Gary Ewing who has managed the Environmental Wing on the base forthe past
5 years. Luke AFB is the largest fighter pilot training base in the world. Luke AFB also has the largest
fleet of electric vehicles in one location in the USA. The trip was made to learn from the most
experienced NEV administrators in America as they have developed a fleet of small electric cars
designed to replace gasoline and diesel powered "vehicle trips" on short commutes on base.
Most notable information received from Luke AFB field trip :
• Luke Air Force Base has 371 NEV type small electric vehicles on base
• Luke NEV's average 1300 miles each per yr. (482,00 gasoline avoidance miles annually)
• Luke NEV's have an electricity cost of only$15.60 per vehicle per year(based on 1,300 mi.)
• Luke NEV Annual Service Maintenance Cost= $160 each annuallV.
• Luke NEV Vehicle Total Annual Maintenance Cost= 293 each (incl. tire & battery replace.)
• All Luke NEV's can be charged with any conventional 110 Volt Electrical Outlet
• Luke NEV's save the base $91,637 annually in vehicle operating costs NEV's vs. gas cars
• Luke NEV's can be recharged at 2 ETEC Fast Charge stations in 10-15 min. vs. 4+ hours
• Luke NEV's Annually save 15 TONS of Air Pollution in gasoline/diesel avoidance trips/starts
• Environmentalists note that: "85 % of Air Pollution in Cities" is from gas vehicle "Cold Starts'
The proposed Palm Springs NEV Short-Commute NEV Program will be the largest NEV Fleet in
California. This will be another first for Palm Springs as we were the first City in the USA to provide
electric bicycles to the public during the AQMD Grant funded E-Bike Program in 1997 and 1998.
The City is in discussion with Electric Transportation Engineering Corporation (ETEC) of Phoenix,
Arizona to provide two(2) Fast-Charge stations in Palm Springs to provide 10 to 15 Minute charging
capabilities for this fleet of 17 +4 NEV's as well as the 5 new Nissan Hyperminis that we are leasing
from Nissan. ETEC is working on a special low-cost lease program to provide the 2 Fast-Charge
stations to Palm Springs forthe first municipal Fast-Charge system in California.The Grants Manager
is in discussion with the California Energy Commission and South Coast Air Quality Management
District to explore methods of paying for the ETEC Fast-Charge lease via possible State grants. It is
possible that ETEC may consider locating a Fast-Charge distribution center in the Palm Springs area
also to better distribute their product in California.

Global Electric Motors was purchased by major auto maker Daimler-Chrysler on December 1, 2000
and Daimler-Chrysler and GEM are seeking to locate a regional distribution center in Palm Springs
to distribute up to 5,000 GEM's annually in California, Arizona and other western states due to the
impact of the Palm Springs grant assisted NEV program and our strategic southwestern location.
The Palm Springs Neighborhood Electric Vehicle Short-Commute Municipal Fleet Demonstration
Program is being closely observed by the California Energy Commission (Grant Agency), the
California Air Resources Board (CARB) and the Mobile Source Air Pollution Reduction Review
Committee of the SCAQMD due to the significant impacts that may result from our demonstration.

to assist in the procurement cost of up to 21 Neighborhood Electric Vehicles (NEV's) for the City
(Lead Agency) and it's four Grant Partners: 1. Palm Springs Unified School District,2.Agua Caliente
Band of Cahuilla Indians, 3. Palm Springs Chamber of Commerce and 4. Downtown Development
Center; and
WHEREAS, the City of Palm Springs and it's four grant partners wish to purchase up to 21 NEV's
total, but only up to 17 NEV's initially, from Quality Car, Inc. of Midway City, Ca. at a total estimated
cost of up to approximately $168,579 ,estimated, (less CEC Grant Credits) for the total fleet as
follows:
• Up to 17 total initial NEV's at approx. $168,579 (less $68,810 CEC Grant Credits)= $99,769 Est.
City of Palm Springs: up to 8 NEV's &accessories; total about$45,539 (incl. CEC grant credits)
(2 to Airport, 1 each to Police, Print Shop, Library, Procurement, City Shop and City Hall Misc.)

WHEREAS, the 17 initial NEV's (up to 21 total) are intended to replace gasoline/diesel vehicles
and/or trips (approx. 10 miles per vehicle per work day), totaling approximately 45,000 in projected
fleet replacement trip miles annually, resulting in significant reduction of carbon monoxide , etc.

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs (as lead
agency) authorizes the purchase of up to 17 initial Neighborhood Electric Vehicles (NEV's) from
Quality Car, Inc. of Midway City, Ca. for the City and it's Grant Partners, listed above, at a cost of up
to a total of about$168,579 (less CEC Grant Reimbursements totaling $68,810 for initial fleet)for a
net cost of up to about$99,769, of which the City portion is a net cost of up to $45,539. The balance
of costs to come from the grant partners either in cash or executed reimbursement agreement to
guarantee paymentto the City and Quality Car within the terms of the grant program and Quality Car,
Inc. vehicles sales contract. The City and it's Grant Partners may defer the costs beyond the CEC
Grant reimbursements($68,810 total)to afterJuly 1,2001 accordingto the Quality Car, Inc.proposal,
however, the City will require cash payments or reimbursement agreements by it's Grant partners
to be executed prior to delivery of NEV vehicles to assure compliance with terms of agreements.

I HEREBY CERTIFY that this Minute Order approving a purchase of seventeen initial Neighborhood
Electric Vehicles (NEV's) from Quality Car, Inc.of Midway City, Ca. at unit prices indicated in the
Council Report totaling an estimated $166,301 and $68,810 of that estimated total will be
reimbursed from a California Energy Commission(CEC)Grant.The balance of costs($97,491 due
and payable after July 1, 2001 to Quality Car, Inc.)will be reimbursed by the other grant partners
(Approx. $51,613 for 9 NEV's) and the remaining City share will be (Approx. $45,878 for 8 NEV's)
for the initial 17 vehicle electric car fleet. The City of Palm Springs is "Lead Agency' and it's grant
partners are: Palm Springs Unified School District, Agua Caliente Band of Cahuilla Indians,
Chamber of Commerce and Downtown Development Center. City Project No. 2000-08 was
adopted by the City Council of the City of Palm Springs, California in a meeting thereof held on the
201h day of December, 2000.
