GRANT/ LOAN PROGRAM.
RECOMMENDATION:
That the City Council approve the attached resolution permitting staff to apply for
a grant and matching low interest loan from the California Energy Commission
(CEC) for the purpose of retrofitting all traffic signals with cost saving 7-12 watt
LED lamp indications to replace the current 135 watt incandescent lamps.
SUMMARY
This action by City council permits the Engineering Department to apply for a low
interest loan and grant to retrofit all of the City's traffic signals with LED signal
lamps. This will significantly reduce the city's cost of operating traffic signals and
assist our Southern California Edison area with future consumer electrical supply
demands. The grant amount for this program is one hundred ninety two thousand
dollars ($192,000.00). The loan amount is two hundred twenty six thousand forty-
eight dollars ($226,048.00). The term of the loan can be negotiated up to eleven
(11) years at a rate of six percent (6%) It is proposed that the loan be repaid from
street lighting account using the energy savings from the LEDs.
BACKGROUND:
Over the past several years the Engineering Department has specified the use of
red LED lamps in all traffic signals. The cost of other colors is very expensive
and the length of time for the City to recuperate the cost of their use has been
prohibitive. Consequently many of our traffic signals have red LED indications
while the other indications are still incandescent.
Due to the significant electrical distribution problems that occurred in California
over this past summer, the CEC is offering grants to Municipalities for the
installation of LED lamps. The grants cover all of the signal indication colors
including pedestrian indications. However, the grant does not cover the entire
cost of the lamps nor does it cover the labor for the installation of the LED units.
To supplement the grant the CEC is also offering concurrent low interest loans.
The Engineering Department has compiled an inventory of signals that do not
have the LED modules. To convert our entire signal inventory to LED, the
Engineering Department needs to procure two thousand nine hundred (2,900)
LED modules. The estimated total cost for this project is four hundred eighteen
thousand forty-eight dollars ($418,048.00). The CEC will grant to the City the
sum of one hundred ninety two thousand dollars ($192,000.00) toward the cost of
the project. The CEC will concurrently loan the City the remaining two hundred
twenty six thousand forty-eight dollars ($226,048.00). The term of the loan can
be negotiated up to 11 years and the current rate is six percent. The annual debt
service for an 11-year loan is $28,700, Annual energy cost savings utilizing
current electrical rates is estimated at $81,000.00

TRAFFIC SIGNAL CONVERSION PROGRAM
1. Program Summary
This program will provide grants to encourage the replacement of incandescent traffic
signals with those using light emitting diodes (LEDs). The grants will pay for part of the
material and labor costs for installing red, green, amber and pedestrian LED traffic
signal modules. The grant amount will be based on the incentive amounts listed in Table
A. To receive grant funds all participants must complete project installation and
must have operational LED traffic signals by June 1, 2001.
The LED Program Guideline is in Appendix A. Consult this guideline as needed for
additional program clarification.
2. Funding
Up to $10 million is available for grants. The maximum grant amount per public agency
is $3.5 million, and there is no minimum grant amount. Table A lists the maximum
incentive per module type.

'Up to $100.00 per module incentive will be provided for modules that use 60
percent less power than the power demand stated in Section 5, Table C. The 60
percent reduction must be based on the California Department of Transportation or
the Institute of Transportation Engineers' test procedures as delineated in their
specifications. From Table C, a pedestrian combination module must use 4 watts
or less (at 25°C) and 4.8 watts or less (at 74°C) to get the higher incentive.

3. Definitions
a. Committee means the Efficiency Programs Committee of the Energy Resources
Conservation and Development Commission (Commission) or other committee
charged with implementing the Peak Load Reduction Program.
b. Investor-owned utilities (IOU) means Pacific Gas and Electric Company, Southern
California Edison Company, San Diego Gas and Electric Company, PacifiCorp, Bear
Valley Electric Service, Kirkwood Gas and Electric Company and Sierra-Pacific
Power Company. (Pacific Gas and Electric, Southern California Edison and San
Diego Gas and Electric have their own LED Rebate Program.)
c. Load factor is the estimated operating time for each type of light. For the purposes
of this program, the load factors shown in Table B will be used.

d. Peak Electricity Demand Savings is defined as:

Where, system kWh usage equals kWh consumption of affected traffic signals during
the hours of 2:00 PM to 6:00 PM on a non-holiday, summer (June through
September) weekday. The kWh consumption includes the load factor for each traffic
signal module type.
e. Peak period means the summer afternoon period, defined as the hours of 2:00 PM to
6:00 PM on non-holiday, weekdays during the months of June through September,
with typical or average operating conditions.
f. Public agency means any California city, county, federal or state government, public
universities and colleges, special district, regional planning agency or any
combination thereof formed for the joint exercise of any power.
g. Publicly owned utility means consumer-owned utilities, such as municipal utility
districts, public utility districts, rural electric cooperatives, irrigation district systems

and joint powers authority that includes one or more of these agencies that owns
generation or transmission facilities, or furnishes electric services over its own or its
member's electric distribution system.
h. Recipient means any public agency receiving grant funds under this program.
i. Replacement means (1) the removal of existing incandescent traffic signal modules
and installing LEDs, or (2) the modification of existing plans from incandescent to
those using LEDs.
j. Traffic signal means any lights operating on a designated electric utility traffic control
rate schedule or those that are electrically powered and are associated with directing
traffic flow and operating during the peak period. Traffic signals are those associated
with street intersections, cautionary beacons, freeway/highway interchanges,
tollbooths and freeway on-ramps.
k. Traffic signal module means the standard 8-inch (200 mm) or 12-inch (300 mm)
round traffic signal indications and pedestrian signals. They consist of the light
source, lens and all parts necessary for operation and communicate movement
messages to drivers through red, amber, and green colors. Arrow modules in the
same colors are used to indicate turning movements. Pedestrian modules are used
to convey movement information to pedestrians.
4. Eligible Applicants
The entity requesting funds must be a public agency that owns and/or operates traffic
signals during the peak period.
5. Eligible Projects
In order to be eligible for funding under this program, projects must meet the following
minimum criteria:
• Must reduce California's peak electricity demand.
• Must be operational and reducing peak electricity demand by June 1, 2001.
• After September 2001, the project must continue to reduce peak electricity demand
from June 1 to September 30 for a minimum of an additional three years.
• Must have isolated and measurable peak period demand reduction.
• Must comply with all applicable environmental laws.
• Must result in the replacement of incandescent traffic signal modules with those
using LEDs. The following LED traffic signal modules are eligible for funding:

a. Modules must be hard-wired (Type 1) replacements for the incandescent balls
and arrows.
b. Pedestrian signals can include either the hand only conversion or the combined
hand/walking person unit.
C. Modules must meet either the California Department of Transportation
(Caltrans) or the Institute of Transportation Engineers (ITE) specifications.
d. Modules must not exceed the following maximum power demand ranges:

" As indicated in Section 2, Funding, higher incentives will be provided for pedestrian
hand/walking person combination modules that use 60 percent less power than the power
demand stated in the above table. The 60 percent reduction must be based on Caltrans or
ITE test procedures as delineated in their specifications. Based on the above table, a higher
efficiency module must use 4 watts or less under the nominal conditions (25°C) and 4.8 watts
or less 74°C to get the higher incentive.
6. Projects Not Eligible For Funding
The following types of projects are ineligible for funding:
• Upgrade of existing LED traffic signal modules to those using a more energy efficient
technology.
• Purchase of extra or spare LED modules for the purpose of future replacement or
installation.
• Reimbursement for LED traffic signal modules already purchased and/or installed.

• LED traffic signal conversion projects that are already funded in part or in whole by
an IOU. LED traffic signal conversion projects in IOU territories will be considered if
the IOU is not funding any portion of the project.
7. Application Process
• Complete and sign the enclosed application form.
• Attach all requested information (Exhibits A-D) to the application. Table D, page 9,
contains a checklist that identifies the required submittals. The governing body
resolution, order, motion or ordinance (see Section 14), need not be submitted with
the application, but it must be received by the Commission before any Commission-
funded work can start.
• Submit one signed original (signed in ink and clearly marked original) and two copies
of your application and all supporting documents to:

8. Application Deadline
Applications will be accepted on a first-come, first-served basis. The funds are only
available to applicants submitting applications received on or before 5:00 PM,
March 1, 2001, or when all funds available are awarded, or the Commission determines
that there is no longer a need or interest to continue with an incentive program for LED
traffic signals, whichever comes first.
9. Application Review and Approval Process
• The application first will be reviewed for completeness and technical accuracy. A
complete application includes all of the following:
a) Completed and Signed Application.
b) Completed Exhibits A-C and supporting project documentation, as needed.
If the application is not complete or is not technically accurate, additional
information will be requested in writing. If additional information is not received
within the time specified in the written request, the application will be returned

unprocessed. When the application is complete and technically accurate, it will be
recorded as "received," and will continue in the review process.
The governing body resolution (Exhibit D), or equivalent, need not be submitted
with the application, but it must be received within the time specified in the grant
agreement. Failure to submit the resolution or equivalent within the specified time
could result in cancellation of the grant.
• Complete applications will be reviewed to determine if they meet eligibility
requirements. After meeting eligibility requirements, applications will be considered
according to the following categories:
a) First priority will be given to public agencies that have certified the following:
(1) they will not be applying to an IOU's LED Incentive Program for the same
projects for which grant funds are being requested, or (2) they will withdraw
their application or funding request from the IOU's LED Incentive Program if
they receive a grant from the Commission program, or (3) they are served by
a publicly owned utility. Priority consideration means that grant funds will be
awarded on a first come, first-served basis.
b) Second priority will be given to public agencies that have applied to an IOU
LED Incentive Program and are on their waiting list for funds for the same
projects for which grant funds are requested. These agencies will be
considered for Commission funding, on a first come, first served basis, only
after the funding needs of the first priority applicants have been met. These
applications will be considered after March 1, 2001.
• Grant awards will be prepared for projects approved for funding, and award
packages will be mailed to recipients for signature. Grant awards to state agencies
may be made in the form of an Interagency Agreement. The Terms and Conditions
governing the grant awards will be posted on the Commission Web Site for AB
970, www.energy.ca.gov/efficiency/ab970 or by calling the contact person listed on
page 8. This Web Site will also contain information on the status of the funding
available for LEDs, such as amount awarded and amount still available.
10. Disbursement of Funds
• Payments will be made on a reimbursement basis, after the recipient submits the
appropriate invoice(s) to the Commission. The grant reimbursement will be
provided at the time all the LEDs have been installed and the signals are
operational.
• All invoices must be submitted with a completed payment request form, as
specified by the Commission, and accompanied by all backup documentation. The
backup documentation must include copies of paid invoices and receipts showing
the type and number of LED traffic signal modules purchased and their costs,

dated copies of invoices for installation labor, and an updated spreadsheet showing
the number and type of LED modules installed, energy savings, energy cost
savings and project costs.
• The Commission's grant cannot pay for existing salaried labor but can be used to
pay for unbudgeted labor, such as contractors or over-time staff, that will expedite
the project installation by June 1, 2001.
• Commission staff must approve all invoices. Such approval is subject to the
acceptability of the recipient's submittal of the required progress reports, other
specified products, and the appropriateness of the invoiced expenses under the
funding award agreement, as determined by the Commission project manager.
11. Reporting Requirements
Due to the time critical nature of this project, all recipients will be required to submit
monthly progress reports to Commission staff. The progress reports shall contain at a
minimum the following information:
• Discussion of the status of the work, including work statement tasks completed
and/or delayed. If delayed, an explanation of how it will impact project completion
by June 1, 2001.
• A comparison of project expenses to date to the expected budget.
• Identification of any issues that would prevent completing the installation by June 1,
2001.
All recipients will be required to submit a final report within 60 days after project
installation. The final report must accompany the request for grant payment.
Commission staff will provide the format for the final report.
12. Measurement and Verification
The Commission or its designated representative will monitor the progress of the
estimated peak electricity demand savings, estimate potential demand savings and
inspect the installed traffic signals as necessary to verify project installation and traffic
signal operating mode. The Commission reserves the right to meter and/or randomly
audit funding awards.
13. Project Start Date
No Commission-funded work may begin prior to the date the Committee approves the
grant award.

14. Local Agency Resolution
When the recipient is a county, city, district or other local public body, the recipient must
provide an original signed resolution (or copy with original signed certification), order,
motion or ordinance of the local governing body which by law has authority to enter into
the funding award. This document must authorize the recipient to enter into the funding
award and designate an authorized representative to execute all necessary agreements
to implement and carry out the purposes of the award. The recipient cannot begin
Commission-funded work until the resolution, order, motion or ordinance has been
submitted to the Commission and the funding award approved by the Committee.
15. Confidential Information
Applications and proposals shall not contain confidential material. Any material in an
application that is marked confidential automatically will be disregarded and returned to
the applicant. The application will be evaluated without the confidential information. All
applications submitted to the Commission will be public documents once the project
selections are made.
16. Cancellation of Solicitation
The Commission reserves the right to do any of the following:
• Cancel the solicitation at any time.
• Modify this application as needed upon written notice.
• Reject any or all applications received in response to the solicitation.

2. PROJECT DESCRIPTION
a. Describe your project. Indicate the traffic signal modules to be converted to LEDs, the total
number of affected intersections and the specifications (i.e., Caltrans or ITE) you plan to use.
The City of Palm Springs currently incorporated red LED modules in every new signal
constructed. We also use a battery back up system that would run our signals in full
operation if all of the signal lamps were LED units. This project will not only reduce
the electrical consumption of the signals but allow our signals to continue to function
for over an hour without utility company supplied electricity. This will increase safety
during power outages.
With this project The City of Palm Springs will switch our traffic signals to an all LED
operation, replacing the yellows, greens and pedestrian hand / man units with LED
modules and upgrading the remaining red units that we have not already converted.
The City of Palm Springs operates and maintains approximately 70 traffic signals. We will
be replacing a total of 2,900 incandescent units with LED modules, including 1650 -
12" lamps, 500 — 12" arrows, 150 - 8" lamps, and 600 pedestrian units.
As with every signal project, The City of Palm Springs will be following the Caltrans
Standard Specifications for this project.
b. If your current plans are to install incandescent traffic signals on some intersections and
you are requesting grant funds to replace the incandescent with LEDs, please indicate the
number of affected intersections and the types of LEDs that will be installed.
Of the 2900 units proposed above, 600 - 120 watt pedestrian units will be replaced with 16
watt LED units and 150 - 12" 135 watt lamps will be replaced with 11 watt LED units at six
new signal locations.

c. Describe your LED installation plans, such as use of contracted or in-house labor. If using in-
house labor, indicate whether the installation will occur as part of your regular workday or
outside of your workday (e.g., overtime).
Currently the City is planning to put the LED units into operation by employing in-house
labor in a combination of overtime and regular hours. For example, we will prepare a
prioritization schedule indicating the number of locations to be visited each week. These
locations will be done on overtime hours to reduce the effect on current signal maintenance
schedules. However, as incandescent lamp need replacing, LED units will be installed

PEAK LOAD REDUCTION PROGRAM
LIGHT EMITTING DIODE
TRAFFIC SIGNAL CONVERSION GUIDELINES
This Appendix describes how the Light Emitting Diode Traffic Signal Conversion
Program will operate. It includes more detailed discussion on the program than the
grant application. The guidelines contain a detailed listing of the program definitions
and discussions of eligible applicants and projects, the method of funding, evaluation
criteria, application process, and payment and reporting requirements.
1. Program Element Summary
The Overall Program Guidelines contain general information and procedures that apply
to the entire program. Consult the Overall Program Guidelines in addition to this
Program Element Guideline. The Overall Program Guidelines can be downloaded at ,
www.ener,qV.ca.gov/efficiency/ab970/index.htmi.
Only a small percentage of California's estimated 1.8 million traffic signals use the light
emitting diode (LED) technology. Yet, this technology, when compared to typical
incandescent light technology, can reduce energy use per signal by an estimated 80-90
percent. One of the main barriers to more widespread implementation of the LED
technology has been its high initial capital cost.
This program will provide grants to encourage the replacement of incandescent traffic
signals with those using LEDs. The grants will pay for part of the material and labor
costs for installing red, green, amber and pedestrian LED traffic signal modules. The
amount of the grant will be based on the incentive amounts listed in Section 7. The goal
of this program element is to have a peak electricity demand savings of at least 10 MW
by June 1, 2001. To receive grant funds all participants must complete project
installation and must have operational LED traffic signals by June 1, 2001.
2. Amount Allocated for Program Element
The initial Commission allocation for this program element is $10 million. Funds
allocated for this program element may be increased or decreased.
3. Schedule
The anticipated schedule is as follows:

4. Definitions
a. Incentive means the portion of the project cost that will be provided as a
grant to the recipient for installing the projects specified in the grant
agreement.
b. Investor-owned utilities (IOU) mean Pacific Gas and Electric Company,
Southern California Edison Company, San Diego Gas and Electric
Company, PacifiCorp, Bear Valley Electric Service, Kirkwood Gas and
Electric Company, and Sierra-Pacific Power Company. (Pacific Gas and
Electric, Southern California Edison and San Diego Gas and Electric have
their own LED Rebate Program.)
C. Load factor is the estimated operating time for each type of light. For the
purposes of this program, the load factors shown in Table A will be used.

Where, system kWh usage equals kWh consumption of affected traffic
signals during the hours of 2:00 PM to 6:00 PM on a non-holiday, summer
(June through September) weekday. The kWh consumption includes the
load factor for each traffic signal module type.
b. Peak period means the summer afternoon period, defined as the hours of
2:00 p.m. to 6:00 p.m. on non-holiday weekdays during the months of
June through September, with typical or average operating conditions.
C. Public agency means any California city, county, federal or state
government, public university and college, special district, regional
planning agency, or any combination thereof formed for the joint exercise
of any power.

d. Publicly owned utility means consumer-owned utilities, such as municipal
utility districts, public utility districts, rural electric cooperatives, irrigation
district systems, and joint powers authority that includes one or more of
these agencies that owns generation or transmission facilities, or furnishes
electric services over its own or its member's electric distribution system.
e. Recipient means the public agency that is awarded the grant and is
responsible for meeting the grant terms and conditions.
f. Replacement means 1) the removal of existing incandescent traffic signal
modules and installing LEDs, or 2) the modification of existing plans from
incandescent to those using LEDs.
g. Traffic signal means any lights operating on a designated electric utility
traffic control rate schedule or those that are electrically powered and are
associated with directing traffic flow and operating during the peak period.
Traffic signals are those associated with street intersections, cautionary
beacons, freeway/highway interchanges, tollbooths and freeway on-
ramps.
h. Traffic signal module means the standard 8-inch (200 mm) or 12-inch (300
mm) round traffic signal indications and pedestrian signals. They consist
of the light source, lens and all parts necessary for operation and
communicate movement messages to drivers through red, amber, and
green colors. Arrow modules in the same colors are used to indicate
turning movements. Pedestrian modules are used to convey movement
information to pedestrians.
5. Eligible Applicants
The entity requesting funds must be a public agency that owns and/or operates traffic
signals during the peak period.
6. Eligible Protects
a. Projects eligible for grants are as follows:
1) Replacement of incandescent traffic signal modules with those
using LEDs. The replacement LED red, green, amber, and/or
pedestrian traffic signal module must operate during peak periods
starting June 1, 2001.
2) Only the following LED traffic signal modules are eligible for
funding:
a) Modules must be hard-wired (Type 1) replacements for the
incandescent balls and arrows.

b) Pedestrian signals can include either the hand only conversion
or the combined hand/walking person unit.
c) Modules must meet either the California Department of
Transportation (Caltrans) or the Institute of Transportation
Engineers (ITE) specifications.
d) Modules must not exceed the maximum power demand ranges
indicated in the grant solicitation.
b. Ineligible projects
1) Upgrade of existing LED traffic signal modules to those using a more
energy efficient technology
2) Purchase of extra or spare LED modules for the purpose of future
replacement or installation
3) Reimbursement for LED traffic signal modules already purchased
and/or installed
4) LED traffic signal conversion projects that are already funded in part or
in whole by an IOU. LED traffic signal conversion projects in IOU
territories will be considered if the IOU is not funding any portion of the
project.
7. Type and Method of Funding
a. The program will provide incentives up to the amount indicated in Table
B for LED traffic signal installations completed by June 1, 2001. The
Commission's incentive can supplement incentives from publicly owned
utilities. However, the combined incentives cannot exceed the total
project cost (including materials and installation labor) for each module
type. For instance, if a 12 inch red ball costs $90, including materials and
installation labor, and the publicly owned utility incentive is $50, then the
Commission incentive will be $40, or $10 less than the amount indicated
in Table B.

*Up to $100.00 per module incentive will be provided for modules that use 60
percent less power than the power demand stated in the grant solicitation. The
60 percent reduction must be based on Caltrans or ITE test procedures as
delineated in their specifications. For instance, if a standard LED module uses 10
watts, the higher efficiency module must use 4 watts or less in order to get the
higher incentive.
b. The Commission will conduct a grant solicitation for eligible public
agencies and will accept applications on a first-come, first-served basis up
to the date specified in the solicitation, or until all funding has been
allocated, or the Commission determines that there is no longer a need or
interest to continue with an incentive program for LED traffic signals,
whichever comes first.
C. The maximum grant amount per public agency is $3.5 million. There is no
minimum grant amount.
8. Evaluation Criteria
Projects will be initially screened for eligibility and technical accuracy only. After
meeting the eligibility and technical accuracy requirements, first priority will be given to
those public agencies that have certified the following: a) they will not be applying to the
IOU's LED Incentive Programs for the same projects for which grant funds are being
requested, b) they will withdraw their application or reservation from the IOU's LED
Incentive Program if they receive a grant from the Commission program, or c) they are
served by a publicly owned utility. Priority consideration means that grant funds will be
awarded on a first come, first-served basis.
Second priority will be given to public agencies that have applied to an IOU LED
Incentive Program and are on their waiting list for funds for the same projects for which
grant funds are requested. These agencies will be considered for Commission funding,
on a first come, first served basis, only after the funding needs of the first priority
applicants have been met by the date indicated in the grant solicitation.
9. Application Process
a. Grant Request: Eligible public agencies interested in receiving funding
shall apply to the Commission by responding to a solicitation. The
minimum information required from each applicant will include, but not be
limited to: (1) a description of the existing incandescent traffic signal
modules and the proposed LED modules; (2) detailed description of the
project cost; (3) the schedule for project installation and completion; (4)

documentation of utility rebate amounts, if any; (5) a copy of the plans or
other documentation showing the current project installation/design, if the
application involves modification of existing plans from incandescent to
LEDs; and 6) the estimated peak electricity demand savings.
b. Governing Board Documentation: When the recipient is a county, city,
district, or other local public body, the recipient must provide an original
signed resolution (or copy with original signed certification), order, motion,
or ordinance of the local governing body which by law has authority to
enter into the funding award. This document must authorize the recipient
to enter into the funding award and designate an authorized
representative to execute all necessary agreements to implement and
carry out the purposes of the award. The recipient cannot begin
Commission-funded work until the resolution, order, motion, or ordinance
has been submitted to the Commission and the funding award has been
approved by the Committee or Commission as indicated in Section 10.
C. Loan Request:: For all public agencies, except the State of California, a
grant through this program may be combined with a Commission loan for
the balance of the project cost.
10. Approval of Awards
The Energy Efficiency Committee must approve all awards. These Guidelines contain
all eligibility parameters, substantive criteria, information required to apply, and a
description of the award process. Funding awards shall be deemed approved by the
Commission once staff has recommended an award and the Energy Efficiency
Committee has approved the award. Formal Commission approval of each individual
funding award shall not be required.
Upon approval by the Committee a grant agreement will be generated. The grant
agreement will contain work statement tasks. Failure to meet any work statement tasks
within the schedule indicated in the grant agreement may result in cancellation of the
award by the Commission as indicated in the Overall Program Guidelines.
11. Award Payments and Invoicing
a. Conditions for Grant Payment: The Commission will provide grants to
supplement the cost of purchasing and installing eligible LED traffic signal
modules as described in Section 6. The grant reimbursement will be
provided at the time all the LEDs have been installed and the signals are
operational. Prior to payment, the Commission reserves the right to:
1) Inspect each project
2) Verify that all the projects have been installed and are operational by
June 1, 2001

3) Verify that the total LED modules installed matches the amount and
type for which payment is requested
4) Verify that the Commission grant is not used to supplement the cost of
a project already funded by an IOU
5) Verify that the Commission grant and any publicly owned utility
incentive does not exceed 100% of the total project cost as described
in Section 7
Grant payments shall be made for eligible projects as defined in Section 6.
To receive a grant payment, the recipient must submit the required
documentation as described in the grant agreement. This documentation
will include, at a minimum, copies of vendor/contractor invoices showing
the specific quantity and cost for each traffic signal module purchased.
b. Progress Payments: There will be no progress payments made during the
grantterm.
C. Situations for Denial of Grant Payment Request: Grant payments, either
in whole or in part, will not be made in the event of any of the following:
1) The equipment purchased does not meet the requirements specified in
these Guidelines.
2) The recipient fails to provide the required documentation specified in
the grant agreement for receiving payment. This documentation
includes, but is not limited to, dated copies of vendor/contractor
invoices showing the type and number of LED traffic signal modules
purchased and their costs, dated copies of invoices for installation
labor, and an updated spreadsheet showing the number and type of
LED modules installed, energy savings, energy cost savings, and
project costs.
3) The recipient is requesting reimbursement for existing salaried labor
used to complete project installation. The Commission's grant cannot
pay for existing salaried labor but can be used to pay for unbudgeted
labor, such as contractors or over-time staff, that will expedite the
project installation by June 1, 2001. If using in-house labor, a copy of
each employee timesheet and the hourly rate must be submitted. The
timesheets must show and certify that the hours worked were above
and beyond that employees normal work schedule.
4) The equipment, for which reimbursement is being requested, is funded
in whole or in part by an IOU.

5) The total incentives from the Commission and the publicly owned utility
exceed 100 percent of the total project cost.
6) A random audit or technical analysis conducted by the Commission, or
its designated representatives, determines that the installed project
does not meet the terms and conditions of the grant agreement.
12. Reports and Documentation
The recipient will be required to submit progress reports and a final report. The
frequency of submittal of the progress reports will be specified in the grant agreement.
At a minimum the final report will contain:
a. A summary of the pre- and post- energy use for all traffic signal
intersections funded through this program
b. Two sample one-month utility bills showing the pre- and post-retrofit
energy use for example intersection(s)
C. A summary of the problems encountered during project installation and
post project installation
The Commission will monitor the progress of the estimated peak electricity demand
savings and reserves the right to randomly audit funding awards. The Commission may
meter electricity consumption and demand at certain intersections, and if so, the
recipient must agree to give the Commission access to install, read, and remove
electricity meters.

A Feasibility Study for your Project must include:
1. A description of your energy project.
2- An estimate of annual savings(dollars and kilowatt-hours ortherms)
and include all assumptions used in your calculations.
Aproposed budget detailing project costs.
4. For all power generation projects,describe the schedule and status of
any air quality permit requirements/applications.
Adiscussion of any costs associated with asbestos removal or
demolition and removal of existing equipment required before the
energy project can be installed.

RESOLUTION NO.
OF THE CITY OF PALM SPRINGS, CALIFORNIA,
APPROVING THE APPLICATION FOR CALIFONIA
ENGERY COMMISSION GRANT AND LOAN FOR THE
RETRO FIT OF LED LAMPS IN TRAFFIC SIGNAL
APPLICATIONS.
WHEREAS, the California Energy Commission provides grants and loans to finance energy
efficient projects that will reduce peak electricity demand; and
WHEREAS, the retrofitting of traffic signals with LED lamps to replace incandescent lamps is
eligible for these grants and loans; and
WHEREAS, the City of Palm Springs owns and operates 66 City owned traffic signals and by
agreement, pays for the electrical consumption of 12 Caltrans owned signals; and
WHEREAS, the use of LED lamps will save the City of Palm Springs an estimated $81,000.00
in electrical consumption costs and reduce the demand for electricity in the Palm Springs area.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Palm Springs,
California, as follows;
A. That the City of Palm Springs Engineering Department is authorized to apply for
grant funding from the California Energy Commission to replace incandescent traffic signals
with those using light emitting diodes.
B. That if recommended for award of grant funding by the California Energy
Commission, the City of Palm Springs Engineering Department may accept a grant up to
$192,000.00 and a loan up to $226,480.00.
C. That the amount of the loan will be paid in full, plus interest, under the terms and
conditions of the Loan Agreement and Promissory Note of the California Energy Commission.
D. That the City Manager is the official hereby authorized and empowered to
execute in the name of the City of Palm Springs all necessary documents to implement and
carry out the purpose of this resolution, and to undertake all actions necessary to complete the
energy efficiency project.
