WASTEWATER TREATMENT PLANT UPGRADES -APPROPRIATION
RECOMMENDATION:
It is recommended that City Council approve Budget Amendments appropriating
$1,870,686 from the Wastewater Treatment Plant fund reserves for the Wastewater
Treatment Plant upgrades and a Denitrification Study and approve a transfer of
$1,034,000, per Measure "U", from the General Fund to the Wastewater Treatment
Fund, total estimated project costs of$2,904,686.
SUMMARY:
This action would approve the necessary Budget Amendments to fund the proposed
upgrades to the Wastewater Treatment Plant and an Engineering Denitrification
Study.
BACKGROUND:
At the December 6, 2000, City Council meeting, US Filter Operating Services,
(USFOS) under the provisions of its Operation and Maintenance contract, was
selected to carry out upgrades to the Wastewater Treatment Plant so as to produce
a hydraulic plant capacity of 12 MGD (percolation ponds and denitrification not
included). They have provided an initial cost estimate of $2,821,486 for the
design/installation/construction. Per the Agreement with USFOS, Public Works and
Engineering Department staff are evaluating the proposal and a final negotiated price
will be brought to City Council for approval.
At the December 6, 2000 City Council meeting, direction was also given that the
project be funded with Wastewater Fund Reserves.

To accomplish this, a Budget Amendment Resolution is attached which would
appropriate $1,870,686 from Wastewater Treatment Plant Fund balance. The
remaining required funds are available in the General Fund and a BudgetAmendment
is attached authorizing a transferof$1,034,000 as the last Measure"Ll"cleanup item.

WHEREAS Resolution 19817 approving the budget for the fiscal year 2000-01 was
adopted on June 21, 2000; and
WHEREAS the City Manager has recommended, and the City Council desires to
approve, certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to
record inter-fund cash transfers as required in accordance with this Resolution, and that
Resolution 19817, adopting the budget for the 2000-01 fiscal year is hereby amended as
follows:
