CONTRACT AGREEMENT AUTHORIZATION WITH INTERACTIVE DESIGN
CORPORATION FOR PRELIMINARY DESIGN OF SKATE PARK AND SWIM CENTER
PROJECT
RECOMMENDATION:
That City Council authorize City Manager to execute a Phase I contractual
agreement, in a form acceptable to the City Attorney,for a three-phase project with
Interactive Design Corporation in an amount not to exceed $36,000.
SUMMARY.
Staff has been working with Interactive Design Corporation to develop a clearly-
defined Scope of Services for the complex and multifaceted contract required for
the new skate park construction and Swim Center renovation at Sunrise Plaza.The
proposed agreement will be for Phase I of three distinct phases of the entire
undertaking. Phase I is intended to accumulate the critical design and site data
needed to fully develop the project from the conceptual plan on through the
development of schematic designs while providing for extensive community, end
user, and staff input throughout this most important stage. Funding for this specific
purpose was donated to the City by the Agua Caliente Tribe of Cahuilla Indians last
March.
BACKGROUND:
On October 18, City Council authorized negotiation of a contract with Interactive
Design Corporation to design a recreation center, including a new skate park and
improvements to the existing Swim Center, at Sunrise Plaza.
After extensive discussions between staff and the design team, it has become
apparent that a multi-phased approach to the overall design of the project is
required to meet the expectations of the model project as envisioned by staff and
the design team.
The Phase I contract consists of three isolated tasks that are highly creative and
exploratory in nature and designed to develop the scope of efforts to be contained
in Phases II and III. Until the Phase I information is gathered and developed,
compensation and schedules for Phase Il, Design Development, and Phase III,
Development of Construction Documents, cannot be negotiated.
Under the proposed contract, Interactive Design Corporation and its team of
consultants will focus on the following primary tasks:
• Site and existing conditions investigations.
• Conceptual design and master planning.
• Schematic design and community participation design charettes.

Task 1 — Site and Existing Conditions Investigation
Relevant information about the existing facilities and an analysis of the influences
on the site will be determined. Issues, such as the configuration of the existing
buildings, their physical conditions, and structural integrity, will be studied. The site
will be studied in terms of traffic, access and parking, views from adjacent
properties, visibility from Ramon Road, and environmental factors Finally,
operational issues related to the Swim Center and skate park will be explored with
City staff to clarify the personnel needs, point(s) of access and control, and
admission policy.
Task 2 — Conceptual Design and Master Plan
Based upon the information gathered in Task 1, Task 2 will illustrate the basic
relationship between old and new, changes necessary to meet operational policies,
and the conceptual organization of the skate park itself. Issues, such as
segregating skaters by skill levels, visibility of activities from outside and within the
complex, and general thematic design of skating features, will be presented in
graphic exhibits.These exhibits will be used during the many community,end user,
staff and Parks and Recreation Commission participatory meetings (design
charettes) to focus input on the appropriate elements on which those groups may
comment.
Task 3 — Schematic Plan
Based upon the first design charette, the design team will begin to incorporate
ideas into subsequent charettes. The second design charette will be convened to
respond to the design team's interpretation and will offer new ideas. Revisions and
enhancements to the schematic plan will be made, and these documents will be
the basis for presentations to various advisory boards, including the City's Planning
Commission and City Council. This period of review and comment on schematic
design will be the basis for Phases II and III.
The separation of Tasks 1, 2 and 3 from the remainder of the project is suggested
as a way of isolating the phases that are exploratory and flexible in nature and
require research into information that is unknown at this time. The phases that
follow (Design Development and Development of Construction Documents) are
much more predictable. Compensation and schedules can be developed and set
accurately and comprehensively based upon the information and decisions made
during Tasks 1, 2 and 3 of the Phase I contract.

Staff believes that prior to completion of the three tasks in Phase I, insufficient
information is available to set the compensation and schedule for the design
development and preparation of construction documents required for the overall
design of this complex venture.

I HEREBY CERTIFY that this Minute Order, authorizing City Manager to execute a phase
I contractual agreement, in a form acceptable to the City Attorney, for a three-phase project
with Interactive Design Corporation in an amount not to exceed $36,000, was approved by
the City Council of the City of Palm Springs, California, in a meeting thereof held on the 20"
day of December, 2000.
