JARRETT CUSTOM PEST MANAGEMENT AND APPROVE AGREEMENT FOR SOIL STERILIZATION SERVICES AT THE PALM SPRINGS INTERNATIONAL AIRPORT RECOMMENDATION: It is recommended that City Council award bid to M. W. Jarrett Custom Pest Management and approve agreement for Soil Sterilization Services at the Palm Springs International Airport, to suppress plant growth in Airport safety areas and along perimeter fencing on a unit price basis of$193 per acre and $.06 per lineal foot, in a total amount of$39,680. SUMMARY: The abatement of weeds in runway and taxiway safety areas is required by the Federal Aviation Administration. Weed abatement along perimeter fencing is an important part of maintaining airfield visibility and safety. Both of these areas require application of a soil sterilant in accordance with all applicable State and Federal regulations. The services were provided most recently in November of 1997. BACKGROUND: The Airport has approximately 200 acres of airport safety areas and 18,000 linear feet of perimeter fencing that require treatment in order to abate weeds. The safety areas are cleared, graded areas that are covered with crushed rock and adjoin runways and taxiways on the airfield.Their purpose is to provide visibility on the airfield, and a clear, level surface, capable of supporting occasional vehicles or aircraft without undue damage. The perimeter fencing separates airfield operational areas from the public domain, providing operational security and safety to the general public. A key factor in maintaining these areas is the prevention of weed growth, which is accomplished by applying chemical soil sterilant. Soil sterilant eliminates all weed growth, thus maintaining the integrity of the safety areas as originally designed. This program is in direct support of the FAA approved Airport Wildlife Hazard Management Program. Applications of sterilant have been performed previously, in 1993 , 1995 and 1997, and are conducted in strict adherence to EPA and California Department of Pesticide Regulation requirements. As required in the bid specifications, the effectiveness of the soil sterilant application is two years minimum. Invitation For Bid 01-10 for Soil Sterilization Services was advertised in the Desert Sun on December 1, 2000, and concurrently mailed to 7 qualified vendors. A single responsive bid was received, opened and read publicly by the Procurement Office at the bid opening time and date of 2:00 P.M., December 12, 2000. M.W. Jarrett Custom Pest Management bid unit prices of$193.00 per acre for treating the Airport safety areas and $.06 per lineal foot for treating the perimeter fence for total amount of$39,680.00. One other bid was received but was determined to be non-responsive because it did not comply the State of California Department of Pesticide Regulation (DPR) requirements for applications of this type. The DPR requires a DPR-licensed Pest Control Advisor to provide a recommendation for herbicide applications along rights-of-way (including runways) and a DPR-licensed Applicator to perform the work. The second bid provided evidence of only 4304 December 20, 2000 Page 2 an Applicator's license, and the required Pest Control Recommendation (performed by a licensed Pest Control Advisor)was not provided. Staff recommends that the bid be awarded to M. W. Jarrett Custom Pest Management as the lowest responsible responsive bidder. A Contract Services Agreement has been prepared covering the required services. Funds are available in Account#415-6500-56016, Airport Special Capital Projects, Wildlife Mitigation.
