Home My WebLink About11/15/2000 - STAFF REPORTS (20) DATE: November 15, 2000 TO: City Council FROM: Grants and Government Affairs Manager APPROVE MINUTE ORDER REGARDING ELECTRIC VEHICLE LEASE OPPORTUNITY RECOMMENDATION: That City Council approve a Minute Order authorizing a lease program with Nissan North America, Inc. for the lease of up to 10 Nissan Hypermini Electric"City Cars"for a period of three(3)years at a special factory subsidized rate of$99 per month pervehicle.This is fora demonstration program sponsored by Nissan to introduce the Hypermini to California drivers. These vehicles would be used exclusively to replace existing older gasoline burning City fleet vehicles. BACKGROUND: On Tuesday November 14, 2000 a representative of Nissan North America, Inc. approached the City with a demo car and a offer to lease their Nissan "Hypermini". This is a heavily subsidized factory program to conduct a 3-year test of their new electric City Car.This information was too late to make the posting for the regular City Council agenda for November 15, 2000. Nissan has made available 30 Electric Hypermini Vehicles exclusively for municipal fleets in California only. These vehicles will be leased to government agencies for a special rate of $99 per month per vehicle ($1,188 annually per vehicle) on a 3-year lease basis. The lease cost for 3 years would be $3,564 total per vehicle. There have been fourteen vehicles leased to date by other agencies(i.e.City of San Francisco and L.A. Department of Water and Power, etc.), therefor 16 Hypermini vehicles remain available as of the date of this report. Nissan estimates that the entire 30-vehicle fleet will be leased out by the end of this week. The urgency in taking advantage of this opportunity is due to the limited Hypermini fleet available on a very short basis. These cars would not be available after this week or next week prompting a decision by the City of Palm Springs on very short notice. Listed below are possible uses by department as a 'replacement' to older staff vehicles running on gasoline power. The lease with Nissan would be about $3,000 per vehicle less than existing typical Motor Vehicle Replacement (MVR) costs for the departments. Over a 3-year period a typical cost savings of about$9,000 per vehicle could be realized and ,for example, 6 vehicles replaced could save $54,000 and 10 vehicles replaced could save $90,000 in total 3-year City vehicle operational costs. Possible Municipal Fleet Replacement Vehicles: (10 Existinq Gasoline Cars &Trucks): 1. Airport (1 ea. Hypermini)-for off Airport runs to other City facilities 2. Police (1)-for Downtown CSO Officer Vehicle 3. Engineerinq/ Economic Dev.(1 ): shared Hypermini for meetings and local field trips 4. Vehicle Maintenance (1): Mail runs, meetings, supply pickup runs 5. Procurement/ Human Resources/ Public Info./ Risk Mgmt./Rent Control : (1) 6. Planninq/ Buildinq/Code Enforcement ( 2 Hyperminis ): shared use by the 3 divisions 7. City Facility Maintenance (1 ): Mail runs, meetings, supply runs, maintenance runs 8. Parks & Recreation (1 ): Mail runs, supply runs, errands, meetings 9. City Manaqer/ Mayor& City Council (1): Shared use for local meetings Using electric power vs. gasoline would save about 500 lbs. of air pollution per vehicle per year or 5,000 lbs. (2.5 tons) of air pollution per year with 10 vehicles. Electric power usage would cost only about $300 per year per vehicle vs. about$1,200 per year for one gasoline powered vehicle. Funds for the lease of these special opportunity vehicles would be paid for from the Motor Vehicle Replacement (MVR) Fund using the "savings" generated by elimination of the possible 6 to 10 gasoline burning cars with these new Nissan Hypermini electric vehicles.
