RECOMMENDATION:
The Planning Commission recommends that the City Council approve a 12-month time
extension from December 6, 2000 to December 6, 2001, for the Palm Springs Classic
Preliminary Planned Development District231 (PD 231)and of Tentative Tract Map 28033
(TTM 28033), subject to the original conditions of approval. The subject property is located
at the southeast corner of Vista Chino and Gene Autry Trail (Highway 111).
SUMMARY:
The applicant is requesting a twelve month extension of Preliminary Planned Development
District231 and Tentative Tract Map 28033. The Preliminary Planned Development District
has received five time extensions to date and the Tentative Tract Map has received three
time extensions to date. The requested time extension is necessary to complete revisions
to the design concept and to secure funding. The request was considered by the Planning
Commission at its meeting of November 22, 2000 and the Planning Commission voted to
recommend granting the twelve month time extension with the twelve months beginning on
the date of City Council action.
BACKGROUND:
During its meeting of October4, 2000, the Palm Springs City Council granted a six month
time extension for the above referenced Planned Development District and Tentative Tract
Map. This was the fifth time extension issued for the Planned Development District and the
third time extension granted for the Tentative Tract Map. The City Council's action was in
response to a request for a one year extension. The Planning Commission had
recommended approval of a one year time extension.
Since the October4 meeting,the applicant has meetwith City staff in numerous meetings
to review revised design and development plans, thus demonstrating a commitment to
implementation of the proposal.
The existing Planned Development District consists of up to a 400 -room hotel, up to 500
two-bedroom Vacation Ownership Units (VDU's), research and development facilities,
commercial/retail and light industrial uses, a tennis complex, a 27-hole golf course and golf
clubhouse on approximately369.5 acres. Tentatively,the proposed Planned Development
Districtwill have 5.7 acres allocated to a 400 room hotel, 5 acres allocated to 150 Vacation
Ownership Units, a retail/village component including 3 restaurants and small retail shops, /��

970 residential units including estate lots,single family homes,town homes, and multi-family
condominiums, and an 18 hole golf course. Approximately 55 acres is expected to be
dedicated for roadways, parks, and open space.
The project was initially recommended for approval at the October 12, 1994, Planning
Commission meeting and was approved atthe October 19, 1994,City Council meeting with
a two-year time frame. The City Council approved the five time extensions. Thus, the
applicant is requesting approval of the sixth time extension of PD 231.
The tentative tract map for the site was recommended for approval at the July 26, 1995
Planning Commission meeting. The map was then approved at the September6, 1995 City
Council meeting. The map would have expired on September 6, 1997; however, as a result
ofAB771 -Chapter46 of the 1996 State Statutes, one additional year was provided for the
map A second time extension of TTM 28033 was approved on November 10, 1999. This
extension was granted for a period of 13 months in order to synchronize the TTM and PD
approvals. During its meeting of October 4, 2000, the City Council granted a third time
extension of six months. Currently, the map will expire April 19, 2001.
At this time, the applicant indicates the extension is required to revise the design concept
and to secure financing for the development. By approving the requested time extension,
the City Council would keep existing permits active.
PLANNING COMMISSION ACTION
At its meeting of November 22, 2000, the Planning Commission voted 5 - 0, 2 absent to
recommend that the City Council grant a time extension of one year with the one year
beginning on the date ofCity Council action on the request.

Dear Mr.Evans:
This letter is to formally request a one-year extension for the Tentative Tract Map #28033 and
Planned Development District 231 for the Palm Spring Classic Project,which will expire April
19, 2001. Enclosed is a check for$550.00 for the processing fee.
In concert with D.T. Palm Springs, Palm Springs Leisure Properties, LLC is planning to submit a
revised PDD and TTM in December. The extension is required to process the revised
entitlements through the City.

WHEREAS,Tuchscher Development Enterprises, Inc., (the"Applicant")requests approval
of a time extension for Preliminary Planned Development District(PD) 231 and Tentative
Tract Map(TTM)28033 for property located at the southeast corner of Gene Autry Trail and
Vista Chino, (the "Project"), W-M-1-P and 0-5 Zones, Sections 7 and 18; and
WHEREAS,Applicant has requested additional time to record the approved subdivision and
have final development plans prepared and approved; and
WHEREAS,the Planning Commission, upon reviewing all evidence provided, including the
staff report dated November 22,2000 and all otherwritten and oral testimony,and found the
Project,sub.iectto the original conditions of approval,consistentwith the requirements of the
ordinances of the City and with State law; and
WHEREAS, at the conclusion of its review on November22,2000the Planning Commission
recommended that a time extension of one year from the date of City Council action on the
time extension request for Preliminary Planned Development District 231 and Tentative
Tract Map 2.8033; and
WHEREAS, notice of a public meeting of the Planning Commission of the City of Palm
Springs to consider Applicant's application for a time extension for TTM 28033 and for PD
231 was given in accordance with applicable law; and
WHEREAS,the City Council, upon reviewing all evidence provided,including the staff report
dated December 6, 2000 and all other written and oral testimony,finds the Project, subject
to the original conditions of approval, consistentwith the requirements of the ordinances of
the City and with State law; and
WHEREAS, notice of a public meeting of the City Council of the City of Palm Springs to
consider Applicant's application for a time extension for TTM 28033 and for PD 231 was

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs,
California, after considering the evidence provided atthe meeting,does hereby recommend
approval of the time extension from December6,2000 to December 6,2001 forthe tentative
tract map and the planned development.
