AMENDMENT#3 -ALLOCATED POSITIONS AND COMPENSATION PLAN
RECOMMENDATION:
It is recommended that City Council approve Amendment #3 to the Allocated
Positions and Compensation Plan, adopted by Resolution 19885, to implement a
reclassification, title and department changes and establishing a Special Pay
Provision.
SUMMARY:
This requested action would result in the third Amendment to the Allocated Position
and Compensation Plan to reclassify the Procurement Manager position, to change
department names and director titles in Engineering and Facilities and Recreation,
and to establish a retirement transitional Special Pay Provision.
BACKGROUND:
The City Manager's office continues the process of evaluating the organization and
developing modification proposals. At this time, it is recommended that three
categories of changes be reviewed and approved; i.e., 1) reclassification, 2)
department and title changes, and 3) establishment of a Special Pay Provision. A
discussion of each follows:
1) Reclassification: Reclass the Procurement Manager (MX 61) to Director of
Procurement and Contracting (EX 64). In evaluating the organization, the
Procurement Manager position is the only position reporting to the City
Manager with broad responsibility to all City departments and is not a
department head. The proposed salary range is three ranges below the
lowest existing department head and would result in a 5%pay increase forthe
incumbent at this time.
2) Department and Title Changes:Two department titles and their representative
department head positions are proposed for change to better reflect the
functions performed. Specifically as follows:

3) Special Pay Provision: In evaluating the organization over the longer term,
future retirements and their impact must be considered. Retirements usually
mean a loss of institutional memory and experience and it is important to
capture as much of that as possible before a retirement. Retirements also

offer opportunities for organization change. The proposed Special Pay
Provision would allow the City Manager to provide a 5% raise for up to six
months prior to a retirement or a 2.5% raise for up to twelve months prior to
a retirement in the circumstance where the incumbent position will be
eliminated from City service following the retirement.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING AMENDMENT NO. 3 TO THE
ALLOCATED POSITIONS AND COMPENSATION PLAN FOR
FISCAL YEAR 2000-01, ADOPTED BY RESOLUTION NO. 19885.
WHEREAS,an Allocated Positions and Compensation Plan was adopted effective August 2,2000,
for the 2000-01 fiscal year by Resolution No. 19885; and
WHEREAS, an Amendment to the Allocated Positions and Compensation Plan is necessitated by
the desirability of reorganizing the office of Procurement, changing titles without compensation
adjustments, and establishing a special pay provision for incumbents performing training and
transitional duties prior to a pending retirement.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California,
that this third amendment to the Allocated Positions and Compensation Plan for positions in the
City Service for fiscal year 2000-01 is hereby approved as follows:

Section 3. Special Pay Provisions.
1. The City Manager is authorized to grant special pay for employees carrying out transitional
activities and training leading to employees retirement,where the position will be eliminated
from city service upon the incumbent's retirement, at the rate of 5%for up to six(6) months
prior or 2.5% for up to twelve (12) months prior.
Section 4. All provisions of this resolution shall be effective immediately upon adoption.
