CONSTRUCTION CHANGE ORDER NO. 2 TO GRANITE CONSTRUCTION
COMPANY
RECOMMENDATION:
That the City Council approve Construction Change Order No. 2 to Granite
Construction Company, for an increase of$35,140.00, for the Mid-Valley
Parkway Phase 3, Gene Autry Trail and Ramon Road Traffic Signal and Street
Improvements, City Project 99-13.
SUMMARY:
Granite Construction Company(Granite)is moving forward with construction of the
Mid-Valley Parkway Phase 3 project. The project occurs within State Highway 111
right-of-way, requiring oversight by the California Department of Transportation
(Caltrans). Caltrans determines the required pavement structural section at the
time of construction. That determination has resulted in an increase of the
pavement section over what was indicated on the approved plans. To maintain
the project schedule, the Contractor was instructed to proceed with the extra work
necessary to comply with Caltrans' requirements.
BACKGROUND:
On August 2,2000, Council awarded Granite a contract for construction of the Mid-
Valley Parkway Phase 3, Gene Autry Trail and Ramon Road Traffic Signal and
Street Improvement project. That award was based on construction bids from
approved plans that specified a pavement structural section of 4.5" of asphalt
concrete pavement over 6" of base material for Gene Autry Trail (State Highway
111).
However, it was understood that this pavement section was subject to change, as
Caltrans requires that a specific calculation be made prior to construction using
information obtained from materials taken from the project site. Based upon that
testing, a determination was made by Caltrans to require a pavement section of 6"
of asphalt concrete pavement over 8" of base material within State Highway 111,
resulting in an increase of materials and additional roadway excavation.
At the time Caltrans made their determination, Granite was ready to proceed with
construction of State Highway 111. Staff advised the City Manager of the
necessity to comply with Caltrans, and move forward with the extra work in order
to maintain the project schedule. Otherwise, the project would have been put on
hold until such time that staff could present this change order to the Council for its
consideration.
Contract Change Order No. 2 consists of extra work necessary to comply with
Caltrans' requirements to increase the required pavement structural section within
State Highway 111. That work includes additional roadway excavation, asphalt
concrete pavement and base material, increasing the contract amount by$35,140,

4498-50133 (Local Measure A MVP Ph 3), and 261-4491-50133 (Reimbursable
