CHANGE ORDER- RESIDENTIAL SOUND INSULATION PROGRAM
RECOMMENDATION:
It is recommended that the City Council approve a change order, Change Order#1,
with T& M Construction for the Airport's Residential Sound Insulation Program, for an
increase of$13,480.90.
SUMMARY:
This item is a recommendation to approve a change order on the airport's Residential
Sound Insulation Project, increasing total cost by $13,480.90 with funding covered by
FAA grant and Airport funds.
BACKGROUND:
On December 15, 1999, City Council adopted minute order No. 6547 approving a
contract agreement for RSIP Phase II construction with T & M Construction. The FAA
appropriated $2,000,000 under Airport Improvement Program (AlP) Project No. 3-06-
0181-21 for PSP's RSIP Phase II program.
This is the only change order associated with T & M Construction after having
successfully completed the sound insulation process for 37 single family homes. The
cumulative charges involve various items at 17 homes and are within the guidelines
acceptable to the FAA as related to sound insulation projects.
This project, like all Airport contracts, was a unit cost contract where the original bid
was based on estimated units of work and the contract is balanced based on actual
units installed.
The existing FAA grant will cover 90% of the overage with Airport picking up the
remainder. Funds are available in Airport Account 415-6600-56008.
The change order and a Minute Order are attached for City Council consideration.

Description:

1. Windows#5 and#6 to be vertical sliders instead of casements, as shown
on plans.
2. All other Program windows to be Horizontal sliders.
3. Contractor to provide documentation of owner's agreement.
Purpose of work:
1. The above window changes are per the owners request and have no cost
impact.

Description:
Project No 13
1. Replace existing electrical conduit and old copper plumbing, located on top of
existing roof and locate, as required, on top of new roof.
2. Contractor to provide price and schedule impact for review and approval.
Purpose of work:
1. The existing conduit and copper plumbing piping is old. I do not recommend
concealing the conduit and plumbing piping under the new roof, as they
would not be accessible should maintenance be required.

Description:
Project No. 13
1. Test and Identify possible asbestos material located at all plumbing vent pipes
protruding through existing roof.
Purpose of work:
1. If plumbing vent pipes have asbestos it will have to be removed before
extending through new roof structure.
2. Contractor to verify presence of asbestos with Architect.
3. Contractor to provide price and schedule impact for review and approval.

2. Form and pour anew concrete walk around new evaporative cooler
Purpose of work:
4. The new evaporative cooler and concrete pad partially interterruped the path
of travel on the existing concrete sidewalk. The new sidewalk was added to
provide continued path of travel.

1. Trim new clerestory window frames with wood trim to match profile of
existing.
Purpose of work:
1. The work was required provide a"like for like" solution to the unique look of
the existing clerestory windows.

1. Entry door window 416 is to narrow for retrofit but must meet acoustic

1. Provide new acoustical window over Door "D". Window size, color, and type
to match others, as required.

Description:

1. Replace existing Door"A" with anew acoustical door rather than a storm,
as directed on the plans. Refer to Detail#9.

room to install a new storm door and frame.

1. Window #3 shall be a vertical slider instead of a horizontal slider as indicated
in Window Schedule.
2. Do not lower windowsill as indicated in Window Schedule.
Purpose of work:
1. Owner did not want Window 94 lowered to provide egress and match the
treatment of the other windows on that side of the house. The lower window
would be below the headboard in that bedroom The egress requirement can
be satisfied by changing Window#3 to a vertical slider.

1. Remove existing textured ceiling finish in the Dining and Living Rooms and
apply new textured finish.
Purpose of work:
1. Ceiling finish was defective and began to peel off after the installation of the
new evaporative cooler. Work includes asbestos abatement.

1. Do not replace Bathroom Windows#6 and#7 as directed on plans.
Purpose of work:
1. Bathroom Windows#6 and#7 are too narrow for retrofit windows.

1. Install a new pair of acoustical entry doors for Door "A" instead of the pair of
storm doors indicated in the Door Schedule.
Purpose of work:

I. The homeowners agreed to the storm doors thinking they were French doors.
They did not know what storm doors are and now that they understand they
want the Program acoustical door. This would normally be a homeowner
upgrade but Lila Zinn, with C. Kell-Smith and Associates, and I recommend
that the Program cover the cost of the change.

Description:

1. Do not replace Window#8.
2. Provide an additional window, Window 49, size to be provided by the
Contractor.
Purpose of work:
1. Window #8 is too small for retrofit window, as called for in Window
Schedule.
2. Field verification by Contractor found a window that was not indicated on the
plans.

I HEREBY CERTIFY that this Minute Order approving a change order,
Change Order#1, with T& M Construction in the amount of$13,480.90 for
the Airport's Residential Sound Insulation Program was adopted by the City
Council of the City of Palm Springs, California in a meeting thereof held on
