HomeMy WebLinkAbout20812 - RESOLUTIONS - 1/7/2004 RESOLUTION NO. 20812 ' OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ACCEPTING THE PROPOSAL FROM COMBAT SUPPORT ASSOCIATION (CSA), A DULY RECOGNIZED AGENT OF THE UNITED STATES ARMY, FOR THE SALE OF ONE (1) SURPLUS P-19 AIRCRAFT RESCUE AND FIRE FIGHTING (ARFF)APPARATUS IN THE AMOUNT OF $85,000, BASED ON URGENT NEEDS OF THE UNITED STATES MILITARY AND DEDICATING THE FUNDS TO THE CITY'S SHARED MOBILE COMMAND POST. WHEREAS, the events of September 11th have placed extraordinary requirements on the Unites States military and the City of Palm Springs; and, WHEREAS, the City having recently replaced the three (3) ARFF apparatus assigned to the Palm Springs International Airport,through an Airport Improvement Program(AIP)grant from the Federal Aviation Administration (FAA); and, WHEREAS, under normal circumstances, the FAA would require that funds from surplus apparatus purchased via AIP funds must go toward the replacement of new apparatus,the FAA has agreed that funds from the surplus sale can go toward the Department of Aviation share of a City shared Mobile Command Post; and, WHEREAS, after careful review of the proposal from Combat Support Association (CSA) on behalf of the United States Army, it has been deemed to be responsive and responsible. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: 1. The events of September 11th have placed extraordinary demands on the United States military, as well as the City of Palm Springs. 2. The Director of Procurement & Contacting believes the proposal offered by the United States military will result in a higher return to the City compared with what would be realized by the competitive bid process for the single apparatus.Accepting this proposal supports the Unites States military effort. 3. That the sale of one (1) surplus Oshkosh P-19 Aircraft Rescue and Fire Fighting (ARFF) apparatus is awarded to Combat Support Association (CSA), who is an authorized agent acting on behalf of the Unites States Army in the amount of $85,000. 4. The Department of Aviation has received authorization from the Federal Aviation Administration (FAA) to utilize the revenue from the sale of this ARFF apparatus towards the Airport's portion of acquiring a shared City mobile command post. ' e75 R20812 Page 2 5. The funds from the sale of this single apparatus are hereby dedicated to the ' Department of Aviation's portion of the pending City mobile command post.
