OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING AMENDMENTS TO THE GENERAL
PLAN CIRCULATION ELEMENT AS FOLLOWS:
(A)5.0956-A REQUEST BY HUDDLE SPRINGS DEVELOPMENT,
LLC FOR AN AMENDMENT TO THE GENERAL PLAN
CIRCULATION MAP TO RECLASSIFY MESQUITE AVENUE
BETWEEN SOUTH PALM CANYON DRIVE AND RANDOM ROAD
FROM A SECONDARY THOROUGHFARE TO A COLLECTOR
STREET; AND
(B) 5.0965 - A REQUEST INITIATED BY THE CITY OF PALM
SPRINGS FOR AN AMENDMENT TO THE GENERAL PLAN
CIRCULATION MAP TO RECLASSIFY MESQUITE AVENUE
BETWEEN EL CIELO ROAD AND VELLA ROAD FROM A
SECONDARY THOROUGHFARE TO A SPECIAL COLLECTOR
STREET, TO CLARIFY GENERAL PLAN POLICY 7.1.5. WITH
REGARDS TO "SPECIAL STREET PROGRAM", AND TO ADD A
NEW GENERAL PLAN POLICY 7.1.5.A. "MESQUITE AVENUE
SPECIAL STREET PROGRAM"; AND
' (C) 5.0977 - A REQUEST BY WESSMAN DEVELOPMENT
COMPANY FOR AN AMENDMENT TO THE GENERAL PLAN
CIRCULATION MAP TO RECLASSIFY CAHUILLA ROAD
BETWEEN TAHQUITZ CANYON WAYAND RAMON ROAD FROM
A COLLECTOR STREET TO A LOCAL STREET.
WHEREAS, Huddle Springs Development, LLC (the "applicant') has filed Case 5.0956 for an
amendment to the General Plan Circulation Element so as to reclassify Mesquite Avenue between
South Palm Canyon Drive and Random Road from a secondary thoroughfare to a collector street;
and
WHEREAS,the City of Palm Springs(the"applicant')has initiated Case 5.0965 for an amendment
to the General Plan Circulation Element so as to reclassify Mesquite Avenue between El Cielo
Road and Vella Road from a secondary thoroughfare to a special collector street, clarify General
Plan Policy 7.1.5. with regards to "special street program", and add a new General Plan Policy
7.1.5.a. "Mesquite Avenue Special Street Program"; and
WHEREAS, Wessman Development Company (the "applicant') has filed Case 5.0977 for an
amendment to the General Plan Circulation Element so as to reclassify Cahuilla Road between
Tahquitz Canyon Way and Ramon Road from a collector street to a local street; and
WHEREAS, notice of a public hearing of the Planning Commission of the City of Palm Springs to
consider Case Nos. 5.0956, 5.0965, and 5.0977, requests to amend the General Plan Circulation
Element, was given in accordance with applicable law; and

WHEREAS,on November 12, 2003 a public hearing to consider Case 5.0965, a request to amend ,
the General Plan Circulation Element, was held by the Planning Commission in accordance with
applicable law; and
WHEREAS, on November 26, 2003, a public hearing to consider Case 5.0977, request to amend
the General Plan Circulation Element, was held by the Planning Commission in accordance with
applicable law; and
WHEREAS, on December 10, 2003, a public hearing to consider Case 5.0956, request to amend
the General Plan Circulation Element, was held by the Planning Commission in accordance with
applicable law; and
WHEREAS, notice of a public hearing of the City Council of the City of Palm Springs to consider
Case Nos. 5.0956, 5.0965, and 5.0977, requests to amend the General Plan Circulation Element,
was given in accordance with applicable law; and
WHEREAS, on December 17, 2003 a public hearing to consider Case Nos. 5.0956, 5.0965, and
5.0977, requests to amend the General Plan Circulation Element, was held by the City Council in
accordance with applicable law; and
WHEREAS, in accordance with Section 15063 of the California Environmental Quality Act, an
Environmental Assessments have been prepared forthe proposed General Plan Amendments and
have been distributed for public review and comment in accordance with CEQA; and
WHEREAS,the City Council has carefully reviewed and considered all of the evidence presented '
in connection with the hearing on the project, including but not limited to the staff report, all written
and oral testimony presented.
THE CITY COUNCIL HEREBY FINDS AS FOLLOWS:
Section 1: Pursuant to CEQA, the City Council finds that the current environmental
assessments for Case Nos. 5.0956, 5.0965, and 5.0977 adequately address the
general environmental setting of the proposed Project, its significant environmental
impacts, and the mitigation measures related to each significant environmental
effect for the proposed project. The City Council further finds that with the
incorporation of proposed mitigation measures,potentially significant environmental
impacts resulting from this project will be reduced to a level of insignificance and
therefore recommends adoption of a Mitigated Negative Declaration for the project.
Section 2: With regards to Case 5.0956, the proposed project is to amend the General Plan -
Circulation Element in order to reclassify Mesquite Avenue between South Palm
Canyon Drive and Random Road from a secondary thoroughfare to a collector
street. Mesquite Avenue is currently improved to collector street standards at this
location with a 60 foot right-of-way and a 40 foot wide pavement width. A secondary
thoroughfare would require an 80 to 88 foot right-of-way with a pavement width of
64 feet. Mesquite Avenue east of Random Road is already designated a collector
street and traverses a single family residential neighbourhood. Due to the need to ,
transition from a commercial to residential uses, downgrading Mesquite Avenue at
this location will contribute to the overall traffic calming program currently being
proposed and implemented in the Deepwell/Tahquitz River Estates neighbourhood.

' The traffic study completed for the associated Huddle Springs project also shows
that there is no need to improve Mesquite to secondary thoroughfare standards
because a collector street could support the projected traffic volume.
Section 3: With regards to Case 5.0965, the proposal is to amend the General Plan —
Circulation Element to downgrade Mesquite Avenue, between El Cielo Road and
Vella Road, from a Secondary Thoroughfare to a Special Collector designation.
This designation would allow the existing right-of-way width of 88 feet to be
maintained and the widening of Mesquite Avenue between Mountain View Drive and
Avenida La Evelita to construct a special street section consisting of two through
traffic lanes (one in each direction)separated by a 12-foot wide raised, landscaped
median, and a one-way local park access road with parallel parking.
Traffic calming features will be implemented to encourage low-speed,thus deterring
through travel. Commuters that use Mesquite Avenue for through travel will seek
other paths of travel that are designed to accommodate these movements more
efficiently.
The proposed General Plan Amendmentwill also improve local access between the
residential community and the recreational land uses to the south of Mesquite
Avenue, reduce roadway capacity, and discourage high speed commuter traffic.
This portion of Mesquite Avenue is adjacent to Palm Springs Youth Center and
' Demuth Park. Special design and control features would be incorporated in the
improvement plan to define, enhance and reinforce the local-access character of
Mesquite Avenue. The proposed improvements would provide an "inner" and
"outer' roadway on the south side of Mesquite Avenue in order to separate local
activities, parking, land use and future bicycle and transit facilities, and other traffic
on Mesquite.
Section 4: With regards to Case 5.0977, the amendment to the General Plan Circulation
Element is being requested in conjunction with PD-288 and TTM 31887, a request
to construct 38 condominium units. To remove Cahuilla Road's designation as a
collector roadway between Ramon Road and Tahquitz Canyon Way will reduce the
right-of-way from sixty(60)feet to fifty(50)feet. The narrowed roadway will allow
bay parking on the west side of Cahuilla Road at the 284 Cahuilla Road location
and a modified street design. The bay parking proposed is consistent with other
bay parking areas for both single-family residences and multi-family residences
within the area pertinent to this General Plan amendment request and is consistent
with the General Plan objective of providing an adequate supply of on and off street
parking for residential parking needs and to overcome perceived deficiencies in
existing facilities.The modified design consists of decorative paverfive(5)foot wide
pedestrian walkways separated from the bay parking by a two foot planter.
Additionally, in response to neighborhood concerns,this amendment to the General
Plan Circulation Element to remove Cahuilla Road's designation as a collector
roadwayfrom Ramon Road to Tahquitz Canyon Waywill allowfor a narrowerstreet
' section that will aide in traffic calming. General Plan policy 7.4.1 indicates that the
modification of internal traffic patterns is a method of accomplishing that objective.

Section 5: The proposed amendments to the General Plan are necessary and proper at this '
time, and are not likely to be detrimental to the; adjacent property or residents.
NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City Council hereby
approves the amendments to the General Plan Circulation Element as shown in Exhibits A, B, C,
and D.

GENERAL PLAN POLICY 7.1.5. AND 7.1.5.A.
7.1.5. Cross-section standards may be modified by the Planning Commission and/or City Council
to take into consideration the need for special right-of-way widths, street improvements, or
pavement widths:where property cannot be feasibly acquired and/or within the downtown
to facilitate traffic calming and public parking facilities and/or where the street will scar the
landscape due to the nature of the terrain and/or the nature of the terrain through which the
street passes to prevent scarring of the landscape to create area needed to provide linear
parks, bicycle or other alternative transportation facilities and/or achieve an urban design
and special street program such as traffic calming programs, pedestrian oriented
streetscapes, bike or alternative transportation paths, and/or other coordinated programs
as proposed; or in response to a specific plan or planned development district. In addition,
the determination of the Planning Commission and/or City Council shall conclude that there
are no significant impacts to health, safety, and welfare of the residents of Palm Springs.
7.1.5.a. Mesquite Avenue Special Street Proqram - Mesquite Avenue between El
Cielo Road and Vella Road shall be designated a special collector street
with a right-of-way width of 88 feet and a pavement width of up to 60 feet
with two travel lanes, one in each direction, a frontage road, and a parkinq
' lane. A 12-foot wide landscaped median shall separate the through traffic
lanes from the new frontage road on the south side of Mesquite Avenue,
abutting Demuth Park. Various traffic calming measures such as curb"pop-
outs',"chokers",and channelization shall be implemented in orderto reduce
traffic speed and discourage through trafficwhile creating a more pedestrian
friendly street character.
