OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, ,
CALIFORNIA, INSTRUCTS THE FENTRESS BRADBURN
ARCHITECTURAL TEAM TO REDESIGN THE CONVENTION
CENTER EXPANSION TO MEET THE CITY'S ESTABLISHED
BUDGET, INSTRUCT STAFF TO CEASE ALL OTHER BIDDING
ACTIVITIES EXCEPT FOR THE NORTH PARKING LOT WHICH
SHOULD BE BID AS A PUBLIC WORKS PROJECT.
WHEREAS, Fentress Bradburn Architects were hired by the City to design an expansion of the
Convention Center with an original construction budget of$20,000,000; and
WHEREAS, on September 3, 2003 the City Council adjusted the budget to $25.527 million based
upon the then current project estimate; and
WHEREAS,the project Construction Documents estimate was received on November 14,2003 and
was $3.3 million over the established budget; and
WHEREAS,on November 18,2003 the first four(4)trade contract bids were received and were over
the high estimate aggregate of$795,511; and
WHEREAS, the City Council has rejected those bids and is desirous of an immediate redesign to
meet the budget.
NOW THEREFORE BE IT RESOLVED as follows:
Section 1. Fentress Bradburn Architects are hereby directed, per Exhibit 'B"Special '
Requirements of contract number A4615 to immediately undertake a redesign that
meets the $25.527 million construction budget so as to allow for an April 2004
construction start time-frame.
Section 2. Staff is hereby directed to cease all further bidding on the project until said redesign
by the architect is completed.
Section 3. Staff is hereby directed to proceed with the bidding and construction of the North
Parking Lot as a Public Works project, however said bidding shall be held in
abeyance until other costs are bid to be sure that the parking lot will not need to be
utilized as a project reduction.
Section 4. To ensure there is no misunderstanding in the design team the City hereby appoints
the Project Administrator,and in his absence the City Representative,as the person
authorized to determine what is in and what is cut from the design to bring the project
into budget.
