APPROVE PURCHASE OF FURNITURE FOR PALM SPRINGS POLICE DEPARTMENT
RECOMMENDATION:
That City Council approve purchase of additional furnishings necessaryto complete
the Narcotics Co-Location Facility at the Palm Springs Police Department, in the
amount of$45,873.72, participating in a County of Riverside Master Agreement with
Seal Furniture, Riverside.
SUMMARY:
On October 18`h, City Council awarded Bid 01-06 for purchase of a partial list of
furnishings needed for the new Narcotics Co-Location offices in the renovated
basement of the Police Department. This request is to approve purchase of
additional furnishings by participating in County of Riverside contract pricing in an
amount of$45,873.72, bringing the total furnishing expenditures to accommodate
the needs of 4 supervisory law enforcement personnel, six clericals and thirty
narcotics agents to $79,923.72.
BACKGROUND:
On October 18`h City Council approved purchase of office furniture needed to
support expanded law enforcement activities related to narcotics enforcement in
cooperation with other law enforcement agencies. (Narcotics Co-Location Offices)
That approval in an amount not to exceed $34,050 provided for the needs of the
four supervisory staff, six clerical staff, an investigator's area, an interview room and
a reception area, in addition to 30 chairs known to be required for the 30 agent's
work cubicles. The total expenditures for these items totaled $33,707.69.
At the time of the award there were on going discussions concerning the furnishing
requirements of the 30 work cubicles required for agents, as well as the
specifications for the 40 required conference room chairs. The result of those
discussion is this request from staff to authorize the purchase of the following:
40 Conference Room chairs @$124.85 each . . . . . . . . . . . . . . . $ 4,994.00

storage, task lights, etc. (includes installation)
1 Presentation cabinet for Conference Room . . . . . . . . . . . . . . $ 1,344.40

All prices are County of Riverside contract pricing and represent an average
discount of 52% off manufacturer's list price. The Procurement Manager finds that

the competition conducted by the County of Riverside is adequate to protect the
public interest and that the pricing is less than that likely to be obtained by the City
through an independent bid process.
Funds for the furnishings are available in Account #261-3200-52000, Police
Department Capital Improvements. It should be noted that the source of funding
for creation of the office space and the furnishings includes contributions totaling
$120,000.00 from the Agua Caliente Band of Cahuilla Indians, $77,000.00 from the
narcotics task force and $70,000 from the Desert Health Care District. The balance
of the funds, $60,000.00 was provided by the General Fund.

I HEREBY CERTIFY that this Minute Order approving purchase of additional furnishings
necessary to complete the Narcotics Co-Location Facility at the Palm Springs Police
Department, in the amount of $45,873.72, participating in a County of Riverside Master
Agreement with Seal Furniture, Riverside, California, was approved by the City Council of
the City of Palm Springs, California, in a meeting thereof held on the 15"day of November
2000.
