HomeMy WebLinkAbout11/1/2000 - STAFF REPORTS (8) 9 DATE: November 1, 2000 TO: City Council FROM: Downtown Development Director and Director of Facilities HEART OF PALM SPRINGS FESTIVAL RECOMMENDATION: That City Council consider sponsoring the Heart of Palm Springs Festival by adopting a Resolution suspending certain regulatory ordinances during the 2000 event as allowed under City Ordinance #1310. BACKGROUND: The Heart of Palm Springs Festival presenting k.d. Lang, which will take place on Wednesday, November 15. is designed to boost tourism and enhance the city's image as a lively destination. The Heart of Palm Springs Festival, being a City-sponsored event, is able to hang banners downtown, display posters, and otherwise promote the event. The producer will provide the appropriate insurance as required by the City's Risk Manager. It will also plan, organize, and stage the festival and is requesting no funds from the City. Muriel's Supper Club, the event promoter, has requested closure of Palm Canyon Drive between Arenas Road and Baristo Road and Arenas Road between Palm Canyon Drive and Indian Canyon Drive beginning at 4:00 p.m. on Wednesday, November 15, to reopen at 12:00 midnight. No alcoholic beverages are being seared on the street. This event was presented to the Main Street Board on Thursday, October 5. The board reviewed the proposal and signatures of support from Main Street merchants (attached) in the vicinity of the closure area. Muriel's is seeking City Council approval based upon this endorsement by the downtown merchants. Muriel's Supper Club will be setting up a Sony Jumbotron (video only) on Palm Canyon Drive at Arenas Road, facing south, so visitors and locals who failed to get tickets (only 450 will be sold) are able to still see the performance on stage. The performance will begin at 9:30 p.m. and conclude at 11:15 p.m. �aA HEART OF PALM SPRINGS FESTIVAL DATE: November 1, 2000 PAGE: Two On October 5, 1988, City Council adopted Ordinance #1310, which authorizes temporary suspension of regulatory ordinances to facilitate City-sponsored events. If this event becomes a City-sponsored event, a Resolution is attached for City Council consideration that temporarily suspends the Noise Ordinance, Sign Ordinance, and Zoning Ordinance on November 15 to facilitate the event. At its October 18 meeting, the Parks and Recreation Commission voted unanimously(6/0)to recommend that City Council approve City-sponsorship of thie event and adopt a Resolution suspending certain regulatory ordinances during the 2000 event. I HEREBY CERTIFY that this Minute Order, approving City sponsorship of the Heart of Palm Springs Festival on Wednesday, November 15, 2000, was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the I"day of November, 2000, BY: PATRICIA A. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES TO FACILITATE THE 2000 HEART OF PALM SPRINGS FESTIVAL. WHEREAS the City of Palm Springs designated the Heart of Palm Springs Festival as a City-sponsored event; and WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to maximize revenue production; and WHEREAS the City Council finds that certain regulatory ordinances, which are generally deemed desirable and necessary, may, nonetheless, impede the conduct of special events; and WHEREAS the City Council finds that in holding special events, the public interest and the benefits derived therefrom outweigh the temporary public inconvenience; and WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary suspension of regulatory ordinances. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, as follows: Section 1. A. That the 2000 Heart of Palm Springs Festival is a special event beneficial to the community and its visitor-oriented economy. B. That the date of the 2000 Heart of Palm Springs Festival is November 15. C. That Muriel's Supper Club is the event promoter, along with its construction personnel and staff. D. That the venue is Palm Canyon Drive between Arenas Road and Baristo Road and Arenas Road between Palm Canyon Drive and Indian Canyon Drive. Section 2. That the following ordinances are hereby temporarily suspended for the special event designated in Section 1 above: Sign Ordinance, Zoning Ordinance, and Noise Ordinance. Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and effect as to the event, date and persons or organizations as designated in Section 1 above.
