HomeMy WebLinkAbout10/18/2000 - STAFF REPORTS (21) DATE: October 18, 2000 TO: City Council FROM: Director of Finance & Treasurer and Director of Human Resources RANGE ADJUSTMENT FOR TWO FINANCE DEPARTMENT EMPLOYEES RECOMMENDATION: It is recommended that the City Council approve salary range adjustment of the Senior Accountant position from PS 52 to PS 53 and the Accountant position from PS 48 to PS 49 in recognition of the expanded job duties assigned to those positions. BACKGROUND: The Senior Accountant and the Accountant are positions in the Accounting Division of the Finance Department. Their job descriptions include typical accounting duties, such as detailed accounting analysis and entry, preparation of journal entries, and assisting in the annual closing of the City's financial records. The Senior Accountant is distinguished from the Accountant position by the level of responsibility and the complexity of duties assigned. Over the last year and a half, the City has been in the process of implementing a new payroll system, Highline Corporation's P2K system, to ensure that the City's payroll and human resource programs were year 2000 compliant. Recognizing the complexity of that task, a Project Implementation Team was formed which included the Director of Administrative Services, the Information Services Manager, the Senior Accountant and Accountant, and various other members from the Finance Department, Human Resources, Information Services, and Office of Management & Budget. A series of reorganizations eliminated the positions of Director of Admin Services, Information Services Manager and Director of OMB. Additionally, Human Resources experienced a considerable higher than normal level of employee turnover, which reduced the availability of time that could be devoted to the implementation project. Because of the personnel changes, and the inherent complexity of the project, more and more of the technical aspects of the implementation devolved onto the Senior Accountant and Accountant. The P2K system required the design of work rules, tables and user calculations that are unique to each city. In effect, the two positions had to design, test and implement computer programs and sub-routines. Specific new duties include coordinating and balancing the biweekly PERS report, developing attendance and benefit plans, implementing COLA and other labor contract changes, and writing and updating procedural manuals for the system. Future changes in employee wages, benefits and work rules will have to go though a similar process. These additional duties were added incrementally to the functions of the two positions in question. The proposed range adjustments recognize the fact that the job descriptions have been expanded, resulting in a higher level of responsibility. The top step of the Senior Accountant's range would move from $5188 to $5316 per month, and the Accountant's range from $4698 to $4816 per month. The adjustment would be made effective June 25, 2000 to coordinate with the Management, Professional & Supervisory (MAPS) employees' contract. If approved, the reclassifications would increase expenditures in the current fiscal year by about $2,700, which will be covered by salary savings from other positions in Finance that are currently unfilled. No additional appropriation will be needed. 8 P I The attached resolution amends the City's Classification and Compensation Plan to change pay ranges of the two positions.
