HomeMy WebLinkAbout10/18/2000 - STAFF REPORTS (19) DATE: October 18, 2000 TO: City Council FROM: Procurement Manager/Chairperson Skate Park Design Evaluation Committee AUTHORIZE NEGOTIATING A CONTRACT WITH INTERACTIVE DESIGN TO DESIGN A RECREATION CENTER TO INCLUDE NEW SKATE PARK AND SWIM CENTER IMPROVEMENTS RECOMMENDATION: That City Council authorize negotiations with Interactive Design Corporation to provide a design for a recreation center which would include a new skate park and Swim Center improvements BACKGROUND: On August 2°d, 2000, City Council approved staff's development and issuance of a Request for Proposal from experienced and qualified firms to provide professional design services for development of a recreation center,to include a new skate park and improvements to the existing Swim Center. (MO 6695) Staff immediately developed the Skate Park Design Review Committee. This Committee consisted of ten members, including Mayor Kleindienst, Mayor Pro-Tern Reller-Spurgin, the Director of Facilities, Procurement Manager, Associate Civil Engineer and a Risk Management Specialist representing the City of Palm Springs. Representing the public interest were two members of the City's Park and Recreation Commission, in addition to the most important component, two highly popular local skate board enthusiasts. On August 4, 2000, an advertisement was pl�ced in the Desert Sun requesting proposals from design firms qualified to provide the desired services. Additionally, copies of the Request for Proposal document were mailed to 14 firms. A pre- proposal meeting and site walk were held on August 23, 2000. Five firms, Hirsch and Associates, Land Image Landscape Architects, Interactive Design Corp., Purkiss Rose, and Community Design Group, submitted proposals by the due date of September 9, 2000. The first meeting of the Skate Park Design Review Committee was held on on October 2nd to review goals, establish methodology and to evaluate the five proposals. Three firms were selected for the short list: Hirsch and Associates, Land Image Landscape Architects and Interactive Design Corporation. A second meeting of the Committee was held on October 51h to develop a format for oral interviews with the three short-listed firms, including a list of questions to be posed after the presentations by the selected firms. Oral interviews were conducted on October 10`h with the three short-listed firms. The emphasis at these interviews keyed upon the skills and abilities demonstrated by each firm's skate park designer. The input and knowledge provided by the local skaters to the Committee and process were an invaluable component in determining the best design team to fill the needs of the City of Palm Springs. lCo � PAGE 2 AUTHORIZE NEGOTIATING A CONTRACT WITH INTERACTIVE DESIGN CORP., TO DESIGN RECREATION CENTER, INCLUDING A SKATE PARK AND SWIM CENTER IMPROVEMENTS The process would not have been possible without the input attained from the technical perspective of the local skating community. Staff believes this level of involvement early on in the selection process will separate our project from the mediocre nature at other skate parks being constructed in Southern California. The Evaluation Committee is very pleased"to recommend the team headed by Interactive Design Corporation of Palm Springs to City Council, conditional on successful negotiations of an Agreement for design services and construction oversight. The design for the Skate park will be coordinated by Site Design Inc., a nationally known firm which specializes in Skate Park designs. Local skateboarders will be invited to be involved with the design process. Site Design has successfully completed Skate parks which have received high ratings from skaters and awards from skate associations. These parks include Chandler,Arizona and Ocean Park,California,which are well known in the skating community for their high quality. HAROLD E. HEREBY CERTIFY that this Minute Order authorizing negotiating a contract with Interactive Design Corporation, Palm Springs, to design a recreation center to include a new skate park and Swim Center improvements, was approved by the City Council of the City of Palm Springs, California in a meeting thereof held on the 181h day of October, 2000.
