HomeMy WebLinkAbout10/18/2000 - STAFF REPORTS (10) DATE: October 18, 2000 TO: City Council FROM: Grants and Government Affairs Manager MID-VALLEY PARKWAY- PHASE 3 (CVAG AGREEMENT-AMENDMENT NO,2) RECOMMENDATION: That City Council approve Amendment Number 2 to City/CVAG Master Agreement No.A3741for the final phase (3) of the Mid-Valley Parkway Project in the City of Palm Springs. Amendment No. 2 increases the City/CVAG MVP Agreement by $290,000 ($145,000 for each agency per 50/50 agreement)and increases the CVAG reimbursement share from $2,496,600 to $2,641,600 for the combined MVP Phases 2 & 3. The final (Phase-3) of the MVP is for the widening of the intersection at Gene Autry Trail and Ramon Road, also the installation of an Airport Express Lane westbound on Ramon Road, from Gene Autry Trail to Vella Road entrance to the Airport; City Project No. 99-13. BACKGROUND: On November20, 1996 City Council approved a City/CVAG MasterAgreement(A3741 per Minute Order No. 5863) to construct the 2Id and 3' Phases of the Mid-Valley Parkway in Palm Springs.On November 17, 1999 City Council approved Amendment No. 1 to the MVP City/CVAG Master Agreement which increased the total MVP Phase-3 costs by $706,715 forthe streetwidening proposed at Ramon Road and GeneAutry Trail,the heaviest traveled (non-freeway) intersection in Coachella Valley (60,000 to 70,000 cars per day). Amendment No. 2 to the MVP Agreement increases the construction cost by $290,000, which amounts to $145,000 each for the City and CVAG based on the 50/50 shared costs per the agreement with CVAG. The $290,000 increase covers design and construction enhancements required by Caltrans since Gene Autry Trail is a segment of Highway 111. The cost increase also covers Construction Staking and Inspection/ Testing costs for the MVP Phase-3 Project. On July 25, 2000 City Council (as lead agency for CVAG) awarded a construction contract to Granite Construction Co. of Indio in the amount of$898,000 for the Mid-Valley Parkway Phase-3 Project at the intersection of Ramon Road and Gene Autry Trail and Express Lane link to the Palm Springs International Airport. All of the street construction is of `regional benefit' and is being co-funded by CVAG because the Mid-Valley Parkway was one of the significant Coachella Valley arterial projects specifically listed on the 1988 Measure A Ballot, The 50% reimbursement by CVAG is therefore funded by the %2 Cent Sales Tax Initiative from Measure "A" Funds established by the Riverside County i ransportation Commission and co-administered by Coachella Valley Association of Governments. CVAG is requesting approval of Amendment No.2 to the City/CVAG MasterAgreement for the Mid-Valley Parkway construction by their letter dated October 5, 2000, transmitting four original copies of the agreement for execution by the City. 7A Council Report dated 10/18/00-MVPAmendment No.2(Page 2) Note that the$290,000 in cost increases($145,000 City and$145,000 CVAG reimburseable) have already been taken into account in the current budget for the Mid-Valley Parkway Phases 2 & 3. Refer to MVP accounts: 134-4498-50133 (Local Measure A Match), 1 34-4497-50 1 33 and 261- 4491-50133 (CVAG reimburseable accounts). No general fund monies are required forthe project. Amendment No.2 to MVP City/CVAG Agreement Wlt)\ CITY OF PALM SPRINGS - CVAG REIMBURSEMENT AGREEMENT "MID VALLEY PARKWAY AIRPORT EXTENSION" STAGE II AMENDMENT NUMBER TWO/CONSTRUCTION AND PROJECT COMPLETION THIS AMENDMENT NUMBER TWO is made and entered into this day of , 2000, by and between the City of Palm Springs ("Agency"), and the Coachella Valley Association of Governments, a California joint powers agency, ("CVAG"). This amendment obligates and authorizes for expenditure, work not previously authorized under the terms of the existing Reimbursement Agreement, executed January 14, 1997 or amendment number one, Exhibit "A" -"Scope of Services" and Exhibit "B"- "Estimate of Cost". All other provisions are considered in force. CVAG will advance funds to Lead Agency as follows: Mid Valley Parkway Airport Extension Stage I and II - CVAG has a total of $2,496,600 programmed for improvements to the Mid Valley Parkway Airport Extension("the Project"). The amount of $2,496,600 was previously obligated and authorized by the original agreement and amendment number one. This amendment number two shall authorize additional funds in the amount not to exceed $145,000 to complete the construction of the last phase of the Mid Valley Parkway Airport Extension in the City of Palm Springs. For further detail please see Amendment Two - Exhibits "A", "B" and "C". Consultant shall assist in the production and distribution of any contract addendum(s) to clarify the bid documents that may be requested by the Agency. Consultant shall provide construction staking and survey services for the proposed roadway. Consultant shall review submitted shop drawings and product data for conformance to the construction documents, falsework plans, construction change order requests submitted by the contractor. Consultant shall prepare plan revisions as required to interpret, clarify or modify the construction documents as requested by the resident Engineer.
