OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, '
CALIFORNIA, APPROVING PLANS FOR THE AIRPORT'S
EXPLOSIVE DETECTION SYSTEM FACILITY AND
AUTHORIZINGA DESIGN/BUILDAPPROACH AS WELLAS
THE USE OF EXPEDITED/EMERGENCY PROVISION OF
THE PROCUREMENT ORDINANCE TO IMPLEMENT THIS
PROJECT.
WHEREAS the Palm Springs International Airport is required by federal law to provide
facilities for the 100% screening of all checked luggage; and
WHEREAS this last year the screening of checked luggage took place in the ticketing lobby
resulting in inconvenience and overcrowded facilities for the traveling public; and
WHEREAS recently the Airport was notified that late summer of 2003, new equipment will
be provided to the Airport for screening of checked luggage which must be installed behind
the ticket counters (this is a "use it or lose it equipment" offer); and
WHEREAS to provide for the adequate housing of the new equipment,which in turn will help
ensure the safe and secure processing of passengers through the Airport,the Airport must
carry out construction of those facilities in an expedited process, ,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as
follows:
SECTION 1. That the plans fortheAirport's Explosive Detention System Facility are hereby
approved; and
SECTION 2. That the construction of a new outbound luggage handling canopy may be
accomplished via a design/build pre-engineered steel building process; and
SECTION 3. That the enclosure of the existing outbound luggage handling area may be
accomplished via the emergency provision Section 7.04.040(3) of the
Municipal Code.
