HomeMy WebLinkAbout20589 - RESOLUTIONS - 5/7/2003 RESOLUTION NO. 20589 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, ' CALIFORNIA,ALLOWING STAFF TO SUBMITAN APPLICATION TO THE LAND AND WATER CONSERVATION FUND PROGRAM FOR THE RENOVATION OF THE PALM SPRINGS SWIM CENTER AT SUNRISE PLAZA IN THE AMOUNT OF $250,000. WHEREAS the Congress, under Public Law 88-578, has authorized the establishment of a Federal Land and Water Conservation Fund Grant-In-Aid Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation purposes; and WHEREAS the State Department of Parks and Recreation is responsible for administration of the program in the state, setting up necessary rules and procedures governing application by local agencies under the program; and WHEREAS said adopted procedures established by the State Department of Parks and Recreation require the City to certify by resolution the approval of the application and the availability of local matching funds prior to submission of said application to the state; and WHEREAS the proposed skate park project is consistent with the Statewide Comprehensive Recreation Resources Plan: California Outdoor Recreation Plan - 1994; and WHEREAS the project must be compatible with the land use plans of those jurisdictions immediately surrounding the project; and WHEREAS City Council finds that the Palm Springs Swim Center is located within an existing park facility that is consistent with the General Plan, zoning regulations, affects a limited portion of the park(less than five acres), has no habitat value, and will not cause any significant environmental impacts; and WHEREAS City Council finds that the project is Categorically Exempt from the California Environmental Quality Act. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs: SECTION 1. That approval is hereby given to file an application for Land and Water Conservation Fund assistance; and SECTION 2. That the City hereby certifies that it has matching funds from CIP's and Measure"Y"and can finance 100 percent of the project, half of which will be reimbursed; and SECTION 3. That the City hereby certifies that the project is compatible with the land use plans of those jurisdictions immediately surrounding the project; and ' R6e6lution 20589 Page 2 SECTION 4. That the City Manager is hereby appointed as agent of the City to conduct all negotiations with the State Department of Parks and Recreation. 1 ADOPTED this 71h day of May, 2003.
