HomeMy WebLinkAbout19954 - RESOLUTIONS - 12/20/2000 RESOLUTION NO. 19954 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE PURCHASE OF UP TO SEVENTEEN (17) INITIAL NEIGHBORHOOD ELECTRIC VEHICLES(NEV'S)FROM QUALITY CAR, INC.OF MIDWAY CITY, CA.,AT UNIT PRICES INDICATED IN EXHIBIT"A", TOTALING UP TO AN ESTIMATED $168,579 LESS UP TO $68,810 IN CALIFORNIA ENERGY COMMISSION (CEC) GRANT REIMBURSEMENTS FOR A NET BALANCE OF UP TO$99,769 TO THE CITY AND IT'S GRANT PARTNERS. THE CITY IS LEAD AGENCY AND PARTNERING WITH THE PALM SPRINGS UNIFIED SCHOOL DISTRICT, THE AGUA CALIENTE BAND OF CAHUILLA INDIANS, THE PALM SPRINGS CHAMBER OF COMMERCE AND THE DOWNTOWN DEVELOPMENT CENTER AS A COMBINED CLEAN AIR VEHICLE FLEET EFFORT IN PALM SPRINGS. CITY PROJECT NO. 2000-08. WHEREAS, the City of Palm Springs and Grant Partners wish to expand efforts to improve the air in Palm Springs and Coachella Valley by helping to eliminate air pollution using electric vehicles to replace gasoline or diesel fueled vehicles and/or trips in their respective fleets; and WHEREAS, the City of Palm Springs has received an $85,000 grant from the California Energy Commission (CEC), using Assembly Bill 1656 Petroleum Violation Escrow Account (PVEA) Funds to assist in the procurement cost of up to 21 Neighborhood Electric Vehicles (NEV's) for the City (Lead Agency) and it's four Grant Partners: 1. Palm Springs Unified School District, 2.Agua Caliente Band of Cahuilla Indians, 3. Palm Springs Chamber of Commerce and 4. Downtown Development Center; and WHEREAS, the City of Palm Springs and it's four grant partners wish to purchase up to 21 NEV's total, but only up to 17 NEV's initially, from Quality Car, Inc. of Midway City, Ca. at a total estimated cost of up to approximately $168,579 ,estimated, (less CEC Grant Credits) for the total fleet as follows: • Up to 17 total initial NEV's at approx. $168,579 (less 6$ 8,810 CEC Grant Credits)= $99,769 Est. City of Palm Springs: up to 8 NEV's & accessories; total about$45,539 (incl. CEC grant credits) (2 to Airport, 1 each to Police, Print Shop, Library, Procurement, City Shop and City Hall Misc.) Palm Springs Unified School District: up to 5 NEV's & acc.; total about 3$ 1,495 , incl. CEC grant Agua Caliente Band of Cahuilla Indians. up to 2 NEV's & acc., total about$12,779 , incl. CEC grant Palm Springs Chamber of Commerce: up to 1 NEV&acc.; total about$5,637 , incl. CEC grant Downtown Development Center up to 1 NEV & acc. ; total about$4,395 , incl. CEC grant credit All above conditional to approved reimbursement agreements/cash payments by all grant partners Page 1 of 2 Resolution 19954 NEV Purchase Resolution- Page 2 WHEREAS, the 17 initial NEV's (up to 21 total) are intended to replace gasoline/diesel vehicles 1 and/or trips (approx. 10 miles per vehicle per work day), totaling approximately 45,000 in projected fleet replacement trip miles annually, resulting in significant reduction of carbon monoxide , etc. pollution in the Palm Springs air. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs (as lead agency) authorizes the purchase of up to 17 initial Neighborhood Electric Vehicles (NEV's) from Quality Car, Inc. of Midway City, Ca. for the City and it's Grant Partners, listed above, at a cost of up to a total of about$168,579 (less CEC Grant Reimbursements totaling$68,810 for initial fleet)for a net cost of up to about$99,769, of which the City portion is a net cost of up to $45,539. The balance of costs to come from the grant partners either in cash or executed reimbursement agreement to guarantee payment to the City and Quality Car within the terms of the grant program and Quality Car, Inc. vehicles sales contract. The City and it's Grant Partners may defer the costs beyond the CEC Grant reimbursements($68,810 total)to afterJuly 1,2001 according to the Quality Car, Inc.proposal, however, the City will require cash payments or reimbursement agreements by it's Grant partners to be executed prior to delivery of NEV vehicles to assure compliance with terms of agreements.
