OF THE CITY COUNCIL OF OF THE CITY OF PALM SPRINGS,
CALIFORNIA, DESIGNATING THE TIE DOWN THAT HAS BEEN
INCORPORATED INTO EASMOR CIRCLE AS A CLASS 1
HISTORIC SITE.
WHEREAS, the Palm Springs Army Air Field was used by the Ferrying division of the Air Transport
Command in World War ll; and
WHEREAS, the principal reason the federal government established the base in Palm Springs was
to provide a dispersal and deployment location for planes being ferried to the east coast, mid
continent, pacific coast, and even Europe by means of South America; and
WHEREAS, there were a substantial number of aircraft at any one time on the base; and
WHEREAS, in orderto preclude any catastrophe, the tie down or "hardstand" project was instituted
to allow for disbursement of the fleet; and
WHEREAS, the tie downs were simply a concrete slab approximately 60 feet in diameter with
provisions for tie down ropes sized to accommodate one large plane or two smaller ones; and
WHEREAS, the tie down thathas been incorporated into Easmor Circle is in its original condition;
and
WHEREAS, the City Engineer finds that the designation of the subjecttie down will not negatively
impact the street system of the City of Palm Springs; and
WHEREAS, Chapter 8.05 of the Palm Springs Municipal code allows for the designation of historic
sites: and
WHEREAS, on October 4, 2000, the City Council held a public hearing on said designation as a
Class 1 Historic Site; and
WHEREAS, the designation of the tie down on Easmor Circle shall furtherthe purposes and intent
of Chapter 8.05; and
WHEREAS, the designation of the tie down on Easmor Circle shall promote the sensitive

preservation of said site.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California
as follows:
Section 1. The tie down on Easmore Circle is designated as a Class 1 Historic Site pursuant
to Chapter 8.05 of the Palm Springs Municipal Code.
Section 2. No Permit for exterior alterations to the tie down may be issued withoutfirst obtaining
a Certificate of Approval from the Historic Site Preservation Board and approval of
the City Council. Road maintenance shall be conducted so as to protect the integrity
of the tie down.
Section3. The City Council hereby directs the City Clerk to submit this resolution to the county
recorder for recordation within 90 days of the effective date of this resolution.
