HSPB-40: REQUESTTO DESIGNATEA PORTION OF EASMOR CIRCLE,AS A CLASS 1 HISTORIC SITE. RECOMMENDATION It is recommended that the City Council receive public comment and review information regarding the designation of "tie down"on Easmor Circle as a Class 1 Historic Site. If the Council desires, the attached Resolution may be adopted. RULES AND REGULATIONS FOR A CLASS 1 HISTORIC SITE A Class 1 Historic Site is a structure orsite that qualifies for city designation. This structure or site may be qualified at the federal, state and/or county level. An archival file will be maintained. The structure or site may not be modified nor objects removed without the approval of the City Council. Usage may be limited by the City Council to the extent that it may impair the integrity of the site. The site will be plaqued. The City Council is authorized to designate Historic Sites. The Historic Site Preservation Board is charged with conducting studies and investigation of sites proposed for designation and making a recommendation to the City Council regarding proposed designation. In accordance with Section 8.05.180 of the Municipal Code, no person may undertake any of the following within or upon a Class 1 Historic Site without a Certificate of Approval from the Historic Site Preservation Board: 1. Construction of a new structure; 2. The moving, demolition or alteration of an existing structure in any manner which affects the exterior appearance of the structure; 3. A change in land use which affects the exterior appearance of a structure or the interior arrangement of public buildings; 4. The erection,remodeling or replacing of sign which affects the exterior appearance of a structure. Additionally,in accordance with Section 8.05.170 of the Municipal Code, at any time afterthe initiation of proceedings for designation of an historic site, the Historic Site Preservation Board may, upon its own motion or upon the application of any interested person, issue an order staying any proposed or threatened demolition or alteration of the exterior of any structure within or upon such proposed site. Such stay order shall be effective for no longer than 120 days and is intended to afford time for necessary studies, hearings and determination whether such site should be designated as a historic site. Such stay order may be extended once for a period not to exceed sixty days. Decisions of the Historic Site Preservation Board may be appealed to the City Council TIE DOWN ON EASMOR CIRCLE The Palm Springs Army Air Field was used by the Ferrying Division of the Air Transport Command in World War II. A request was made at that meeting to also include the caveat in the motion taken to include Street Repair to the asphalt surrounding the proposed historical site. As of this date, there continues to be a 2 - 3 inch difference from the asphalt and the cement slab similar to the way Palm Canyon Drive had such a buildup over the years. This causes a very large speed bump in our neighborhood. Some of the asphalt is starting to wear away, not to mention our tires. If you accept the proposed plan, I respectfully request that you please also include direction to staff to fix the asphalt surrounding the site in order to make the access much smoother. Thomas Kieley, Jr., with the arrival of the Ferrying Division of the Air Transport Command, a large building program commenced. This program included barracks, mess halls,tie downs, maintenance hangers,headquarters, recreational facilities, taxi ways, runways, garages, and fire stations. The principal reason for establishing the base in Palm Springs was to provide a dispersal and deployment location for planes being ferried to the east coast, mid continent, pacific coast, and even Europe by means of South America. Thus, there were a substantial number of aircraft at anyone time on the base. In order to preclude any catastrophe,the tie down or "hardstand" project was instituted. The tie downs were simply a concrete slab approximately 60 feet in diameter with provisions for tie down ropes. Each of the slabs would accommodate one large plane or two smaller ones. There were somewhere between 30 to 40 slabs located on the east half of Section 17 (an area presently between El Cielo on the east, Farrell on the west,Alejo on the north, and Ramon on the south.). The actual locations were randomly scattered over the area. The construction of the tie downs was a very logical solution to the safety problem at the time as it lessened the fear of the fleet being vandalized. One of these tie downs has been incorporated into the street system on Easmor Circle. IMPACT OF DESIGNATION ON EXISTING STREET SYSTEM The applicant has metwith City Engineer Dave Barakian regarding the proposed designation of the tie down. Mr. Barakian has indicated that he does notfind the proposed designation to be problematic from a traffic standpoint. The City Council meeting begins at 7:00 PM in the City Council Chambers, 3200 E. Tahquitz Canyon Way, Palm Springs. The purpose of the hearing is to consider designation of aportion of Easmor Circle,as a Class I Historic Site. The portion of roadway is a concrete circle located approximately 120 feet north ofthe intersection of Easmor Circle and Livmore Avenue. This concrete circle was utilized during World War II by the United States Government as a"tie down" for air planes. This request is categorically exempt from review wider the California Environment Quality Action. The application is available for public review in the Department of Planning and Building,City Hall,3200 East Tahquitz Canyon Way, Palm Springs. The Historic Site Preservation Board meeting begins at 8:15 a.m.in the Large Conference Room at City Hall,3200 E.Tahquitz Canyon Way, Palm Springs. The purpose ofthe hearing is to consider designation of a portion of Easmor Circle,as a Class 1 Historic Site. The portion ofroadway is a concrete circle located approximately 120 feet north ofthe intersection of Easmor Circle and Livmore Avenue. This concrete circle was utilized during World War II by the United States Government as a"tie down" for air planes. This request is categorically exempt from review under the California Enviromnent Quality Action. The application is available for public review in the Department of Planning and Building,City Hall,3200 East Tahquitz Canyon Way, Palm Springs. If any individual or group challenges the action in court,issues raised maybe limited to only those issues raised atthe public hearing described in this notice or in written correspondence at or prior to the Historic Site Preservation Board hearing. WHEREAS,the Palm Springs Army Air Field was used bythe Ferrying division of the Air Transport Command in World War ll; and WHEREAS,the principal reason the federal government established the base in Palm Springs was to provide a dispersal and deployment location for planes being ferried to the east coast, mid continent, pacific coast, and even Europe by means of South America; and WHEREAS, there were a substantial number of aircraft at any one time on the base; and WHEREAS, in orderto preclude any catastrophe,the tie down or"hardstand"projectwas instituted to allow for disbursement of the fleet; and WHEREAS, the tie downs were simply a concrete slab approximately 60 feet in diameter with provisions for tie down ropes sized to accommodate one large plane or two smaller ones; and WHEREAS, the tie down that has been incorporated into Easmor Circle is in its original condition; and WHEREAS, the City Engineerfinds that the designation of the subject tie down will not negatively impact the street system of the City of Palm Springs; and WHEREAS,Chapter 8.05 of the Palm Springs Municipal code allows forthe designation of historic sites; and WHEREAS, on October 4, 2000, the City Council held a public hearing on said designation as a Class 1 Historic Site; and WHEREAS,the designation of the tie down on Easmor Circle shall further the purposes and intent of Chapter 8.05; and WHEREAS, the designation of the tie down on Easmor Circle shall promote the sensitive / ad* Tie Down Resolution October 4, 2000 Page 2 preservation of said site. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California as follows: Section 1. The tie down on Easmore Circle is designated as a Class 1 Historic Site pursuant to Chapter 8.05 of the Palm Springs Municipal Code. Section2. No Permit for exterior alterations to the tie down may be issued withoutfirst obtaining a Certificate of Approval from the Historic Site Preservation Board and approval of the City Council. Road maintenance shall be conducted so as to protect the integrity of the tie down. Section3. The City Council hereby directs the City Clerk to submitthis resolution to the county recorder for recordation within 90 days of the effective date of this resolution.
