ARENAS ROAD BLOCK PARTY
RECOMMENDATION:
That the City Council sponsor the Arenas Road Block Party and adopt a Resolution
suspending certain regulatory ordinances during the 2000 event.
BACKGROUND:
Since 1997, the Palm Springs Pride Festival has been staged on Arenas Road
between Indian Canyon Drive and Calle Encilia. The 2000 Palm Springs Pride
Festival will be staged in Palm Springs Stadium, Sunrise Plaza, on Saturday and
Sunday, November 4 and 5. The City is a sponsor of the Pride Festival.
Bent Productions was contacted by several merchants on Arenas Road to produce
an event on Arenas Road the weekend of the Pride Festival. This event is in no
way intended to be in competition with the Palm Springs Pride Festival, but rather
a complement to the Pride weekend. This event is designed to be a site for many
of the visitors coming to Palm Springs for the festival weekend and is supported by
a majority of Arenas Road merchants, as has been the case with previous Pride
weekend events staged on the road.
Event sponsors and the Arenas Road merchants believe that there should be
something to do on Arenas Road for the weekend to accommodate the 30,000 or
so visitors attending the event in the stadium and the previous activities held on
Arenas Road in past Pride events.
The parade marches down Palm Canyon Drive on Sunday, November 5. When it
ends, crowds will descend down the side streets to Arenas Road and Palm Springs
Stadium. Also, shuttles will be available on site at Arenas Road and the stadium
to transport attendees between the venues.
The producer will plan, organize and stage the event and is requesting no funds
from the City.
The producer has requested closure of Arenas Road between Indian Canyon Drive
and Calle Encilia beginning at 6:00 a.m. on Saturday, November 4, to reopen at
10:00 p.m. on Sunday, November 5. No alcoholic beverages are being served on
the street and all entertainment will conclude each day prior to 6:00 p.m.

On October 5, 1988, City Council adopted Ordinance #1310, which authorizes
temporary suspension of regulatory ordinances to facilitate City-sponsored events.
If this event becomes a City-sponsored event, a Resolution is attached for City
Council consideration that temporarily suspends the Noise Ordinance, Sign
Ordinance and Zoning Ordinance on November 4 and 5 to facilitate the event.

Palm Springs City Council 10/4/00
My name is Jack Schloeder and I am a resident of Palm Springs.
Mr. Mayor and members of the City council and Staff.
I am here tonight not to advocate any particular outcome on item no, 10 on the consent
agenda but rather, to present the facts to this body so that it may make an informed
decision that will be in the best interest of the community as a whole.
I am the President of Greater Palm Springs Pride 2000. As you are aware the City of Palm
Springs has graciously agreed to sponsor this year's Pride parade and festival to be held at
Palm Springs Stadium. On behalf of the Board of Directors, we wish to thank you for this
support.
What you may not know is that Greater Palm Springs Pride is a non profit organization and
this event is a non profit event designed and conceived to benefit the community as a
whole by celebrating our diversity.
This year's event was relocated from Arenas Road to Palm Springs Stadium for many
legitimate reasons. For example, The Stadium is a self contained facility that provides
power, water and restroom facilities as well as ease of security for participants, vendors and
attendees. Attendees can easily and comfortably be accommodated and the noise from
entertainers minimized. Stadium seating is available for those wishing to enjoy a variety of
musical and comedy entertainment.
Simply stated, this annual celebration was growing too large to be comfortably and safely
accommodated on Arenas Road.
Tonight you are being asked to approve City sponsorship of the Arenas Road block party
tentatively planned for November 4th and 5th, during Greater Palm Springs Pride, and to
temporarily suspend certain regulatory ordinances to facilitate same.
This Arenas Road block party is being called A salute to Pride. It is not however, in any
way connected or affiliated with Greater Palm Springs Pride. It is an entirely separate event.
The fact is that it is in direct competition to Greater Palm Springs Pride. The Arenas Road
event is being produced by Bent Productions, and is a for profit event that benefits a few
whereas Greater Palm Springs Pride is a non-profit event that benefits the entire
community.
These are the facts that you should be aware of and consider when making your decision
on consent agenda item no. 10..
Thank you for your time and attention. The Board of Directors looks forward to seeing each
of you during the festival and in the parade.

APPROVING CITY SPONSORSHIP OF THE ARENAS
ROAD BLOCK PARTY ON SATURDAY AND SUNDAY,
NOVEMBER 4 AND 5, 2000.
I HEREBY CERTIFY that this Minute Order, approving City sponsorship oftheArenas Road
Block Party on Saturday and Sunday, November 4 and 5, 2000, was adopted by the City
Council of the City of Palm Springs, California, in a meeting thereof held on the 4th day of
October, 2000.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN
REGULATORY ORDINANCES TO FACILITATE THE 2000
ARENAS ROAD BLOCK PARTY.
WHEREAS the City of Palm Springs designated the Arenas Road Block Party as a City-
sponsored event; and
WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to
maximize revenue production; and
WHEREAS the City Council finds that certain regulatory ordinances, which are generally
deemed desirable and necessary, may, nonetheless, impede the conduct of special events;
and
WHEREAS the City Council finds that holding special events, the public interest and the
benefits derived therefrom outweigh the temporary public inconvenience; and
WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary
suspension of regulatory ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, as follows:
Section 1. A. That the 2000 Arenas Road Block Party is a special event beneficial to
the community and its visitor-oriented economy.
B. That the date of the 2000 Arenas Road Block Party is November 4 and
5.
C. That Bent Productions is the event promoter, along with its construction
personnel and staff.
D. That the venue is Arenas Road between Calle Encilia and Indian Canyon
Drive.
Section 2. That the following ordinances are hereby temporarily suspended for the
special event designated in Section 1 .above: Sign Ordinance, Zoning
Ordinance and Noise Ordinance.

Section 3. That the regulatory ordinances designated in Section 2 above shall remain
in full force and effect except as to the event, date and persons or
organizations as designated in Section 1 above.
