HomeMy WebLinkAbout10/4/2000 - STAFF REPORTS (8) 7 DATE: October 4, 2000 TO: City Council FROM: City Engineer CONTRACT SERVICES AGREEMENT FOR MATERIALS TESTING RECOMMENDATION: That the City Council approve a Contract Services Agreement with Professional Service Industries, Inc., in the amount of$10,945.00, for materials testing, services and reports for construction of improvements related to the Mid Valley Parkway Phase III, City Project No. 99-13. BACKGROUND: On August 2, 2000, City Council awarded the contract for construction of the Mid Valley Parkway Phase III, City Project No. 99-13, to Granite Construction Co. This project will construct a dedicated west-bound traffic lane to the Airport Extension Road;widen the intersection at Gene Autry Trail and Ramon Road to provide three through-traffic lanes, two left-turn lanes, and dedicated right-turn lanes; and make modifications to the underground storm drain system and traffic signal improvements. It is the City's third and final Mid Valley Parkway Project, of which 50% is funded by the Coachella Valley Association of Governments (CVAG) Regional Measure A funds, and 50% financed by local Measure A funds. The project occurs within State Highway 111 right-of-way, requiring oversight by the California Department of Transportation (Caltrans). Their approval of the plans and specifications for the project was granted through the issuance of an encroachment permit to the City for the work. That permit, as well as the conditions of the project, require compliance testing of materials used in the construction of the improvements. Staff sent Requests for Proposals to the following professional geotechnical engineering firms specializing in materials testing: Earth Systems Southwest, Professional Service Industries, Inc., and Sladden Engineering. Staff reviewed the proposals received in response to this request, and recommends Professional Service Industries, Inc., as the firm most qualified to perform the materials testing services for the City. Staff recommends that the City Council approve a Contract Services Agreement with Professional Service Industries, Inc., in an amount not to exceed $10,945.00. Agreement G� CITY OF PALM SPRINGS Engineering Department CONTRACT SERVICES AGREEMENT FOR MID VALLEY PARKWAY PHASE III CITY PROJECT 99-13 THIS CONTRACT SERVICES AGREEMENT(herein "Agreement") is made and entered into this day of , 2000. by and between the CITY OF PALM SPRINGS, a municipal corporation (herein "City") and PROFESSIONAL SERVICE INDUSTRIES, INC., (herein "Contractor"). (The term Contractor includes professionals performing in a consulting capacity). NOW, THEREFORE, the parties hereto agree as follows: 1.0 SERVICES OF CONTRACTOR 1.1 Scope of Services. In compliance with all of the terms and conditions of this Agreement, the Contractor shall perform the work or services set forth in the "Scope of Services" attached hereto as Exhibit "A" and incorporated herein by reference. Contractor warrants that all work and services set forth in the Scope of Services will be performed in a competent, professional and satisfactory manner. 1.2 Compliance With Law. All work and services rendered hereunder shall be provided in accordance with all ordinances, resolutions, statutes, rules, and regulations of the City and any Federal, State or local governmental agency of competent jurisdiction. 1.3 Licenses, Permits Fees and Assessments. Contractor shall obtain at its sole cost and expense such licenses, permits and approvals as may be required by law for the performance of the services required by this Agreement. 2.0 COMPENSATION 2.1 Contract Sum. For the services rendered pursuant to this Agreement, Contractor shall be compensated in accordance with the "Schedule of Compensation" attached hereto as Exhibit "B" and incorporated herein by this reference, but not exceeding the maximum contract amount of Ten Thousand Nine Hundred Forty-five Dollars($10,945.00)("Contract Sum"). 2.2 Method of Payment. Provided that Contractor is not in default underthe terms of this Agreement, Contractor shall be paid as outlined in Exhibit "B", Schedule of Compensation. 3.0 COORDINATION OF WORK 3.1 Representative of Contractor. Paul Hoersting is hereby designated as being the principal and representative of Contractor authorized to act in its behalf with respect to the work and services specified herein and make all decisions in connection therewith. 3.2 Contract Officer. Tom Cartwright is hereby designated as being the representative the City authorized to act in its behalf with respect to the work and services specified herein and make all decisions in connection therewith ("Contract Officer"). The City Manager of City shall have the right to designate another Contract Officer by providing written notice to Contractor. FS^_\276\n99999-30fuR2022G93.2 03122/95 RevoM 09/01/98 6 h z EXHIBIT "A" SCOPE OF SERVICES The Contractor shall provide materials testing, services, and reports for construction of improvements related to the Mid Valley Parkway Phase III, City Project 99-13, within 24 hours advance notification by the City, as follows: Task 1 — Sampling and Testing Obtain material samples as directed by the City required to perform material quality tests on existing subgrade material, imported base material, imported asphalt concrete pavement material, and imported Portland cement concrete material necessary to determine compliance with material quality specifications. Perform relative compaction tests of the compaction of storm drain trench backfill, existing subgrade material beneath curbs and street sections, compaction of imported base material within street sections, and compaction of imported asphalt concrete pavement, as directed by the City, necessary to determine compliance with backfill compaction specifications. Task 2 — Laboratory Tests Perform the following laboratory tests: Comp. Moisture Density Relationship (ASTM D-1557), R- Value, Base Gradations (ASTM C117, C136), Concrete Compressions, and Asphalt Extractions. Task 3 — Final Report The Contractor shall provide a final report of materials testing upon completion of the project.
