MASTER PLAN CONSULTANT CONTRACT- COFFMAN ASSOCIATES
RECOMMENDATION:
It is recommended that City Council approve a professional services agreement with
Coffman Associates for an Airport Master Plan Update project and related
environmental documentation.
BACKGROUND:
In June of 2000, the Airport Commission and City Council selected Coffman
Associates as the Airport's Master Plan Consultant and authorized staff to negotiate
a contract while the City awaited the FAA grant. The Airport has received a$665,550
grant and has budgeted its ten percent match for the Master Plan and subject to FAA
approval, the staff has negotiated a scope of services for the Master Plan effort. A
summary of issues and cost are as follows:
Master Plan (Basic Development Services) $300,000.
Aerial Photograph and Topographic Mapping 53,202.
Pavement Maintenance Evaluation 67,642.
Economic Benefit Study 15,300.
Environmental Documentation (Basic Services) 50,000.
Additional Environmental Documentation (If Needed) 175,000.
Special Environmental Studies (If Needed) 63,856.
TOTAL $725,000.
Additional cost breakdown is attached as Exhibit "A." This specific cost breakdown
(Exhibit "A") is dictated by FAA regulations. Work items 10.07 & 10.08 from Exhibit
"A" are allowances for additional environmental work that will not be utilized unless
dictated by the Environmental Initial Study,work items 10.01 through 10.06. This has
not been negotiated at this time as there is no way to forecast the outcome of the
Master Plan or the depth of environmental analysis. It may be that there are no
controversial projects and no additional work may be necessary. However, there is
also the possibility that in-depth environmental is called for anq at that time, the
allowances would be drawn upon.
Funds for this work are on hand in the form of a 90% FAA grant and 10% Airport
budgeted funds in accounts 341-6400-56041 "AIP-31 Grant Match" and 341-6600-
56041 "AIP-31 Master Plan."

I HEREBY CERTIFY that this Minute Order, approving a
Professional Services Agreementwith Coffman Associates for
and Airport Master Plan Update Project and Related
Environmental Documentation was adopted by the City Council
of the City of Palm Springs, California, in a meeting thereof
held on the 4'" day of October 2000.
