' OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,AMENDING POLICY CONCERNING THE APPLICATION
OF PARKS AND RECREATION FEES.
WHEREAS the Parks, Recreation and Golf Division of the Department of Facilities manages a large
number of parks and recreation facilities that are in demand by the general public, as well as City
and nonprofit agencies; and
WHEREAS the City of Palm Springs Comprehensive Fee Schedule establishes fees for the rental
of parks and facilities, and those fees, in many cases, are tempered to recognize the important civic
contribution of nonprofit agencies; and
WHEREAS inconsistency in the application of fees has occurred in the past and the Parks and
Recreation Commission is concerned about such inconsistencies,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs that Section
IV.B, of the Revenue Policy for Leisure Services Programs, Events and Services, adopted by
R15859, is hereby amended to read as follows:
IV. RENTALS AND PERMITS (*Parks and Recreation facilities generally overseen by the
Parks and Recreation Commission)

Recover full cost of department's overhead, plus additional revenue on market demand.
Policy Exceptions:
Qualified nonprofit organizations and agencies, and City departments and related
associations, may be exempt from the regular fees established in the City's
Comprehensive Fee Schedule by being subject to"Tax Exempt/Nonprofit"rates whenever
such nonprofit rates exist in the Comprehensive Fee Schedule. When a tax
exempt/nonprofit organization or agency proposes a public service function without charge
to the patrons of the event, such space not previously rented may be provided without fee,
subject to approval of the City Manager, so long as the City's hard costs, such as set-up,
tear-down, and related manpower costs are paid. If a tax exempt/nonprofit organization
or agency charges a fee for the event to participants or patrons, the nonprofit rates must
be paid for the use of the facility.
As part of the City's ongoing support of the Mizell Senior Center, up to $8,500 of City fees
will be waived annually, if requested, provided that the Mizell Senior Center has properly
scheduled the City's parks and recreation facilities at least 90 days prior to the event. If
Joint Use Agreements between the City of Palm Springs and either the Palm Springs
Unified School District and/or Mizell Senior Center establish fees for use of City facilities,
' such fees shall supercede the Comprehensive Fee Schedule if there is a difference
between the Comprehensive Fee Schedule and the fees established in the Joint Use
Agreements.

Public Service Event shall mean any event open to the general public free of charge
(Firemen's Association Annual Easter Egg Hunt, Concerts in the Park, etc.) '
