OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, APPROVING, SUBJECT TO
THE CONDITIONS STATED, CASE NO. 3.1724, AN
APPLICATION BY MOUNT SAN JACINTO WINTER '
PARK AUTHORITY FOR ]PHASE ONE OF A
PROPOSED RENOVATION OF THE VALLEY STATION
OF THE PALM SPRINGS AERIAL TRAMWAY,WHICH
INCLUDES AN ENCLOSURE AROUND THE EXISTING
OUTDOOR EQUIPMENT AREA, NEW RETAINING
WALLS AND SCREENING OF OTHER GROUND-
MOUNTED MECHANICAL APPURTENANCES
LOCATED ON A 20 ACRE SITE AT THE WEST END
OF TRAMWAY ROAD IN CHINO CANYON, U-R
ZONE, SECTION 7, R6E, T4S, SBBM.

WHEREAS, The Mt. San Jacinto Winter Park Authority, represented by Mr. Lee
Reinhardt., (the "applicant") has filed an application with the City pursuant to Section
9404.00 of the Zoning Ordinance for Architectural Approval Case No. 3.1724 for Phase
One of a proposed renovation of the Valley Station of the Palm Springs Aerial Tramway,
including an enclosure around the existing outdoor equipment area, new retaining walls,
screening of other ground-mounted mechanical appurtenances and related grading located
on a 20 acre site at the west end of Tramway Road in Chino Canyon, U-R. Zone, Section '
7, R6E, T4S, SBBM; and
WHEREAS, on February 24, 1999, the Planning Commission reviewed and approved an
application for a larger scale renovation program for the entire Palm Springs Aerial
Tramway Valley Station site, which did not include any architectural modifications to the
main building or new walls associated with the expansion of vehicle parking, loading and
maneuvering areas; and
WHEREAS, a condition of approval of the Planning Commission required that a separate
Architectural Approval application be submitted for consideration of the Planning
Commission for any future building modifications; and
WHEREAS, on April 27, 1999, the Historic Site Preservation Board(HSPB)reviewed the
application in accordance with applicable law and recommended approval of the application
to the City Council and designation of the site as a Class I historic site; and
WHEREAS, on April 28, 1999, the Planning Commission reviewed the application in
accordance with applicable law and recommended approval of the application to the City
Council; and
WHEREAS, the City Council of the City of Palm Springs reviewed the application at their '
May 5, 1999 meeting in accordance with applicable law; and
WHEREAS, the improvements specified under this application were previously considered
for environmental impacts in conjunction with Case No. 5.0798, the overall renovation
plan for the Palm Springs Aerial Tramway Valley Station, which concluded that, with the

recommended mitigation measures specified, the overall project would not have a
significant detrimental impact on the environment; and
WHEREAS, the proposed application is categorically exempt pursuant to the terms of the
California Environmental Quality Act (CEQA)per Section 15303 (New Construction and
Conversion of Small Structures); and
' WHEREAS, the City Council has carefully reviewed and considered all of the evidence
presented in connection with the project, including, but not limited to the staff report and
all written and oral testimony presented.
THE CITY COUNCIL HEREBY FINDS AS FOLLOWS:
Section 1: Pursuant to CEQA, the City Council finds as follows:
The improvements specified under this application were previously considered for
environmental impacts in conjunction with Case No. 5.0798, the overall renovation
plan for the Palm Springs Aerial Tramway Valley Station, which concluded that,
with the recommended mitigation measures specified, the overall project would not
have a significant detrimental impact on the environment. Furthermore, the project
is categorically exempt from the requirements of CEQA pursuant to Section 15303
(New Construction and Conversion of Small Structures) of the CEQA guidelines.
Section 2: Pursuant to Zoning Ordinance Section 9404.00, the City Council finds that,
with the Conditions of Approval incorporated herein by reference, the
' proposed application will not have a significant negative detrimental
aesthetic impact on the community and is not detrimental to existing uses
or to future uses specifically permitted with this zone or with uses and or
zoning designations in the immediate area in which the proposed is to be
located.
NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City
Council hereby approves Case No. 3.1724, subject to those conditions set forth in Exhibit
A, on file in the office of the City Clerk, which are to be satisfied prior to recordation of
a final map or the issuance of a Certificate of Occupancy, unless other specified.
